ORDINANCE NO.
AN ORDINANCE amending the 1989 budget for the City of Yakima; and
making an appropriation of $12,300 in the Parks & Re-
creation Capital Fund for expenditure during 1989 for
fence extensions at Kiwanis, Larson and Gardner Ball-
fields.
WHEREAS, the Parks & Recreation Capital Fund contains a Restricted
Fund Balance available for appropriation as provided by this ordinance;
and
WHEREAS, the amount of $12,300 must be appropriated within the
Parks & Recreation Capital Fund in order to provide funding for ball-
field fence improvements, and
WHEREAS, at the time of the adoption of the 1989 budget it could
1 111/ not reasonably have been foreseen that the appropriation provided for by
this ordinance would be required,
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section 1. The amount of $12,300 is hereby appropriated frcn the
Restricted Fund Balance in the Parks & Recreation Capital Fund to ,ac-
count number 131.131.428.1345.594.76.650 as a 1989 appropriation
Section 2. This ordinance is one making an appropriation and shall
take effect immediately upon its passage, approval and publication as
provided by law and by the City Charter.

This request is for the purpose of releasing money available from the Capital
Improvement Funds for the purpose of repairing fences on Kiwanis park 1,2,3 and
Larson Park 2,4, and Gardner Park Fields 1,2.
If there aren't sufficient funds available in Capital Improvemement, then the
priorities would be Rjwanis Park top priority' Larson Park second priority and
Gardner Park, last.
II/ A bid from Fencing and Awning, Inc. is on the second page, and the Yakima Slow
Pitch Association would recommend Fencing and Awning Inc. to be awarded the
contract for the job specified. The last 3 pages are the specific request and
diagrams of the 3 softball complex. Thank you for your consideration.

CALL TO ORDER
Chairman Nixon called the meeting to order at 5.25 p.m.
MEETING MINUTES
Lola Amos moved to accept the minutes of the January 9, 1989 meeting. Bob
Busse seconded. Motion passed. Since there was no quorum present at the

February 13, 1989 meeting it was considered an information meeting only and the
-- minutes did not require approval.
NEW BUSINESS
Slowpitch Proposal - Fencing Additions at Kiwanis, Larson, Gardner
Staff and Commissioner's that were present at the meeting of February 13, 1989
reported on the request presented at that meeting from Tony Whitley, Associa-
tion President. It was explained that improvements to the fencing at these
fields was necessary for liability reasons and mainly safety for the specta-
tors. After discussion as to funding (from money paid to the City by Slowpitch
concessions and set aside for this purpose) and how the City would proceed with
obtaining bids and having the work completed; Bob Busse moved to approve the
request and to direct staff to proceed. Motion was seconded by Lola Amos.
Motion passed.
Dave Flaherty, Parks and Recreation Manager, interjected that Parks and Recrea-
tion staff would be identifying long term needs of this type and would be
reporting to the Commission. Jerry Copeland said this would be timely as it
was necessary to redo the Parks Master Plan. Denise Nichols also reported that
the Slowpitch Association would like to see improvements such as lighting at
Kiwanis field 3 and on both fields 1 & 2 at Gardner.
