1 ORDINANCE NO. 95- 66

AN ORDINANCE amending the 1995 budget for the City of Yakima, making an
appropriation of $48,582 in the General Fund for expenditure
during 1995 for repayment of Health District outstanding
debt.
WHEREAS, the amount of $48,582 must be appropriated within the General
Fund in order to provide funding for additional Health District costs, and
WHEREAS, at the time of the adoption of the 1995 budget it could not
reasonably have been foreseen that the appropriation provided for herein would be
required, and the City Council finds that an emergency exists of the type
contemplated by RCW 35.33.091 and that it is in the best interests of the City to make
the transfers and appropriations herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section 1. The amount of $48,582 is hereby appropriated from the
Unappropriated Fund Balance in the General Fund to account number 000- 4 -095-
411- 0000 - 56200 -512 as a 1995 appropriation.
Section 2. This ordinance is one making an appropriation and shall take
effect immediately upon its passage, approval and publication as provided by law
and by the City Charter

SUMMARY EXPLANATION-
Recently, the Yakima Health District Board passed a resolution (copy attached), which
provides for City repayment of the debt issued to cover Health District shortfalls during 1993
The total current outstanding debt is $1,400,000 The City of Yakima's allocated portion of
the debt amounts to $401,969
If you will recall, as a result of a change in State law, the funding method for County Health
Districts is being shifted from local assessments to a State allocation of Motor Vehicle Excise
Tax (MVET) The amount of MVET which will be transmitted to local Health Districts for 1996
's based on the 1995 local assessment Accordingly, by increasing this year's allocation for
{�bt service to the Yakima Health District, the same amount will be available in the MVET
istribution for 1996 Should the City choose not to increase this year's payment, then 1)
the obligation for the City to repay the debt would remain, 2) the funding base for future MVET
allocations to the Health District will be that much less If the City pays the District an
additional $48,582 this year, the remainder of the debt owed by the City will be paid out of
future proceeds from MVET
Staff recommends approval of the attached Ordinance amending the 1995 Budget and
providing for additional payment of some $48,582 to the Yakima Health District for retirement
of debt
