HomeMy WebLinkAbout1995-068 classification & compensation , pot ORDINANCE NO. 95• . 68 AN ORDINANCE relating to City personnel, adopting a classification and compensation plan for City employees to be effective January 1, 1996; amending Subsections 2.20.100 A, 2.20 100 B, 2.20 100 C, 2.20.110 A, 2.20.110 B, 2.20.110 F, and 2.20 110 J, all of the City of Yakima Municipal Code. WHEREAS, the City Council finds and declares an emergency to exist so as to authorize the immediate effectiveness of this ordinance in order to adjust the employee salaries to be effective January 1, 1996, as required by collective bargaining agreements between the City and certain employee groups and otherwise as authorized during consideration by the Council of the 1996 budget, now, therefore, BE IT ORDAINED BY THE CITY OF YAICIMA. Section 1 Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended to read as follows. "2.20 100 Classification Plan. A Plan Adopted. A classification plan for city employees is hereby adopted to be effective January 1, 1996, which plan shall consist of the various following subsections of this section." Section 2. Subsection 2.20.100 B of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20 100 Classification Plan. Section 2.20.110 of the City of Yakima Municipal Code is hereby amended to read as follows. "2.20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through M of this section, for the classes allocated to these pay ranges shall be in full force and effect as of January 1, 1996 The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code. The performance of employees in the series designated Subsection B through E shall be evaluated annually in accordance with a management performance evaluation plan. The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salanes shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the schedules constituting the vanous following subsection of this section.' Section 5. Section 2.20.110 B of the City of Yakima Municipal Code is hereby amended to read as follows. Smith, x6090 SUMMARY EXPLANATION: The attached ordinances amend the Classification and Compensation Plan to: (1) implement wage adjustments pursuant to collective bargaining effective January 1, 1996 and (2) for consideration of reclassification recommendations approved by the Charter Civil Service Commission. The reclassification process began in January 1995 with fifteen (15) requests reviewed by the Chief Examiner to determine if a reclassification study was warranted. Ordinance A amends the Classification and Compensation Plan by adjusting base wages for AFSCME Local 1122 employees by 2.70% effective January 1, 1996 and Yakima Police Patrolman's Association (YPPA) employees by 3.0% effective January 1, 1996 and 1.0% effective July 1, 1996 as required by their respective current collective bargaining agreements. Additionally, as a housekeeping measure, this ordinance removes the Police Chief classification from the civil service classification series and places it within the exempt from civil service classification series as required by C' ance No. 94 -4. ance B amends the Classification and Compensation Plan by to reflect the actions of the Charter Civil Service Commission at its November 16, 1995 meeting. The Commission considered the recommendations of Walsh Moncada & Co. regarding ten (10) reclassification studies they conducted, recommendations were approved as recommended with the exception of the recommendations for Cemetery Supervisor and Print Shop Operator Earlier this year, the Chief Examiner received fifteen (15) requests for reclassification. Five (5) of those requests were denied by the Chief Examiner and the remaining ten (10) requests were forwarded to Walsh Moncada & Co. for study The estimated annualized cost (11 months) of these recommendations is $20,394.77 and would affect 34 employees. These reclassification actions would be effective February 1, 1996. The $15,437.29 impact of the Wastewater reclassifications has been included in the 1996 Preliminary Budget. The other affected departments will be able to absorb the impact due to salary savings resulting from vacancies during 1996. Appendix A is a compilation of the reclassification reports submitted to the Charter Civil Service Commission.
