AN ORDINANCE relating to City personnel, adopting a classification and compensation plan for City
employees to be effective March 1, 1996, amending Subsections 2.20 100 A,
2.20 100 D, 2.20 100 E, 2.20 110 A, 2.20 110 G, and 2.20.110 I, all of the City of
Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section 1 Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended
to read as follows.
"2.20 100 Classification Plan.
A Plan Adopted. A classification plan for city employees is hereby adopted to be
effective March 1, 1996, which plan shall consist of the various following subsections of this section."
Section 2. Subsection 2.20 100 D of the City of Yakima Municipal Code is hereby amended
to read as follows.

Section 4. Subsection 2.20 110A of the City of Yakima Municipal Code is hereby amended
to read as follows

Subsection B through M of this section, for the classes allocated to these pay ranges shall be in full force and

effect as of March 1, 1996 The pay rates shall constitute full compensation for those employees with a work
week of forty hours as set out in other sections of this code. Employees whose work week is less than forty
• shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears
rty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours
1 be computed according to the provisions of Section 2.22 030 of this code
The performance of employees in the series designated Subsection B through E shall be evaluated annually
in accordance with a management performance evaluation plan. The result of the performance evaluations shall be
the determination by the City Manager of the actual salary of each employee in the designated positions, and the
determination by the City Council of the actual salary of the City Manager, which actual salaries shall be no less
than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according
to the schedules constituting the various following subsection of this section."
Section 5 Subsection 2.20 110 G of the City of Yakima Municipal Code is hereby amended
to read as follows.

Collective Bargaining Agreement andAn Ordinance Amending the

SUMMARY EXPLANATION:
This Ordinance also amends the Classification and Compensation Plan by retitling and
reallocating the current classification of Senior Project Planner, Classification Code 20101
currently in the Transit Planning Series at Pay Range 675 ($2,902 - $3,486 per month) to the Union
Exempt Supervisory Group as Senior Project Planner (Transit), Classification Code 11202 at Pay
Range 376 ($2,902- $3,486 per month) pursuant to PERC Decision 5387 PECB On August 31, 1993,
the City of Yakima and the Washington State Council of County and City Employees (WSCCCE)
jointly filed a petition for clarification of an existing bargaining unit with the Public Employment
Relations Commission (PERC) to resolve the question of whether or not three employees
4 - rking in the transit division were supervisors and whether or not they should be excluded were the bargaining unit The classifications in question ere Senior Project Planner, Customer
ations Coordinator, and Transit Route Supervisor PERC's decision was that the Senior
Project Planner should be excluded from the bargaining unit due to supervisory responsibilities
and that the Customer Relations Coordinator and Transit Route Supervisor remain in the
bargaining unit
