HomeMy WebLinkAbout1991-3361 Expanding duties t ORDINANCE NO. 3361 AN ORDINANCE relating to City government administration; expanding the duties and membership of the Commu- nity Development Advisory Committee; and amending Sections 1.39.010 and 1.39.020 of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: ' Section 1. Section 1.39.010 of the City of Yakima Muni- cipal Code is hereby amended to read as follows: "1.39.010 Community Development Advisory Committee Created - Purposes and Functions. A. A Community Development Advisory Commit- tee is hereby created as an advisory committee to the Yakima City Council. B. The purposes and functions of the Com- mittee shall be as follows: 1. To make recommendations to the City Council regarding: a. The City's annual Community Development Block Grant (CDBG), including a pro- posed budget; b. Plans and proposals associ- ated with the CDBG program. 2. To perform an annual evaluation of the progress and accomplishments of the. CDBG Program; and 3. To take an active role in pro- moting the revitalization of neighborhoods in the target area through local initiative and self - help projects." Section 2. Section .1.39.020 of the City of Yakima Muni- cipal Code is hereby amended to read as follows: - 1 - (ord /advisory.sc) "1.39.020 Composition and Membership - Term of Appointment. A. Members of the Community Development Advisory Committee shall be appointed by the City Council. The Committee shall consist of eleven members as follows: 1. Five neighborhood representatives as follow: a. Four representatives from the existing Community Development Block Grant Target Area, one from each of the four residential neighborhoods depicted on the map labeled "Citizen Participation Boundaries" filed with the Yakima City Clerk. b. One representative who is a resident of the Central Business District. 2. One representative of the general business community of the Yakima area, who is recommended by the Yakima Downtown Coalition. 3. One representative to represent persons who are over the age of 60 years old and who shall be a resident of the City of Yakima. The preferred representative is someone who is over the age of 60 years, but an advocate for this population group may be selected at the discretion of the CDAC. 4. One representative to represent racial minority people and who shall be a resident of the City of Yakima. The preferred representa- tive is someone who is a member of a racial minority or ethnic group, but an advocate for this popula- tion may be selected at the dis- cretion of the CDAC. 5. One representative to represent persons of disability who need accessible housing and who shall - 2 - (ord /advisory.sc) be a resident of the City of \ Yakima. The preferred representa- tive is someone who is a person of disability, but an advocate for this population group may be ® selected at the discretion of the CDAC. 6. Two "at large" representatives who are residents of the City of Yakima. B. Appointments shall be made for indefi- nite terms. In the event of a vacancy, an appointment shall be made by the City Council, for which the Council Steering Committee may make a recommendation according to the qualifications for membership on the Committee as specified in Subsection 1.39.020 A of this sec- tion." Section 3. This ordinance shall be in full force and effect 30 days after its passage, approval, and publication as provided by law and by the City Charter.
