AN ORDINANCE relating to City personnel; adopting a classification and
compensation plan for City employees to be effective June 16,
1991; amending Subsections 2 20 100 A, 2 20 100 C, 2 20 110 A, and
2 20 110 F, all of the City of Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA
Section 1 Subsection 2 20 100 A of the City of Yakima Municipal Code is
hereby amended to read as follows
"2 20 100 Classification Plan
A Plan Adopted A classification plan for city employees is
hereby adopted to be effective June 16, 1991, which plan shall consist of the
various following subsections of this section "
Section 2. Subsection 2 20 100 C of the City of Yakima Municipal Code is
hereby amended to read as follows

III Section 3. Section 2 20 110 of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 110 Compensation Plan. A Pay ranges and pay steps, set out in the
schedule constituting Subsection B through J of this section, for the classes
allocated to these pay ranges shall be in full force and effect as of June 16, 1991
The pay rates shall constitute full compensation for those employees with a work
week of forty hours as set out in other sections of this code Employees whose work
week is less than forty hours shall be paid at the rate which is in the same
proportion to the rates set out herein that their work week bears to forty hours
The hourly rate for those employees of the Fire Department whose work week exceeds
forty hours shall be computed according to the provisions of Section 2 22 030 of
this code
The performance of employees in the series designated Subsection B through E
shall be evaluated annually in accordance with a management performance evaluation
plan The result of the performance evaluations shall be the determination by the
City Manager of the actual salary of each employee in the designated positions, and
the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the
schedules constituting the various following subsection of this section "

Allocation Recommendation
The following report summarizes the findings of the classification
study for Supervising Code Inspector. The creation of this
position was introduced and approved in the 1991 budget by the City
Council This study has included a work site audit, interviews
with the Director of Community and Economic Development and the
Code Administration Manager, comparisons to comparable positions
locally, in other jurisdictions and in the City of Yakima's
classification structure, as well as conducting a factoring
analysis An allocation to pay range 20.0 ($2623 - $3151) is
recommended based on data discussed in this report

RECOMMENDATIO
The Municipal Code, Section 2 20 030 and the Civil Service Rules,
both require certain actions be taken when allocating a position to
a pay range Included in those actions are the consideration of
pay rates of other similar or related classes; the availability of
personnel to do the job; prevailing rates, both locally and in
other similar jurisdictions; and finally, City financial policy and
economic circumstances The recommendation for allocation of
Supervising Code Inspector to pay range 20 is made based on the
above requirements and discussed henceforth.
Factoring Analysis The standard factoring system developed by the
U S. Civil Service Commission was utilized using the 12 categories
of criteria Pay range 20 was indicated
Similar City Classifications Comparisons to other positions
within the City Civil Service classes were made and the Supervising
Associate Planner allocated at range 20 is comparable to the
Supervising Code Inspector. Both are responsible for a wide scope
111 of projects in their respective field; function under limited
supervision; work independently; exercise judgement, continually
resolve problems; make non - routine decisions, prepare and review
projects; carryout detailed assignments; perform research analysis,
prepare reports provide budgetary input and direct the work of
subordinates.

Availability The availability of skilled individuals to fill
this position is slightly limited as it requires extensive
experience in codes and inspection, and exceptional communication
and interpersonal skills. To obtain skilled applicants, we could
draw from our own Code Administration Division, Yakima County or
statewide, where applicants would have the necessary knowledge,
skills and experience to perform the duties of the position
Prevailing Rates (Local) There were no local businesses that had
similar positions
Prevailing Rates (Similar Jurisdictions): The 17 municipalities
with which we standardly compare ourselves were contacted and
include Auburn, Bellingham, Bremerton, Edmonds, Everett,
Kennewick, Kent, Longview, Lynnwood, Olympia, Pasco, Redmond,
Renton, Richland, Vancouver, Walla Walla and Yakima County. Other
jurisdictions were also contacted and include Spokane and Mercer
Island Most of the jurisdictions did not have positions which
were close matches to the Supervising Code Inspector. Some of the
jurisdictions had positions with duties and responsibilities
similar to the Supervising Code Inspector which can be used as
comparables and are listed below.

Financial Policy and Economic Considerations. This is the final
consideration made in recommending the compensation level for the
Supervising Code Inspector Because of the classification review
which was completed in 1979, considerable emphasis should be placed
on the factoring analysis and comparison with City positions Funds
have already been set aside for this position because it was
approved in the 1991 budget.
The foregoing establishes the background data necessary to recommend
a level of compensation for Supervising Code Inspector. It is my
recommendation that the Supervising Code Inspector be allocated to
range 20 ($2623 - $3151) per month

DEFINITION Under limited direction is responsible for supervisory and
administrative work assisting the Code Administration Manager in planning,
organizing, and directing the activities of the Code Administration Division.
DUTIES
Assists in planning, organizing, and direction of all programs and activities of the Code
Administration Division
Assists in directing work of subordinates engaged in all facets of building and fire
inspection, assists in rectifying complex or unusual work problems in field or office
Evaluates the work of Code Inspectors and clerical staff and may assist in hiring, and
disciplinary actions.
Performs field inspections to ensure compliance with City building and fire codes and
specifications.
Advises and interprets codes, regulations and departmental policies to other
inspectors, contractors, engineers, architects and the general public.

very unique duties and responsibilities There is an
Identification Technician position that is allocated at pay
range 13.5, that this position will report to.

Ability to understand oral and written instructions; to operate various kinds of
office and photographic and fingerprinting equipment; to deal with investigators,
other criminal justice professionals and the public in a courteous and tactful
manner; to maintain accurate records; to understand and comply with laws
pertaining to rules of evidence, write legibly; learn basic and advanced
fingerprinting classification techniques.
UNUSUAL WORKING CONDITIONS: Assistant Identification Technicians
may be required to wear department uniforms. Schedules include shift work
and on -call work, including work on weekends and holidays. Some overtime
may be required. Exposed to various toxic or caustic chemicals associated with
photographic and fingerprint work. This position may come in contact with
criminals; irate, upset or disturbed citizens; deceased persons, and property '
which may be soiled from crime or bug infestation.
LICENSES, REGISTRATION OR CERTIFICATE Must possess a valid
Washington State Driver's License.
MINIMUM CLASS REQUIREMENTS: One year of experience in law
enforcement criminal records or a two or four year college degree in law
enforcement, criminal justice or a related field. At time of application must
possess a high school diploma or equivalent. Must pass a thorough
background investigation, polygraph, psychological evaluation and medical
examination prior to hiring.

CODE: 6212 TITLE. Assistant Identification Technician 4/91 I 46
DEFINITION: Skilled and specialized work under the direction of the
Identification Technician and Property Clerk involving collecting, comparing and
classifying rolled and latent fingerprints; crime -scene and related photography;
securing evidence of a crime for purposes of identification, maintaining records of
arrests, maintaining and documenting evidence and other recovered property;
and other related work as required.
DUTIES
Under the general direction of the Police Identification Technician.
Classifies fingerprint cards according to the Alphanumeric, NCIC, and Henry
methods
Fingerprints various individuals, including criminals, City employees, license
applicants, and others. Classifies and files fingerprints. Searches files and
compares fingerprints for individuals with previous records in connection with
criminal investigations and other police matters.
Applies the principles of friction ridge characteristic arrangement toward the
comparison of unknown fingerprint cards against the master fingerprint file to 0
establish identity
Under close supervision, conducts independent comparisons of fingerprints on
various documents for criminal history purposes.
Photographs crime scenes in connection with criminal investigation and
prosecution of suspects. Develops and collects latent fingerprints Compares
latent prints with fingerprints of suspects or known criminals.
Maintains and searches arrest files. Reviews records and compiles composite
records on arrested persons. Updates individual arrest records. Prepares
fingerprint cards and other information for the State Identification Bureau and
FBI Enters and maintains data in the Police Department automated records
system.
May assist the Police Property Clerk in maintaining Police Department property
files, securing, maintaining, and disposing of evidence and other impounded
property; maintaining manual and automated property inventories and entering
property related data into the Police Department automated records system.
This position may also perform other duties in the Records and Communications
