AN ORDINANCE relating to City personnel; adopting a classification and
compensation plan for City employees to be effective February 10,
1991; amending Subsections 2.20.100 A, 2 20 100 C, 2.20 110 A, and
Subsection 2.20 110 F, all of the City of Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA
Section 1 Subsection 2 20 100 A of the City of Yakima Municipal Code is
hereby amended to read as follows
"2 20 100 Classification Plan.
A Flan Adopted A classification plan for city employees is
hereby adopted to be effective February 10, 1991, which plan shall consist of the
various following subsections of this section "
Section 2. Subsection 2 20 100 C of the City of Yakima Municipal Code is
hereby amended to read as follows:

Section 3. Section 2 20 110 of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 110 Compensation Plan. A Pay ranges and pay steps, set out in the
schedule constituting Subsection B through J of this section, for the classes
allocated to these pay ranges shall be in full force and effect as of February 10,
1991 The pay rates shall constitute full compensation for those employees with a
work week of forty hours as set out in other sections of this code Employees whose
work week is less than forty hours shall be paid at the rate which is in the same
proportion to the rates set out herein that their work week bears to forty hours.
The hourly rate for those employees of the Fire Department whose work week exceeds
forty hours shall be computed according to the provisions of Section 2 22.030 of
this code
The performance of employees in the series designated Subsection B through E
shall be evaluated annually in accordance with a management performance evaluation
plan The result of the performance evaluations shall be the determination by the
City Manager of the actual salary of each employee in the designated positions, and
the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the
schedules constituting the various following subsection of this section "

SUBJ: Lifeguard /Instructor Classification and
Allocation Recommendation
The following report summarizes the findings of the
classification study for Lifeguard /Instructor. The creation of
this position was introduced and approved as a 1990 budget
policy issue This study has included a work site audit,
interviews with the Aquatic Program Supervisor and the Parks &
Recreation Manager, comparisons to comparable positions in other
jurisdictions, positions in the City of Yakima's classification
structure, as well as conducting a factoring analysis. An
allocation to pay range 2 ($1132 -1338) is recommended based on
data discussed in this report.
• RECOMMENDATIONS
The Municipal Code, Sec=ion 2 20 030 and the Civil Service
Rules, both require certain actions be taken when allocating a
position to a pay range. Included in those actions are the
consideration of pay rates of other similar or related classes;
the availability of personnel to do the job; prevailing rates,
both locally and in other similar jurisdictions; and finally,
City financial policy and economic circumstances. The
recommendation for allocation of Lifeguard /Instructor to pay
range 2 is made based on the above requirements and discussed
henceforth.
Duties and Respons.i Duties and responsibilities are
specifically enumerated on the attached class specification.
Factoring Analysis- The standard factoring system developed by
the U.S Civil Service Commission was utilized using the 12
categories of criteria. Fay range 2 was indicated.
Similar City Classifications Comparisons to other positions
within the City Civil Service classes were made and the Labor
Helper allocated at pay range 2 is comparable to the
Lifeguard /Instructor. Both function under immediate
supervision; exercise limited judgement; make routine decisions
• and carryout specific assignments

Availability: The availability of skilled individuals to fill
this position is slightly limited as it requires certification
and experience in the Aquatic field. To obtain skilled 0
applicants, we could draw from temporary employees, the Valley
or statewide, where applicants would have the necessary
certification, knowledge, skills and experience to perform the
duties of the position.
Prevailing Rates (Local): There were no local businesses that
had similar positions.
Prevailing Rates (Similar Jurisdictions): The 17 municipalities
with which we standardly compare ourselves were contacted and
include. Auburn, Bellingham, Bremerton, Edmonds, Everett,
Kennewick, Kent, Kirkland, Longview, Lynnwood, Olympia, Pasco,
Redmond,Renton, Richland, Vancouver and Walla Walla, as well as
Yakima County. Most of the jurisdictions did not have positions
which were close matches to the Lifeguard /Instructor. Only two
of the jurisdictions had positions with duties and
responsibilities similar to the Lifeguard /Instructor which can
be used as comparables and are listed below:

Financial Pclicy and Economic Considerations: This is the final
consideration made in recommending the compensation level for
the Lifeguard /Instructor. Because of the classification review
which was completed in 1979, considerable emphasis should be
placed on the factoring analysis and comparison with City
positions. Funds have already been set aside for this position
because it was approved in the 1990 budget.
The foregoing establishes the background data necessary to
recommend a level of compensation for Lifeguard /Instructor. It
is my recommendation that the Lifeguard /Instructor be allocated
to pay range 2 ($1,132 - $1,338) per month.

DEFINITION: Under immediate to general supervision, leads and in aquatic activities such
as instructing swim classes, lifeguarding, cashiering and maintainingacilities.

DUTIES '
Teaches American Red Cross swim lessons, school district classes, exorcise classes, private or public
organizations, etc. Sets up lesson plans; explains, demonstrates, and evaluates skills for each specific
class.
Performs as a lifeguard at all times while at the facility Maintains the safety of all patrons by enforcing
rules, taking preventative measures, being aware of hazards and utilizing public and staff communications.
Performs custodial care of facility by cleaning, hosing and disinfecting the facility, including locker
roomsf - pool decks, storage areas, mechanical rooms, pool bottom and walls, outside adjacent areas and
grounds. Removes snow from facility entrances and sidewalks.
Greets people in a professional manner both by telephone and in person, when assisting with registration

Receipts participant payments, records cash received and operates a cash register Keeps daily, weekly
and monthly attendance records.
Tests water, records test results and maintains chemical balance of swimming pool as required by law or
health standards.
Will act in the head instructor/lifeguard capacity on an infrequent, as needed basis.

T%IAJOR WORKER CHARACTERISTICS. Knowledge of: the philosophy, principles, and
practices of American Red Cross aquatics instructional methods; the methods, techniques, materials,
equipment, and safety precautions associated with teaching and operating aquatic program; the routine
maintenance of commercial pool facilities. Ability to: perform or instruct beginning through advanced
swim lessons, competitive strokes, diving, synchronized swimming, exercise and therapy classes and
other aquatic programs consistent with community needs and interest for all age groups; communicate
effectively orally, in writing, and by demonstration, establish and maintain effective working relationships
with City employees, participants, and the public; give, receive and follow through with directions.
UNUSUAL WORKING CONDITIONS: May be required to work evenings, weekends early
mornmgs, split shifts and holidays depending on the time of year and programs in progress. May require
lifting objects weighing over 50 pounds. Will be exposed to chlorine and other chemicals related to pool
