ORDINANCE NO :.
AN ORDINANCE relating to traffic control; reducing the speed
limit on South 24th Avenue between Lila Avenue
and Mead Avenue from forty miles per hour to
thirty miles per hour; reducing the speed limit
on South 24th Avenue between Mead Avenue and
Washington Avenue from forty miles per hour to
thirty -five miles per hour; reducing the speed
limit on North 40th Avenue between Englewood
Avenue and Fruitvale Boulevard from forty miles
per hour to thirty -five miles per hour; amending
Subsections D and E of Section 9.50.370 of the
City of Yakima Municipal Code; and repealing
Subsection F of Section 9.50.370 of the City of
Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 9.50.370D of the City of Yakima
Municipal Code is hereby amended to read as follows:
"D. Thirty miles per hour:

SUBJ: Speed Limit: 24th Avenue - Lila Avenue to Washington Avenue
Traffic Engineering has completed a traffic engineering investigation on South
24th Avenue between Clinton and Washington Avenue to determine whether existing
speed limits are appropriate. The speed limit between Nob Hill Boulevard and
Lila Avenue is 30 mph and fran Lila to Washington Avenue the speed limit is
40 mph. Data collected was analyzed based on the Institute of Transportation
Engineers, Traffic and Transportation Handbook and the manual on Uniform
Traffic Control Devices.
Data collected indicated that the maximum speed limit on 24th Avenue between
Lila and Washington Avenue should be 35 mph. However, there are it such as
the number of pedestrians and proximity of McClure Elementary School that would
indicate that the speed limit should be reduced to 30 mph between Mead and
Lila.
The Police Department was contacted and a request was made for their comments,
• which are attached.
Staff recommends that the speed limit on South 24th Avenue be established at
30 mph from Nob Hill Boulevard to Mead and 35 mph from Mead to Washington
Avenue. (See attached sketch).

SUBJECT Speed Limit 24th Avenue - Lila Avenue to Washington Avenue
The Yakima Police Department supports the Traffic Engineer's
recommendation to establish the speed limit on South 24th Avenue as
follows. 30 miles per hour from Nob Hill to Mead Avenue and 35 miles per
hour from Mead Avenue to Washington Avenue.
The area west of 24th Avenue, south of Nob Hill, has developed into a
fairy high density residential neighborhood resulting in increased
vehicular traffic as well as pedestrian and bicycle traffic along 24th
Avenue.
McClure Grade School, located at 22nd Avenue and West Viola, has •
approximately 515 students. Of these, approximately 155 live west of
24th A\,enue. These students cross 24th Avenue two times a day. The
crossing times are 8 15 to 8 45 am and 3 10 to 3 30 pm. In addition
there are two mid day crossing times for kindergarten children, 11 30 am
and again at 12 15 pm.
Shelley Harlington advises the school crossing at 24th Avenue And
Clinton Way be relocated to 24th Avenue and Viola. The new
location is situated on the crest of a hill on 24th Avenue and thus
pro\7des increased visibility.
By decreasing speed further south on 24th Avenue motorists will have
additional time to actually slow to the posted speed before reaching the
school crossing.
