AN ORDINANCE relating to City personnel; adopting a classification and
compensation plan for City employees to be effective April 14,
1991; amending Subsections 2 20 100 A, 2 20 100 C, 2 20 110 A, and
2 20 110 F, all of the City of Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA
Section 1 Subsection 2 20 100 A of the City of Yakima Municipal Code is
hereby amended to read as follows
"2 20 100 Classification Plan
A plan Adopted A classification plan for city employees is
hereby adopted to be effective April 14, 1991, which plan shall consist of the
various following subsections of this section "
Section 2. Subsection 2 20 100 C of the City of Yakima Municipal Code is
hereby amended to read as follows

Section 3. Section 2 20 110 of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 110 Compensation Plan. A Pay ranges and pay steps, set out in the
schedule constituting Subsection B through J of this section, for the classes
allocated to these pay ranges shall be in full force and effect as of April 14,
1991 The pay rates shall constitute full compensation for those employees with a
work week of forty hours as set out in other sections of this code Employees whose
work week is less than forty hours shall be paid at the rate which is in the same
proportion to the rates set out herein that their work week bears to forty hours
The hourly rate for those employees of the Fire Department whose work week exceeds
forty hours shall be computed according to the provisions of Section 2 22 030 of
this code
The performance of employees in the series designated Subsection B through E
shall be evaluated annually in accordance with a management performance evaluation
plan The result of the performance evaluations shall be the determination by the
City Manager of the actual salary of each employee in the designated positions, and
the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the
schedules constituting the various following subsection of this section "

hereby amended to read as follows

SUBJ: Creation of Supervising Sanitary Engineer
New Classification Pay Range
The following report summarizes the classification study for the
Supervising Sanitary Engineer's proposed salary range. The
creation of this position and proposed salary range was a 1991
budgeted policy issue Council approved in order for the Wastewater
Superintendent to have adequate personnel resources to administer
increasing workload and regulatory requirements, much of which is
outlined in the 1988 Comprehensive Sewer Plan.
This study has included an anticipated work audit, interviews with
those involved in wastewater administration, comparisons to
comparable positions in other jurisdictions,as well as conducting
• a factoring analysis. An allocation of pay range 24
(S3151 14 - 3771.66) is recommended based on data discussed in
this report.
pUTIES AND RESPONSIBILITIES The following is an explanation
of the proposed duties of the Supervising Sanitary Engineer
1. Facility Administration: Uses administrative skills in
coordinating division activities associated with sewerage and
water improvement projects, funding and budgeting of projects,
preparing advanced three to five year planning programs,
right -of -way and property acquisition. Responsible for the
planning, scheduling, and assigning work of professional and
para - professional staff. In addition, will act for City
Engineer in his absence or as delegated.
2. Budget Responsi•ilities: Assists in the preparation of annual
operating and capital improvement budgets; prepares reports,
graphics and assists in presentations of public hearings and
Planning Commission reviews. Recommends future capital
expenditures after completing indepth research for equipment
and other resource requirements.
3. personnel: The Supervising Sanitary Engineer will provide
work direction, personnel evaluations, and general office
• administration for all assigned subordinates. Act as a

coordinator for logistical requirements for vehicles, office
equipment, and construction equipment.
4. Training. Assists in the development of ongoing training •
programs for technical operation certification of
subordinates.
5. Safety Assists and recommends safety emergency measures for
the division's safety deficiencies.
6. Supervisory Responsibilities: Works closely with Wastewater
and Water Superintendent to assure compliance with mandated
federal and state regulations as it relates to sewerage and
water supply improvement projects. Administers and
coordinates with contractors, consultants, and property owners
on sewerage and water projects.
7. EgcordkeeoW1a/Re11ortina: Maintains and organizes Division
files pertaining to permit compliance, regulatory
correspondence, grant funding issues and financial reporting.
Prepares and submits documents pertaining to capital
expenditures and resource recovery.
8. Department Purchasing Assures compliance with City
Purchasing guidelines, develops specifications for bid
quotations on various consumable and tangible materials used
by Wastewater and Water supply projects. Reviews and updates
bid specifications on a routine basis as to quantities,
quality, or material requirements change. i •
9 F CPntact Tactfully and courteously handles information
requests from regulatory agencies and Council members.
10. c rf SLppor_t_. Provides administrative assistance to the
Division Superintendents by participating in City Council
meetings and giving public presentations. Has contacts with
the Personnel Division which would deal with personnel matters
such as job performance reviews, merit increases, new hires,
substance abuse programs, and Union /Civil Service issues. Has
contact with the Purchasing Division which would include
capital outlay purchases, contract specifications development,
sole source purchasing and inter - governmental agreements.
Budget preparation and resource /expenditures will be discussed
with the Finance and Treasury Divisions. Contacts with the
Legal Department would be for the purpose of ordinance
development and legal agreements pertaining to the
Department's projects, inter - agency agreements, and contract
development.

QMMENDATIONS
The Municipal Code, Section 2.20 030 and the Civil Service Rules,
both require certain actions be taken when allocating a position
to a pay range. Included in those actions are the consideration
of pay rates of other similar or related classes; the availability
of personnel to do the job; prevailing rates, both locally and in
other similar jurisdictions; and finally, City financial policy
and economic circumstances. The recommendation for allocation of
Supervising Sanitary Engineer to range 22 is made based on the
above requirements and discussed below:
Duties and Responsibilities Duties and responsibilities have
previously been mentioned and are specifically enumerated on the
attached class specification.
Factoring Analysis: The standard factoring system developed by
the U S. Civil Service Commission was utilized using the 12
categories of criteria. Pay range 22 was indicated.
.vailability The availability of skilled individuals to fill
this position is limited as it requires extensive experience in
wastewater and water civil engineering field, and a strong
background in supervision. To obtain skilled applicants, we could
possibly draw from our own Division, statewide, or from the West
Coast, where applicants would have the necessary knowledge, skills
and experience to perform the duties of the position.

prevailing Rates (Similar Jurisdictions): The 15 municipalities
with which we standardly compare ourselves were contacted and
included Auburn, Bellingham, Bremerton, Edmonds, Kennewick, Kent,
Longview, Olympia, Renton, Richland, Vancouver, Walla Walla,
Pasco, Redmond and Yakima County. Other jurisdictions also
contacted to find similar positions and included: Everett,
Bellevue, Spokane, Lacey, Lynnwood, Sea Tac, Benton County, and
Tukwila The data supplied was compared against the 1990 AWC
Salary Survey. The information regarding the salaries of
comparable positions for 1990 is as follows:

Financial Policy and Economic Considerations: This is the final
consideration made in recommending the compensation level for the
Supervising Sanitary Engineer. Because of the classification
