HomeMy WebLinkAbout1991-3350 Irrigation Maintenance • ORDINANCE NO. 173350 AN ORDINANCE confirming the irrigation maintenance assessment roll of the City of Yakima for the calendar year 1991 and levying irrigation maintenance assessments according to such roll. WHEREAS, the Director of Engineering and Utilities of the City of Yakima has heretofore duly prepared and filed with the Yakima City Clerk a proposed irrigation maintenance assessment roll for the calendar year 1991, all pursuant to and in accordance with applicable laws, and WHEREAS, pursuant to due notice, the Yakima City Council held a public hearing on March 26, 1991, on the confirmation of said proposed roll, now, therefore, BE IT ORDAINED BY 'THE CITY OF YAKIMA: Section 1. The irrigation maintenance assessment roll of the City of Yakima for the calendar year 1991 as heretofore filed with the Yakima City Clerk and the assessments contained therein, are hereby approved and confirmed; and the lots, tracts and • parcels of land described in said roll are hereby assessed and charged in the respective amounts set forth and specified in said roll. Section 2 The City Clerk is hereby directed to deliver forthwith to the Director of Finance and Budget a certified copy of said amended assessment roll, and the Director of Finance and Budget shall thereupon publish notice and mail statements of said assessments being due, all as required by law. Section 3 This ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided by law and by the City Charter. Zais, City Manager and The Honorable Mayor and Members of the City Council Dear Mr. Zais and Members of the City Council: The 1991 Irrigation Maintenance Assessment Rates are presented herein for City Council to confirm or modify at the Public Hearing on March 26, 1991. SUMMATION The 1991 rate structures are as follows: o Twenty -one irrigation systems are recommended for a rate increase ranging from 10% to 122% (Section I). o Seventeen irrigation systems are recommended for a rate reduction ranging from 6% to 21 %, with the exception of System 622 addressed on the following page (Section II, Table A). o Twenty-eight irrigation systems are recommended for po rate change. (Section II, Table B) o The 1991 irrigation rates reflect a 5% aggregate rate increase as indicated in Appendix 6, Page 3. Figure 1 shows 1989 -1990 cost comparison by category. The aggregate cost categories increased 6.80% in 1990 compared with 1989. The largest expenditure increases were equipment -- 55.63 %, and material -- 71.31 %. 0 T.ENGR -I C.3 1 $l14 1 1 II In 1990, there were 110 main repairs compared with 115 in 1989 as indicated in Table I. The Financial Summary, e Table i�nd�h of $357 reserve, FY ,456,FY 1991. 1990 at $373,800, and reserve 9 The 1991 estimated cash reserve reflects 62 irrigation systems with a six month or more cash reserve. Section I contains maps and cost accounting for each system recommended for a rate increase. Table A addresses the 16 irrigation systems recommended for a rate reduction. Table B outlines the systems recommended for no rate change along with an explanation for maintaining a six month or more cash reserve in each system. IRRIGATION SYSTEM NO. 622 This system has been assessed $482 for Naches - Cowiche Canal Company assigned water shares cost ($441) and an administrative handling charge • sy ($35.00). The Yakima School District, owner of properties within the stem,are paying the $482 assessment out of the system's reserve of $6,435, FY 1990. The piping network and pump to operate this system has been abandoned. Therefore, the City will no longer incur costs to operate this system. The irrigation assessments are for the operation and maintenance of your irrigation system Each of the irrigation systems operated and maintained by the City of Yakima is separately owned by the people within that system. The Irrigation Division operates and maintains each system separately from the others, by law, and keeps separate accounts for each district. Your assessment is your share of the anticipated • expenditures for 1991 The irrigation assessment rate for your property is not recommended for increase in 1991 The recommended rate is lower than it was in 1990 The 1990 Irrigation Assessment on your property was $65.88 The 1991 Irrigation Assessment on your property is $8.85 J= at $57 03. City Council has tried to address your concerns regarding payments of the Irrigation Assessments on a fixed income. The Irrigation Division operates and maintains each system separately from the others, by law, and keeps separate accounts for each district. Your assessment is your share of the anticipated expenditures for 1991 • Through the creation of the original Local Improvement District (LID) formed to install the irrigation system, your property was obligated to pay a share of these annual maintenance and operation costs. Your irrigation system has not had a rate adjustment since 1987. At that time, the rates were reduced approximately 9 %. During the last three years, labor and material costs have increased to the point where an upward rate adjustment is necessary Although a (35 +)% rate increase seems high, a 7,000 square foot lot owner will experience an increase of $12 67 in the yearly assessment amount. Further, Council has made a system of payments available to property owners this year You may divide your assessment amount into as many as four payments (if they exceed $10 00 per payment) prior to the June due date. The irrigation assessments are for the operation and maintenance of your irrigation system. Each of the irrigation systems operated and maintained by the City of Yakima is separately owned by the people within that system. The Irrigation Division operates and maintains each system separately from the others, by law, and keeps separate accounts for each clistrict. Your assessment is your share of the antidpated expenditures for 1991. Through the creation of the original Local Improvement District (LID) formed to install the irrigation system, your property was obligated to pay a share of these annual maintenance and operation costs. The delayed starts for cleaning work at the MaClaren Reservoir you outlined in your letter were due to equipment problems. The equipment was borrowed from the Street Division and the Sewer Division. Through reciprocal agreements with the Irrigation Division no direct charges were made to any Irrigation District during this period. Further, your system is !1t connected with the MaClaren Reservoir and is not charged for anv cleaning activities associated with its operation and maintenance. The increase your district experienced is due to the costs for replacement of the pump electrical service when the power pole serving your pump was replaced by the Power Company and an approximately 20% increase in water share charges from the Nachos and Cowiche Canal Company. Relative to Irrigation Assessment Dist. 450 Last year prior to filling the reservoir at 21st and Mc Laren Avenues, full crews arrived to clean the basin complete with power equipment. After two false starta on two different days and the complete removal of all each day work finally started on the third day. Were the wasted two days charged to us users? Perhaps this year's assessment would have been much less with proper preparation and planning. I see no purpose in attending a hearing that has predetermined conclusions. 411 Sterl g L. The irrigation assessments are for the operation and maintenance of your irrigation system. Each of the irrigation systems operated and maintained by the City of Yakima is separately owned by the people within that system. The Irrigation Division operates and maintains each system separately from the others, by law, and keeps separate accounts for each (Astrid. Your assessment is your share of the anticipated expenditures for 1991. Through the creation of the original Local Improvement District (LID) formed to install the irrigation system, your property was obligated to pay a share of these annual maintenance and operation costs. The increase in your irrigation assessment is the result of the replacement of the pump serving your irrigation system. The old pump was in excess of 40 years old. It was obsolete and wom to the point that it could no bnger pump any water. The new pump took several weeks to secure and install. A larger pump was purchased which produced increased delivery pressure Wring the last four weeks of the season. Any time your main line needs flushing, please call the Irrigation Division at 575 -6194. We are available, at no direct charge to you, to provide this service.
