ORDINANCE NO.
• AN ORDINANCE confirming the assessment roll covering Local
Improvement District No. 1047 as created and
established by Ordinance No. 3195 of the
Ordinances of the City of Yakima.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The assessment roll of Local Improvement
District No. 1047 as created and established by Ordinance No.
3195 of the City of Yakima is now on file in the office of the
Clerk of the City of Yakima, and the assessments contained
therein are all in accordance with the laws of the State of
Washington and the ordinances of the City of Yakima, and all
objections filed herein have been duly considered. The
assessments and each and every part thereof are hereby approved
and confirmed, and the tracts and parcels of land described
therein as being assessed for the improvement made in said Local
Improvement District are hereby declared to be especially
ber.• l thereby to the extent of the assessments respectively
a against them in said assessment roll; and said tracts
and parcels of land are hereby assessed and charged in the
respective amounts specified in said assessment roll.
Section 2. The amount of the assessment charged against
and levied upon each tract and parcel of land by said assessment
roll or any portion of such sum, may be paid at any time within
thirty (30) days from the date of the first publication of the
Notice of the City Treasurer hereinafter provided for, without
penalty, interest or costs; and thereafter the sum remaining
unpaid may be paid in ten (10) annual installments with interest
on the whole unpaid sum so charged and assessed at the rate of
8.5 per .c per annum.
Section 3.. The City Clerk is hereby directed forthwith to
furnish the City Treasurer with a certified copy of said
assessment roll, and the City Treasurer shall thereupon publish
a notice in the official newspaper of the City one time each
week for two consecutive weeks, and mail like notices to every
owner of any tract or parcel of lane within said Local
Improvement District whose post office address is known, which
notice shall state. that said assessment roll is in his hands for
collection and any assessments thereon, or any part or portion
thereof, may be paid any time within thirty (30) days from the
date of the first publication of said notice, without penalty,
interest or costs, and that the unpaid balance, if any, may be
paid in ten (10 equal annual installments, or the lien of any
such assessment may be discharged at any time after the said
thirty (30) days by paying the entire unpaid portion thereof, 0
with all penalty and costs attached, together with all interest
thereon to the date of delinquency of the installments thereof
next falling due, and that all unpaid amounts after said thirty
(30) days period shall bear interest at the rate of 8.5 percent
per annum, and any installments not paid when due shall become
delinquent and be subject to a charge for interest at the same
rate as that charged on the unpaid assessment and to an
additional charge of 8% penalty upon such installment or
installments.
Section 4. This ordinance is one relating to local
improvements or assessments therefor and shall become effective
immediately upon its passage, approval and publication as
provided by the City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this 15th
day of October, 1991.

Re Appleview Sewer Local Improvement District (LID) No 1047
Dear Property Owner
In October, 1990, the City rejected a bid for the Appleview Sewer LID in the amount
of $338, 424 51 This project was readvertised on March 26, 1991 and the low bid
was $297,683 63.
It appears that if we proceed with the project, there will be an increase over your
estimated assessment as indicated below:

• 11) The Projected LID Assessment does not include a Capital Cost Recovery Charge
(CCRC) per City Ordinance No 2359. City Ordinance No 2359 was amended
August, 1989 which increased the CCRC rate Since this LID was created prior
to the effective date of the Ordinance, properties included in the LID are not
subject r.,o the CCRC increase However, if this LID is revoked and created
again in, the future, the CCRC will be ba on the amended Ordinance
We have encl a card to determine if you desire to proceed with the LID at the
increased cost or tc abandon the project If you do not respond, we must assume
that you desire to proceed The card must be returned by April 5, 1991 as we have
to notify the contractor
Once we have determined what the majority of the property owner desires (by assessed
property valuation), then we will proceed as directed We will notify you by letter
as to the results of the card survey.
