DEPARTMENT; Public Works
p Iv t S I O N; Parks and Recreation • Cemetery
provide Cemetery Customers the Ability to Purchase Cemetery Services in
Advance of Need -- Unbudgeted
1 This policy issue specifically addresses Cemetery services relating to opening and closing
of burial lots and the purchase of a casket concrete liner Currently Cemetery pre-need
services include only the advance purchase of a burial lot. If approved, a one (1) year
payment plan contract would be available with this service. This is an unbudgeted policy
issue
2 a. Fiscal Impact — The establishment of addl'anai pre -need services would generate
additional revenue that would be deposited info the Cemetery Trust Fund. Yearly
interest, generated from the Trust Fund, is transferred to the Cemetery Operating
Fund and used, to help offset annual operations costs for Cemetery maintenance
and services. Average burial costs e are d aw could (opening, ng ar c ost of be liner) ft is estimated that 30 pre-need
b Proposed Funding Source -- N/A
c. Public Impact -- Approval of this policy issue would have a positive effect on the
public since the ability to pre -pay for required future services is a benefit to the
customer
d Personnel Impact -- None.
t e Required Changes in City Regulations or Policies -- A change in the City
Ordinance would be required to allow pre - payment utilizing a one year contract
payment process.
f Legal Constraints, if applicable —None
g Viable Alternatives -- Continue requiring payment at time of need only
3 Conclusion and/or Staff Recommendation;
The purchase of pre -need services as well as the ability to pay for these services on a
payment plan is offered by numerous other City cemeteries in the State of Washington.
Since it provides the ability to pay for services prior to necessity, it encourages potential
customers to consider Tahoma Cemetery
Staff recommends approval of this policy issue.
4 Council Decision;
This policy issue was approved.
