AN ORDINANCE amending the 1992 budget for the City of Yakima, and making
an appropriation of $45,000 in the Law & Justice Fund for
expenditure during 1992 for purchase of a Police Mobile Data
System
WHEREAS, the amount of $45,000 must be appropriated within the Law &
Justice Fund in order to provide sufficient funding for a Police Mobile Data System,
and
WHEREAS, at the time of the adoption of the 1992 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance
would be required, and the City Council finds that an emergency exists of the type
contemplated by RCW 35 33 091 and that it is in the best interests of the City to make
the appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $45,000 is hereby appropriated from the
Unappropriated Fund Balance in the Law & Justice Fund to account numbers as
shown on Schedule I as a 1992 appropriation
Section 2. This ordinance is one making an appropriation and shall take
effect immediately upon its passage, approval and publication as provided by law and
by the City Charter

The MDT project as been
F a cooperative effort involving the Police Department,
Fire Electronics Division, Information Services, and Purchasing Development •
of system specifications began in early 1991 with a target acquisition date of
December,1991. The proposed system specifications were designed to
maximize the city's options. An RFP was developed which allowed potential
vendors the greatest possible innovation and flexibility in system design. As an
example, one issue was whether to opt for traditional limited -use mobile
terminals, or fully functional portable computers. The project team opted for the
more flexible portables, at minimal additional cost, to allow for future growth as
new technologies and applications become available.
Responses were received from five vendors. After careful analysis of bid
specifications and site surveys of existing systems, a decision was made to
award the contract to Westem Data Com of Kirkland, Washington. A key factor
was this company's established relationship with the city's police computer
software vendor which will help ensure compatibility with existing system
components.
