AN ORDINANCE relating to City personnel; adopting a classification and compen-
sation plan for City employees to be effective October 25, 1992;
amending Subsections 2 20 100 A, 2 20 100 C, 2 20 110 A, and 2 20 110 F,
all of the City of Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA
Section-1 Subsection 2 20 100 A of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 100 Classification Plan
A plan Adopted A classification plan for city employees is hereby
adopted to be effective October 25, 1992, which plan shall consist of the various
following subsections of this section "
Section 2. Subsection 2 20 100 C of the City of Yakima Municipal Code is hereby
amended to read as follows

Section 3. Section 2 20 110 of the City of Yakima Municipal Code is hereby amended
to read as follows
"2 20 110 Compensation Plan. A Pay ranges and pay steps, set out in the schedule
constituting Subsection B through J of this section, for the classes allocated to these
pay ranges shall be in full force and effect as of October 25, 1992 The pay rates shall
constitute full compensation for those employees with a work week of forty hours as set
out in other sections of this code Employees whose work week is less than forty hours
shall be paid at the rate which is in the same proportion to the rates set out herein that
their work week bears to forty hours The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the
provisions of Section 2 22 030 of this code
The performance of employees in the series designated Subsection B through E shall
be evaluated annually in accordance with a management performance evaluation plan The
result of the performance evaluations shall be the determination by the City Manager of
the actual salary of each employee in the designated positions, and the determination by
the City Council of the actual salary of the City Manager, which actual salaries shall be
no less than the minimum nor no greater than the maximum set out in the pay range
applicable to the position, according to the schedules constituting the various following
subsection of this section "

This proposed Pool Maintenance Specialist position will
perform essentially the same functions as the existing Park
Specialist III and Cemetery Specialist positions The
primary job functions would be in Pools rather than the
Cemetery, Golf Course or Parks The proposed salary range is

pEFINITION Under general supervision, maintains and repairs the mechanical
systems of the City's indoor and outdoor swimming ols; maintains the facilities

DUTIES
Assures the cleanliness, safety and efficient operation of the swimming pools
through cleaning. repair. and preventative maintenance schedules.
Tests pool water and maintains proper water chemistry as per State and Federal
Health Codes
Lubricates all pumps and motors
Operates, adjusts. and repairs chlorinators, chemical feeders, chemical
monitoring equipment and filtration equipment.

MAJOR WORKER CHARACTERISTICS: Knowledge of: mechanical. electrical and

procedures with machinery and chemicals and first aid and CPR; preventative
maintenance methods and techniques applicable to indoor and outdoor
swimming facilities; modern supervisory practices and procedures.
Ability to perform plumbing, electrical. mechanical, and maintenance on pool
equipment and pool facilities; work cooperatively with division staff. contractors
and the general public; prepare and maintain records and reports; communicate
effectively, both orally and in writing and work independently.

SUB': Water /Irrigation ]Engineer Classification
The Supervising Sanitary Engineer classification was created and approved in

the 1989 budget. Two positions were approved, one for the Wastewater
Division and one for the Water Division. Testing was completed two
separate times, but no candidates accepted the positions. The classification
was upgraded in salary in March of 1991 Testing was completed for the third
time The - Wastewater position was filled, but the register was also exhausted.
Testing was recently completed for the fourth time to fill the vacant Water
Divison position. We had numerous inquiries and applications, but most of
the applicants did not have the required Professional Engineering
Certification. The Director of Engineering and Utilities, the Water and
Irrigation Superintendent and myself would like to try a new approach. We
would like to leave the Sanitary Engineer classification as it is. We would
like to establish this proposed dassification of Water /Irrigation Engineer at
pay range 24, the same as Sanitary Engineer The proposed classification is
attached. The essential difference between the two classifications is the
removal of the required Professional Engineer Certificate from the
Water /Irrigaton Engineer classification. This proposal has been approved by
AFSCME representatives, the Director of Engineering and Utilities, the
Water and Irrigation Superintendent and the Charter Civil Service
Commission.

DEFINITION: Under general direction, supervises dements of the planning, development,
design and construction of irrigation and domestic water supply improvements; assigns, schedules,
coordinates and supervises design, construction inspection, and survey units; and performs related
work as required.
I DUTIES I
Assists in the management of irrigation and domestic water supply and related improvement
projects involving the preparation of prospecti for funding, supervision, and participation in
environmental impact analyses, design of projects, scheduling and budgeting of projects; assists in
preparing advanced three to five year planning programs
Plans, schedules, and assigns work to professional and para - professional staff or consultants
engaged in designing, inspecting, and surveying for construction projects and other engineering
work. Reviews work of subordinates for adequacy and accuracy
Assists in the preparation of annual operating and capital improvement budgets; prepares reports
and graphics and assists in presentations at public meetings reviews; provides liaison to other
public agencies, engineering consultants, public utilities and developers on major public
• improvement projects.
Utilizes water distribution system hydraulics computer model to review proposals for watermain
extensions to determine adequacy for fire flows. Makes adjustments to the computer model to
simulate different watermain alignment scenarios to determine watermain sizing and looping
requirements. Updates computer model to reflect as -built additions to the distribution system.
Coordinates updates with the geo -coded database mapping system to maintain accuracy of water
system maps.
- -- Assists in troubleshooting, operating and maintaining the telemetry and supervisory control and
data acquisition system of the Water Treatment Plant and related facilities.
Typical Duties
1 Prepares plans and specifications for irrigation and domestic water main
replacement/extensions.
2 Designs modifications to existing irrigation and domestic water pumping
stations and treatment plant facilities.
3 Investigates and coordinates contractor or departmental work in facilities
improvement maintenance and repair
4 Investigates and provides recommendations regarding the condition and
improvement needs for imgation and domestic water systems.
5 Develops plans for major projects, supervises and participates in project
design and specifications preparation.
6 Reviews plans and specifications prepared by consulting engineers.
7 Prepares, negotiates, and administers contracts with consulting engineers.
8 Inspects to determine progress of construction as scheduled and

9 Makes recommendations for progress payments for contractors and

10 Provides interdepartmental engineering support as required.

MAJOR WORKER CHARACTERISTICS. Must have thorough knowledge of irrigation
and domestic water supply civil engineering principles and practices, state and federal rules and
laws regarding funding and management of local projects, public works design, construction and
surveying matenals and techniques, organization and management principles. Ability to
administer and coordinate irrigation and domestic supply improvement projects; prepare and
administer budgets, assign and supervise the work of professional and para - professional staff; do
research and prepare technical reports, work effectively with property owners, contractors,
consultants, and the general public.
UNUSUAL WORKING CONDITIONS. None
LICENSES. REGISTRATION AND CERTIFICATE: A professional engineer's license
in Civil Engineenng or related engineering field is desirable
MINIMUM CLASS REOUIREMENTS. Requires a Bachelor of Science Degree in Civil or
related engineenng field or equivalent knowledge, plus sufficient experience of three or more years
in similar engineering positions to prove independent competency at the supervisory project level
