AN ORDINANCE relating to public services and utilities; imposing
a sewer service charge and fixing sewer service
rates and charges; amending Section 7.60.020 of
the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 7.60.020 of the City of Yakima Munici-
pal Code is hereby amended to read as follows:
"7.60.020 Sewer Service Charge.
A. Rates--Minimum Charge. There shall be charged
to and collected from all premises within the City served
by the City sewer system a sewer service charge composed
of a ready-to-serve charge and a volume charge based on
domestic water consumption; provided, during the year
1982, in no event shall the total sewer service charge
411 be less than $3.24 per month for premises inside the
City limit boundary nor less than $4.86 per month for
premises outside the City limit boundary; provided,
further, during the year 1983, in no event shall the
total sewer service charge be less than $3.69 per month
for premises inside the City limit boundary nor less
than $5.54 per month for premises outside the City
limit boundary.
(1) Sewer Service Charge - Schedules. The sewer
service charge shall be calculated and charged according
to the following schedules:
i. Ready-to-serve charge, for the year 1982:
For all customers other than multiple-unit
residential customers:

For multiple-unit residential customers,
during the year 1982, the monthly ready-to-serve
charge shall be $1.72 per account plus $1.52 per
dwelling unit.
• ii. Ready-to-serve charge, for the year 1983:
For all customers other than multiple-unit
residential customers:

For multiple-unit residential customers, 1OF
during the year 1983 the monthly ready-to-serve
charge shall be $1.90 per account plus $1.79 per
dwelling unit.
iii. Volume charge for 1982:
For all customers, the volume charge shall be
$.51 per 100 cubic feet of water consumption.
iv. Volume charge for 1983:
For all customers, the volume charge shall be
$.64 per 100 cubic feet of water consumption.
B. Rate to property outside City. For customers
located outside the City, a surcharge amounting to 50%
shall be applied to the billings calculated in accordance
with the rates for inside-City customers, except that
such surcharge shall not be applied to the strong-waste
surcharge.
C. Strong waste surcharge. For commercial and
industrial customers discharging wastewater which contains
more than 300 parts per million of Biochemical Oxygen
Demand (BOD) and/or Suspended Solids (SS) there shall be
a surcharge, in addition to the ready-to-serve charge and
the volume charge, which shall be calculated utilizing
the national average values of BOD and SS concentrations
typical to each classification under the Standard Industrial
Code or by actual concentrations verified by the City. If
the commercial industrial customer chooses at its expense
to install a sampling station, the strong waste charge
shall be calculated based upon actual concentrations. The
following formula shall be utilized to calculate the strong
waste charge:
Monthly Surcharge = (Unit costs per pound of BOD or SS) times
(Weight of one gallon of water) times
(Customer's flow in 100 cubic feet divided
by 1337 per month) times
(Customer's concentration of BOD or SS in
parts per million minus 300 per the
national average values or verified
concentrations)
For the year 1982, in the foregoing formula:
Unit cost per pound for BOD = $.04 pound
Unit cost per pound for SS = $.01 pound
Weight of one gallon of water = 8.34 pounds;

For the year 1983, in the foregoing formula:
Unit cost per pound for BOD = $.08 pound
Unit cost per pound for SS = $.02 pound
Weight of one gallon of water = 8.34 pounds;
D. Septage charge. A charge of $.019 per gallon
shall be paid for septic tank waste (septage) dumped at
the wastewater treatment plant.
E. Biennial Review. The City shall review not less
often than every two (2) years the wastewater contribution
of users and user classes, the total cost of operation

and maintenance of the treatment works and the user charge
system. The charges for users or classes of users shall
be revised as required."
Section 2. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as
provided by law and by the City Charter.
