AN ORDINANCE relating to City personnel; adopting a classification and
compensation g.lan for City employees to be effective March 21, 1993;
amending Subsections 2 20 100 A, 2 20.100 C, 2 20 100 D, 2 20 110 A,
2 20 110 F, and 2 20 110 H, all of the City of Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA
Section 1 Subsection 2 20 100 A of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 100 Classification Plan
A plan Adopted A classification plan for city employees is hereby
adopted to be effective March 21, 1993, which plan shall consist of the various following
subsections of this section "

Section 4. Subsection 2 20 110A of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 110 Compensation Plan. A Pay ranges and pay steps, set out in the schedule
constituting Subsection B through J of this section, for the classes allocated to these
pay ranges shall be in full force and effect as of March 21, 1993 The pay rates shall
constitute full compensation for those employees with a work week of forty hours as set
out in other sections of this code Employees whose work week is less than forty hours
shall be paid at the rate which is in the same proportion to the rates set out herein that
their work week bears to forty hours The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the
provisions of Section 2 22 030 of this code
The performance of employees in the series designated Subsection B through E shall
be evaluated annually in accordance with a management performance evaluation plan The
result of the performance evaluations shall be the determination by the City Manager of
the actual salary of each employee in the designated positions, and the determination by
the City Council of the actual salary of the City Manager, which actual salaries shall be
no less than the minimum nor no greater than the maximum set out in the pay range
applicable to the position, according to the following schedule "

SUBJ Fire Code Inspector Classification and
Allocation Recommendation
The following report summarizes the findings of the classification study for Fire
Code Inspector The creation of this position was introduced and will most :; be
approved in January 1993 by the City Council This study has included an
anticipated work site audit, interviews with the Code Administration Manager,
comparisons to comparable positions both locally and in other jurisdictions, positions
in the City of Yakima's classification structure, as well as conducting a factoring
analysis
Recommendations: An allocation to pay range 17 ($2,458- 2,948) per month is
1111 recommended based on data discussed in this report. The Municipal Code, Section
2 20 030 and the Civil Service Rules, both require certain actions be taken when
allocating a position to a pay range Included in those actions are the consideration
of pay rates of other similar or related classes, the availability of personnel to do the
job, prevailing rates, both locally and in other similar jurisdictions, and finally, City
financial policy and economic circumstances. The recommendation for allocation of
Fire Code Inspector to pay range 17 is made based on the requirements and
discussed henceforth.
Duties and Responsibilities: Duties and responsibilities are specifically enumerated
on the attached class specification.
Factoring Analysis: The standard factoring system developed by the United States
Civil Service Commission was utilized using the 12 categories of criteria Pay range
17 was indicated.
Similar City Classifications. Comparisons to other positions within the City Civil
Service classes were made and the Code Inspector and Construction Inspector
positions allocated at pay range 17 are comparable to the Fire Code Inspector All are
responsible for a wide scope of projects in their respective fields requiring a
significant body of knowledge All function under limited supervision, work
independently, exercise judgment, continually resolve problems, make non routine
• decisions, have extensive knowledge of applicable codes, advise citizens and
contractors and enforce codes

Availability. The availability of skilled individuals to fill this position is somewhat •
limited as it requires background in codes plus exceptional communication and
interpersonal skills To obtain skilled applicants, we could draw from our own work
force, the Valley, statewide or nation wide where applicants would have the
necessary knowledge, skills and experience to perform the duties of the position.
Prevailing Rates (Local): There were no positions locally which are comparable
Prevailing Rates (Similar Jurisdictions). The 15 municipalities with which we
standardly compare ourselves were contacted plus 2 additional areas, the list
includes Auburn, Bellingham, Bremerton, Edmonds, Kennewick, Kent, Longview,
Olympia, Renton, Richland, Vancouver, Walla Walla, Pasco, and Redmond, as well
as Yakima County plus iukwilla and Cowlitz County Most of the jurisdictions
located in Western Washington did not have positions which were close matches to
the Fire Code Inspector Several of the jurisdictions did have positions with duties
and responsibilities similar to the Fire Code Inspector which can be used as
comparables and are listed below

Financial Policy and Economic Considerations. This is the final consideration made
in recommending the compensation level for the Fire Code Inspector position.
Because of the classification review which was completed in 1979, considerable
emphasis should be placed on the factoring analysis and comparison with City
positions
Conclusion: The foregoing establishes the background data necessary to recommend
a level of compensation for Fire Code Inspector It is my recommendation that the
Fire Code Inspector be allocated to pay range 17 ($2,458- 2,948) per month.

Engineering Technician III - Development
These proposed classifications for Engineering Technician I - Records and
Engineering Techrucian III - Development are very similar to the already
established Engineering Technician I and III classifications Because technology
has changed drastically in the Engineering field over the past several years the
generic classifications are not as effective as they once were The Engineering
Department would hke to do a reorganization of the positions in the department
and may do so in the near future For the present time they would like to
establish these two new classifications and will begin the recruitment process as
soon as possible The positions are recommended to be in the same pay ranges
as the generic classifications. Pay range 13 (52,059 - 2,458) for the Technician I
and pay range 17 ($2,458 - 2,948) for the iechnloan III.

samples between several diverse work groups Insures proper approved
analytical methods are followed during analysis of all water, wastewater,

Financial Policy and Economic Considerations: This is the final
consideration made in recommending the compensation level for
the Laboratory Coordinator Because of the classification
review which was completed in 1979, considerable emphasis should
be placed on the factoring analysis and comparison with City
positions Funds have already been set aside for this position
as it was approved in the 1993 budget process.
The foregoing establishes the background data necessary to
recommend a level of compensation for Laboratory Coordinator.
It is my recommendation that the Laboratory Coordinator be
allocated to pay range 18 5 ($2550- $3068) per month.
