Subsection 2 20 110 A of the City of Yakima Municipal Code is hereby amended to read as follows "2 20 110 Compensation Plan. A Pay ranges and pay steps, set out in the schedule constituting Subsection B through J of this section, for the classes allocated to these pay ranges shall be in full force and effect as of May 9, 1993 The pay rates shall constitute full compensation for those employees with a work week of forty hours as set ut in other sections of this code Employees whose work week is less than forty hours 401 all be paid at the rate which is in the same proportion to the rates set out herein that eir work week bears to forty hours The hourly rate for those employees of the Fire epartment whose work week exceeds forty hours shall be computed according to the provisions of Section 2 22 030 of this code The performance of employees in the series designated Subsection B through E shall be evaluated annually in accordance with a management performance evaluation plan The result of the performance evaluaticns shall be the determination by the City Manager of the actual salary of each employee _n the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salaries shall be no less than the minimum nor no greater than the maximum City Clerk Publication Date A festive Date -V " - `' PERSIX Z.1 -- 8 -- 4/1/93 • CITY OF YAKIMA CLASS SPECIFICATION PUBLIC SAFETY AND EDUCATION OFFICER DEFINITION. Under the direction of Fire Management staff, creates, implements and supervises programs designed to promote and advance the objectives of the Fire and Life Safety Education program, conducts research assignments and special studies, provides the public and community groups with training and information. This position shall be filled by competetive Civil Service exam. DUTIES GENERAL •Receives general instructions regarding the scope and approach to projects and assignments, but procedures and techniques are left to employee discretion. •Operates with a certain degree of independence. •Provides and collects information, coordinates projects and activities and resolves problems with support staff, employees, managers, commissions, committees, vendors, agencies, media and the general public •Recruits, trains , supervises and evaluates reserves, support staff and volunteers. •Assists in training department and city personnel in various life safety areas •Promotes, organizes and conducts a comprehensive program to develop interest and understanding of Fire and Life safety 1/1" •Develops, updates or revises information to promote a better understanding of fire and life safety and provides a resource for knowledge of organizational policies, projects and goals •Evaluates existing programs, services, techniques and procedures, and establishes methods for revising or implementing programs •Assists in the development of plans and policies related to safety and education •Assists in developing. administenng, and coordinating a budget for the safety and training functions •Performs evaluation and counseling for referral purposes as outlined in the Departments Juvenile Firesetters Program. •Develops and maintains a mailing list, files, records and reports. •Maintains and monitors inventory of audiovisual and other equipment and keeps a current record of usage. •Develops and maintains schedules for all regular and special programs. •Advises and makes recommendations to supervisors and administration regarding specific safety and education problems. •Dnves a one ton truck and pulls a trailer •Performs research , special studies and reports as needed. 'Performs other related duties and responsibilities as assigned. COMMUNITY RELATIONS •Schedules, coordinates and performs community education activities including speaking engagements, public tours of facilities and representation at meetings and events. •Plans, implements and participates in special events. •Organizes and establishes ongoing internal and external communications through the use of bulletin boards, publications, committees, etc •Uses a variety of equipment to prepare and present programs. Page 1 March 31, 1993 MEDIA RELATIONS •Handles requests for information, and makes available to the newspaper, radio and television press releases, accounts of newsworthy items, items of general concern and special items. •Develops rapport with the media, releases facts and establishes a mutual understanding of the individual's right to privacy •Contacts the media when we have innovative programs, personal achievements, retirements or other goodwill information Encourages open houses and tours to exhibit positive programs. •Gathers information for new releases, newsletters, radio programs etc QUALIFICATION GUIDELINES KNOWLEDGE OF. • Modern methods, techniques and theones used in fire protecuon and suppression. • Incident Command System • The operation and maintenance of the various types of suppression apparatus and fire fighting equipment used by the Fire Department; • department organizational structure, goals, policies and technical operations, • fire suppression methods and equipment; • modern supervisory practices and procedures, • municipal budget process and budget administration pnnciples, • effective communication, mass media, publicity, advertising, education, community relations, demonstrations, and government relations as they relate to fire and life safety; • city -wide programs, operations, policies and procedures, • research techniques and data compilation, • project planning and development; • letter composition, correct grammar, spelling, punctuation and mathematical skills, • filing and record systems, • human relations pracuces and public relations techniques. ABILITY TO: • Develop and manage multiple projects simultaneously; • anticipate, evaluate and suggest improvements to resolve adrtunistrative and operational problems, • formulate goals, conduct research, analyze alternative solutions and prepare recommendations, • work well under pressure and meet deadlines, • pnonuze work and meet deadlines; • guide, direct and motivate support staff; • operate equipment associated with the position such as slide and overhead projectors, TV, VCR, video equipment, camera, computer, typewriter, smoke generator, fire extinguisher, hose, ladders, fire vehicles and apparatus, • read, interpret, apply and explain codes, rules, regulations, policies and procedures, • plan, organize and effectively present ideas and concepts to groups, • work independently; • establish and maintain effective and courteous relationships with the public, city officials and employees, • communicate effectively orally and in wnung; • apply effective interpersonal and human relations skills and diplomacy; • produce and maintain accurate records and reports; • compose correspondence, • work confidentially and with discretion, • prepare, monitor and control assigned budgets. Page 2 March 31, 1993 UNUS1 AL WORKING CONDITIONS • Must dnve a one ton truck with a trailer, and emergency fire vehicles. • Exposed to all types of weather conditions. • May work on ladders and in high places In both emergency and non - emergency modes. Works in noisy conditions. • Responsible for others safety at vanous times. • Works with the public, some of whom may be irate, upset or disturbed. • Must lift equipment associated with the position such as projectors, T V , VCR, and generators, weighing up to 80 pounds • Frequent extension of work day to meet deadlines. LICENSES. REGISTRATIONS AND CERTIFICATES • Must be able to obtain and maintain a valid Washington State Driver's License upon appointment. • Within 12 months must obtain Instructor I and II certificates from state fire service training • Within 6 months must obtain Emergency Vehicle Accident Prevention certification • Must have and maintain an Emergency' Medical Technician certification MIN IMI'M REQUIREMENTS Must have completed probationary period as Lieutenant or above or as Technical Training Assistant. A Bachelor's Degree in Business, Education or a related Field is preferred. OTHER .10B REQUIREMENTS • Must actively participate in a minimum of 5 hours per month of fire suppression and fire ground training • Must acuvely participate in a minimum of 10 hours per year of Emergency Medical training • Must maintain the physical fitness standards outlined in the LEOFF Bargaining Agreement (Article 26) Page 3 March 31, 1993 CITY OF YAKIMA CLASS SPECIFICATION TECHNICAL TRAINING SUPERVISOR 'DEFINITION Under the direction of Fire Management staff, keeps department personnel trained to an elevated level, which enables them to deliver emergency service to the public Creates, schedules, implements and supervises training programs designed to comply with mandatory requirements.
