AN ORDINANCE relating to traffic control, altering the one -way only traffic
movement on an east -west alley located between Yakima Avenue
and "A" Street from North 3rd Street to mid block; and amending
Subsection 9.50.290(12) of the Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1 Subsection 9 50.290(12) of the City of Yakima Municipal Code is
hereby amended to read as follows:
"(12) The east -west alley between Yakima Avenue and
"A" Street from Front Street to *Yacht°
mid block between 2nd and 3rd Streets Eastbound"
Section 2 This ordinance shall be in full force and effect 30 days after its
passage, approval, and publication as provided by law and by the City Charter
PASSED BY THE CITY COUNCIL, signed and approved this day of August
1993

Dear Shelly.
In response to the draft agenda statement we received the other day concerning the proposed
ordinance revision to the east /west alley between 2nd and 3rd Streets, Washington Mutual
would be willing to purchase and deed to the City an additional 5 foot strip of land to extend the
• 25 foot width to the north /south alley The additional distance (approximately 8 feet long)
would provide a full 25 foot width of the alley for the two way traffic from 3rd Street to the
north /south alley
Also the bank would extend the traffic island on 3rd Street to stop traffic crossover and would
construct the island to City standards. The parking stalls in the alley are viewed by the bank as
employee parking due to their location and access to the facility. These stalls would not have a
high turn- over rate during the day therefore conflict with alley traffic should be at a minimum.
Concerning the increased congestion and delay of traffic onto Yakima Avenue from the private
access, we do not feel this will develop due to the fact that a more reasonable option would be
going through the alley to 3rd Street and onto the controlled intersection at 3rd Street and
Yakima Avenue.
Pedestrian /vehicle congestion would increase in the alley, however, with the two way alley
the pedestrian would have the option of walking towards oncoming traffic, which gives them a
higher visibility to the traffic and greater clearance from traffic going in the same direction.

We feel with the addition of this new facility and the features which are provided to
accommodate the driving customer, the two way alley will improve traffic congestion around
this facility rather than increasing it.

Dear Shelly-
Per our phone conversation the other day, we have attached a site plan with the proposed revisions to
the one -way alley, between 2nd and 3rd Streets just north of Yakima Avenue, to a two-way alley for
the east 150'
As you can see, Washington Mutual would asphalt the north 5' of their property to effectively create a
25 wide alley, which would allow for two-way traffic. This would provide customers easier access to
• the drive - through facility and also access to the parking provided for the ATM, (automatic teller
machine) which is located on the northeast exterior of the building.
As you know the south end of 3rd Street, adjacent to the site, has no street parking at this time, and
after a discussion with the City Transit Company, the new transit facility for downtown Yakima will
not greatly affect this bus stop.
Overall the revision of this section of the alley to two-way would provide the downtown user easier
access to the bank facilities with no determent to the overall traffic flow
