AN ORDINANCE. relating to city government administration, designating and
describing City Council Election Districts by the adoption of an
election district map; assigning City Council "district position
numbers ", and amending Chapter 1 04, "City Council Election
Districts," and Sections 1 04 020, and 1 04 030 of the City of Yakima
Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. City of Yakima Municipal Code Sections 1 04 020 and
1 04 030 are hereby amended to read as follows:
"1 04 020 Election district map adopted The map
designating the boundaries of the election districts, and identifying
each district by number, which map is entitled 'YAKIMA CITY COUNCIL
ELECTION DISTRICTS, as adopted by City Council on May 14, 1991. May 2,
1995,' and filed in the office of the Yakima City Clerk, is hereby adopted
as the official Election District Map of the City of Yakima.
1 04 030 Election district numbers -- District position
numbers In accordance with a designation of 'district position'
numbers as made by the Yakima City Clerk as required by the City
Charter, the election districts are hereby identified as districts 1
through 4, as they are depicted and identified on the map adopted by
Section 1 04 020 of this chapter, and the City Council 'district positions'
are hereby designated as district positions numbers 1 through 4 to
correspond to those respective election districts."
Section 2 A copy of the "YAKIMA CITY COUNCIL ELECTION DISTRICTS"
Election District Map adopted in Section 1 above is attached hereto as Exhibit A and
incorporated by reference herein.
Section 3 This ordinance shall be in full force and effect thirty days after
its passage, approval, and publication as provided by law and by the City Charter
PASSED BY THE CITY COUNCIL, signed and approved this 2nd day of
May , 1995

SUMMARY EXPLANATION:
City Council Election Districts must be modified to equalize the population among the
four districts The need to redistrict is occasioned by the "Mead to Nob Hill"
Annexation, effective on May 1, 1995 On April 11, 1995, the City Council considered
four alternative maps to accomplish this redistricting The option with the least change
was selected by the Council and is presented in this item for final action

City Council Election Districts must be modified in order to equalize populations within
the four Council Districts. The need to redistrict is occasioned by the "Mead to Nob
Hill" Annexation (effective May 1, 1995) As required by City Charter, when any
Council District is ten percent or more greater in population than any other district, a
redistricting shall occur
Previous Redistricting
The last major redistricting plan was adopted May 14, 1991, after release of the 1990
Census data (as required by City Charter after each census) Since that time, a
number of annexations have occurred which have added approximately 700 acres
and 2500 persons to the City of Yakima. Since the 1991 Redistricting, the Yakima
County Voting Registrar has changed the voting precinct limits to many precincts. We
have at least one precinct which is now split between two City Council Districts. This
also needed to be addressed to ensure that precinct and Council District boundaries
are aligned.
Redistricting Options
On April 11, 1995, the Yakima City Council reviewed four options to modifying the
existing Council District Lines. Each of the options did not split voting precincts nor the
1990 census blocks (for population reporting purposes) By a vote of 4 Council
members to 2 (with Council member Brado absent), the Council selected "Option 1" In
this scenario a large precinct of 1276 persons was shifted from District 3 to District 2
and a precinct of 1352 persons was shifted from District 2 to District 1 This results in
a total difference in population ranges between highest and lowest of 5 49 %. This
option presented the least change in District boundaries.
Future Redistricting and Population Growth:
As required by City Charter, Council Redistricting is required again in 2001, after the
release of the next decennial census. In addition, and as these maps clearly indicate,
several significant "islands" of unincorporated areas exist adjacent to the city limits.
While the timing of these annexations is somewhat uncertain, we should anticipate
that over the coming years, we will work on incorporating these areas and will need to
plan accordingly with designing City Council Districts. Among these areas are the
following
Fruitvale 1989 persons estimated (existing District 2)
40th/ Viola. 1663 persons estimated (existing District 1 and 2)
Washington / 10th Ave 811 persons estimated (existing District 2)
N 3rd St 128 persons estimated (existing District 3)
Various western areas unknown (existing District 1)
