AN ORDINANCE relating to City Government administration; creating
a Community Development Advisory Committee, defining
its purposes, providing for appointment of members
thereto and regulating its functions; and enacting
Chapter 1.39, 'Community Development Advisory Commit-
tee' and Sections 1.39.010, 1.39.020, 1.39.030,
1.39.040, 1.39.050 and 1.39.060 thereof, all as a
new chapter and new section of the City of Yakima
Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Chapter 1.39, "Community Development Advisory
Committee", and the following sections thereof, are hereby enacted
as a new chapter and a new section of the City of Yakima Municipal
Code to read as,follows:

"Chapter 1.39"
Community Development Advisory Committee
1.39.010 Community Development Advisory Committee created - Purposes
and Functions.
A. A Community Development Advisory Committee is hereby created as
an advisory committee to the Yakima City Council.
B. The purposes and functions of the committee shall be as follows:
1. To hold public meetings to solicit proposals for the purpose
of preparing recommendations to the City Council regarding:
a. The City's annual CDBG applications including a
proposed budget;
b. Plans and proposals associated with the CDBG Program
such as the Housing Assistance Plan (HAP) and state-
ment of community objectives; and
411 c. Performing an annual evaluation of the progress and
accomplishments of the CDBG Program.
2. To promote increased citizen involvement in the Community
Development Block Grant Program by:
' a. Being composed substantially of those persons bene-
fitting from the CDBG Program;
b. Conducting business at times and locations which
maximizes citizens' opportunity to participate; and
c. Supporting neighborhood groups.
1.39.020 Composition and Membership - Term of Appointment.
A. Members of the Community Development Advisory Committee shall
be appointed by the City Council. The committee shall consist
111, of eleven members as follows:
1. Five Neighborhood Representatives as follows:
a. Four representatives from the existing Community
Development Block Grant Target Area, one from
each of the four residential neighborhoods depicted
on the map labeled "Citizen Participation Boundaries" 410
filed with the Yakima City Clerk.
b. One representative from the Central Business Dis-
trict, to be recommended by the Downtown Area Re-
development Committee.
2. One representative from the general business community of 411
the Yakima area, to be recommended by the Chamber of
Commerce.
3. One representative to represent elderly people which rep-
. resentative shall be of the age of 60 years or over and who
shall be a resident of the City of Yakima.
4. One representative to represent racial minority people who
shall be a person of any race other than caucasian, and who
shall be a resident of the City of Yakima.
5. One representative of handicapped people who shall be a
handicapped persori recognized by the State Department of
Social and Health Services as a handicapped person, and who
shall be •a resident of the City of Yakima.
6. Two "at large" representatives who shall be residents of
the City of Yakima, but who shall not be residents of the
Community Development Block Grant .Target Area to represent
general community interests.
The initial terms of membership shall be for two years.
B. On the expiration of the initial two year terms, the four rep-
resentatives from the Community Development Block Grant target
areas shall be appointed according to recommendations made by
neighborhood steering committees to be organized by the Commu-
nity Development Advisory Committee in each Community Develop-
ment Block Grant target area, respectively, during the initial
two year existance of the Committee. The other seven members
shall be appointed by the City Council following the same pro-
cess provided herein for making the original appointments of
members to that Committee.
C. The terms of membership for those members appointed immediately 410
after the expiration of the initial two year term shall be
staggared, with four members to serve one year terms, four mem-
bers to serve two year terms and three members to serve three
year terms, with a determination to be made by lot. Thereafter,
all appointments shall be for three year terms.
1.39.030 Appointment of Officers.
A. At the first meeting of the Committee after its organization,
and at the first meeting of the commission after January 1 of
each year, the members shall appoint one of their number as
chairman and one as vice-chairman who shall hold office for one
year and until successors are appointed.
B. The Community Development Block Grant Manager of the City shall
be an ex-officio non-voting member of the Committee, and shall III
serve as its secretary or be responsible to provide secretarial
service for the Committee.
1.39.040 Meetings.
• The Committee shall hold a regular meeting at least one time each
calendar month during nine months of each calendar year, and shall
hold special meetings at the call of the chairman.
1.39.050 Removal of Members.
1111 Any member of the Committee may be removed from office at any time by
the vote of a majority of all the members of the City Council.
1.39.060 Authorization to Adopt Rule.
The Committee may adopt rules and regulations consistent with the
provision of this chapter and any other applicable laws as the
Committee members deem convenient or advisable from time to time to
carry out the purpose of this chapter.
Section 2. This ordinance shall be in full force and effect 30
days after its final passage, approval and publication as provided by
law and by the City Charter.
