AN ORDINANCE relating to City personnel; adopting a classification and
compensation plan for City employees to be effective December 4, 1994;
amending Subsections 2.20.100 A, 2.20 100 D, 2.20.110 A, and 2 20 110 H,
all of the City of Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA
Section 1 Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 100 Classification Plan
A Flan Adopted A classification plan for city employees is hereby
adopted to be effective December 4, 1994, which plan shall consist of the various
following subsections of this section.'

Section 3. Subsection 2 20 110A of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 110 Compensation Plan. A Pay ranges and pay steps, set out in the schedule
constituting Subsection B through J of this section, for the classes allocated to these
pay ranges shall be in full force and effect as of December 4, 1994 The pay rates shall
constitute full compensation for those employees with a work week of forty hours as set
out in other sections of this code Employees whose work week is less than forty hours
shall be paid at the rate which is in the same proportion to the rates set out herein that
their work week bears to forty hours. The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the
provisions of Section 2 22 030 of this code
The performance of employees in the series designated Subsection B through E shall
be evaluated annually in accordance with a management performance evaluation plan. The
result of the performance evaluations shall be the determination by the City Manager of
the actual salary of each employee in the designated positions, and the determination by
the City Council of the actual salary of the City Manager, which actual salaries shall be
no less than the minimum nor no greater than the maximum set out in the pay range
applicable to the position, according to the following schedule "

SUBJECT: Department Assistant IV, Engineering
Classification and Allocation Recommendation
The following report summarizes the findings of the classification study for Department
Assistant IV, Engineering Department. The study bas included: an audit with the
incumbent, Wendy Leinan; an interview with the Director of Engineering; comparisons to
positions within the City of Yakima's classification structure; a factoring analysis; and a
compensation survey of local and regional private and public jurisdictions. Changes to
the position stem from the assumption of duties previously performed by the Office
Engineer administration of financial aspects of public works contracts, budget revenue
morutonng, reimbursable agreement duties and general office supervision were assigned
from the Office Engineer job to the Department Assistant IV in 1983. While the Office
Engineer class specification was revised in 1992 to accurately reflect the changes in that
position, the duties from the previous Office Engineer class specification delegated to the
D.A. IV, while deleted from the Office Engineer, were never incorporated in the class
specification for Wendy Leinan's position. Based upon data discussed in this report, we
recommend that the scope of work is no longer properly classified and allocated as
Department Assistant IV, Union Exempt Supervisory Pay Code 350 ($1,774.90 -
S2,121.56), but warrants creation of a classification of Engineering Contracts Specialist at
Union Exempt Supervisory Pay Code 359 (52,121.56 - S2,535.82).
DUTIES AND RESPONSIBILITIES
SUMMARY: This position's responsibilities are to produce accurate and detailed
monthly progress payments to contractors for all public works contracts, to monitor
agency requirements for prevailing wages paid to contractors and subcontractors, to
monitor claims and liens, to prepare and enforce contractor documentation check lists, to
respond to inquiries regarding contracts and procedures, to process and maintain contracts
for reimbursable agreements, to process revenue billings for public works improvement
projects, and to perform a variety of administrative support and office supervision for the
department director

CONTRACT PAYMENTS •
Produces accurate and detailed monthly progress payments to contractors for all public
works contracts city -wide, including materials on hand in accordance with Standard
Specifications. Ensures that all proper documentation is complete for state, local and
federal agencies; works with Finance Department related to funding sources. Works with
contractors in setting up escrow accounts for retainage on projects as necessary, and on
submittal of final work.
Monitors agency guidelines and requirements on wages paid for contractors and
subcontractors. Reviews hour and wage schedule from contractors and subcontractors;
visits construction sites periodically to interview workers for verification of wages paid
and proper minority participation as required.
Prepares final estimates for Council action. Monitors claims filed and assists contractors
with proper documentation of project closure. Submits necessary forms and documents
to state agencies.
Responds to inquiries from contractors, subcontractors, citizens and employees on
contract- related matters and general departmental policies, rules, regulations and
procedures. Assists in preparing quarterly reports for Council regarding public works
contracts. •
Processes and maintains contracts of record, such as reimbursable agreements for Local
Improvement Districts and utility connections.
Reviews and processes all revenue billings for public works improvement projects.
BUDGET
Assists the Director and Managers in preparing preliminary and annual operating budget
by preparing comparative reports and compiling data. Monitors budget expenditures,
ensuring adherence to guidelines. Notifies Division Managers of important items
pertaining to division budgets.
PURCHASING
Prepares and coordinates all purchases for the department, including capital outlay.
Obtains quotes. Monitors and reviews all purchase requests for conformance and
compliance with policies and procedures. Processes payments for expenditures or assists
Division Managers with processing. Responds to vendors; researches and resolves
problems.

STAFF SUPPORT
Provides a variety of staff support and administrative assistance to Department Director
and Division Managers; answers questions from other departments and City Council;
prepares reports, agendas, correspondence and other materials as appropriate. Provides
various research and analyses of issues; collects detailed data prepares contract
agreements and lease documents; maintains files and records.
Answers, screens and/or routes telephone inquiries for the Director, maintains
appointment calendar, schedules a wide variety of meetings, conferences, conventions
and workshops; provides administrative support for conferences and conventions as
requested, coordinates travel/training reservations and reimbursements for department
staff.
OFFICE MANAGEMENT
Processes and controls office functions for the department; recommends policies and
procedures. Supervises assigned clerical staff; hires, trains, assigns and reviews work,
evaluates and recommends disciplinary action for clerical /administrative support staff to
Department Director when necessary.
Resolves operational problems and responds to internal and citizen complaints.
TIMEKEEPING
Maintains, reviews and processes time tickets for department submittal to payroll,
receives and distributes monthly payroll checks; coordinates questions on payroll or leave
discrepancies. Processes newly -hired personnel for completion and submittal of
appropriate records.
SPECIAL PROJECTS
Serves on various city -wide committees, such as Wellness Committee, and Employee
Assistance Program Committee; participates in program and policy development. Serves
as telephone communication counselor for the department. Coordinates activities for
hosting state and national organizations' conventions held in Yakima, such as American
Public Works Association and American Water Works Association.
CHANGES IN POSTI'ION
The class specification for the Office Engineer position prior to its revision in 1992 is
attached. All duties transferred from that position to this Department Assistant P/ are
underlined. With the exception of the first duty, clearly at Engineer- level, all other major
functions have been undertaken by this position, including:

RECOMMENDATIONS
DUTIES AND RESPONSIBILITIES
In analyzing this position's duties and responsibilities, we found the majority of the tasks
to be technical- level, engineering - specific contract administration functions not on the
Department Assistant IV class specification. Consequently, a new class specification is

proposed and attached for Engineering Contracts Specialist.
FACTORING ANALYSIS
The standard factoring system developed by the U.S. Civil Service Commission, using
twelve categories of criteria for measuring internal allocation, was applied to this
position. Range 14, equivalent to Pay Code 359, is indicated.
SIMILAR CITY CLASSIFICATIONS
The position of Engineering Contracts Specialist is unique within the City structure.
Only one other position, Mechanic II, is at Pay Code 359. This is a lead position in the
repair of engines and does not share many features with the position in question. At
Range 14 we have other dissimilar jobs such as Cemetary Supervisor and Transit Route
Supervisor The Cemetary Supervisor has substantial public contact of a sensitive nature.
The Transit Route Supervisor requires considerable independent judgment and technical
expertise. These features are in common with the Engineering Contracts Specialist.
At Range 14.5, we have the Home Remodeling Technician, who assists in the
administration of Senior Citizen and Disabled Home Repair Program. This is a journey-
level trades worker who also prepares cost estimates, bid packets and inspections. Also at
this range is the Housing Rehabilitation Specialist II, who determines the extent of

• rehabilitation work required for residential properties, reviews construction bids, explains
Federally- required documents such as payment documents, contracts, lien releases,
change orders and other documents, makes presentations and ensures construction work
conforms to specifications. These positions, while not directly similar, do have features
in common with the proposed classification of Engineering Contracts Specialist because
of the technical nature of contract administration for multiple public works and private
development projects, the independent judgment exercised, and the strict compliance
requirements. The Union Exempt Supervisory Pay Code most equivalent to Range 14
and 14.5 jobs within the City structure is therefore most appropriate for the new
classification of Engineering Contracts Specialist, at Pay Code 359.
AVAILABILITY
The availability of skilled individuals to fill this position is not questioned, as internal
promotional opportunities are available.
PREVAILING RATES
A compensation survey for reclassification positions was sent to the attached list of
40 seventeen local private employers, three local public employers, and thirteen regional city
governments of comparable size to the City of Yakima. These include the seventeen
municipalities with which the City of Yakima normally compares, as well as Yakima
County Responses are coded, as we guaranteed each individual participant
confidentiality of response data.
Jobs in the survey were matched by participants to summary descriptions of Yakima's
position. Yakima titles were not provided in order to encourage matches based on duties,
not title only A summary page of data for the Department Assistant IV in Engineering
position is attached. Jobs are arrayed in descending order by range midpoint. Participant
jobs which closely match Yakima's are designated by a "0" in the "Match" column.
Participant jobs with more duties and responsibilities are designated by a " +" in that
column. Participant jobs with fewer duties and responsibilities are designated by a "- in
that column.
This position has good matches with eight survey participants. It is a greater job than
another four reported by participants, and is not a lesser job than any participant position.
The average (mean) range for jobs which are good matches is $2,142 - 52,671. This would
indicate that the salary for Yakima's Department Assistant IV in Engineering is low to
the State market, by about S367 per month at minimum and $549 per month at maximums.
This position's duties and complexity are directly related to the size and scope of the
Engineering Department therefore, cities of comparable size throughout the State are the
most appropriate comparables. The level of benefits provided is reasonable consistent
with Yakima's contributions.

information.

existing budget parameters.
RECOMMENDATION
We recommend that this position is properly classified in a new classification of
Engineering Contracts Specialist and properly allocated to the City's Master Ordinance
for classification and pay at Union Exempt Supervisory Pay Code 359.

DEFINITION: Under the limited supervision, administers financial aspects of public and private

Establishes priorities and schedules reports to the City Manager and City Council. Prepares Council
Agenda items for Council approval.
Supervises office functions. Conducts evaluations of clerical personnel, ensure compliance with
established policies and procedures are maintained.

to completion of high school and two (2) years of civil engineering or public works improvement project
