Home My WebLink About1996-025 Irrigation Maintenance Assessment Roll • ORDINANCE NO 9G6= 2 5 AN ORDINANCE confirming the irrigation maintenance assessment roll of the City of Yakima for calendar year 1996 and levying irrigation maintenance assessments according to said roll WHEREAS, the Irrigation Division of the City of Yakima has heretofore duly prepared and filed with the Yakima City Clerk a proposed irrigation maintenance assessment roll, and, WHEREAS, pursuant to due notice, Yakima City Council held a public hearing on April 2, 1996 on the confirmation of said proposed assessment roll, now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF YAKIMA. 6480 ,, Glenn Rice /575 -6040 SUMMARY EXPLANATION Background In accordance with Chapter 7 24 050 of the Yakima Municipal Codes, "Hearing and Assessment Roll Confirmation ", the City council shall, on April 2, 1996, at 200 p m , consider the assessment and written objections filed with the City Clerk and may modify any portion of the Assessment Roll The 1996 Irrigation Maintenance Assessment Roll was submitted to Council members on March 5, 1996 The 1996 • Irrigation Maintenance Assessment Roll is confirmed by ordinance (continued on page 2) RESOLUTION ORDINANCE _ CONTRACT NOTIFICATION UST X OTHER (SPECIFY) 1996 Irrl•ation Assessment - oil I en Res.onses APPROVED FOR SUBMITTAL 1 1= ' ITY MANAGER STAFF RECOMMENDATION Passage of the Ordinance to confirm the 1996 Irrigation Maintenance Assessment Roll COUNCIL ACTION ?' - r- Changes in the square footage area subject to Assessments is as follows • General (308) was decreased by 143,043 square feet, and West Yakima (395) was decreased by 8,303 square feet, and Arlington (666) was decreased by 444 square feet, Lenox (664) was increased by 12,049 e square feet, all in accordance with Section 7 24 035 of the Yakima Municipal Codes, "Exclusion from Assessment Roll" • North 17th Avenue (622) was removed from the assessment roll this year in accord with prior Council directive The reserve fund was depleted to a zero balance in 1995, also in accordance with Council's previous directive Changes in area are only made to correct calculation errors or for the elimination of property from the assessment rolls as per City of Yakima Municipal Codes 1996 rates ' The basic financial determinations for the proposed 1996 assessment rates are shown in the "Report on 1996 Irrigation Assessment Rate" • In summary, twenty -seven (27) irrigation systems (including sub systems) are recommended for rate increases, in amounts of 3% to 143% • Rate reductions are recommended for fourteen (14) irrigation systems (including sub systems), in amounts of 4% to 50%
