AN ORDINANCE relating to City personnel, adopting a classification and compensation plan
for City employees to be effective May 5, 1996, amending Subsections
2.20 100 A, 2 20 100 C, 2.20 110 A, and 2 20 110 F, all of the City of
Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section 1 Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended
to read as follows
"2 20 100 Classification Plan
A Plan Adopted. A classification plan for city employees is hereby adopted
to be effective May 5, 1996, which plan shall consist of the various following subsections of this
section "
Section 2. Subsection 2.20 100 C of the City of Yakima Municipal Code is hereby amended
to read as follows

Section 3. Section 2.20 110 of the City of Yakima Municipal Code is hereby amended to
read as follows
"2.20 110 Compensation Plan. A Pay ranges and pay steps, set out in the schedule
constituting Subsection B through M of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of May 5, 1996 The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code Employees whose
0 work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates
set out herein that their work week bears to forty hours The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2 22 030. of this code

The performance of employees in the series designated Subsection B through E shall be
evaluated annually in accordance with a management performance evaluation plan The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the schedules constituting the
various following subsection of this section."

to read as follows

This Ordinance amends the Classification and Compensation Plan by allocating the new
classification of L tilit\ Locator, to Pay Range 14 5 (S2,321-2,775 per month) as approved by
the Charter Civil Service Commission at their March 19, 1996 meeting Additionally,
AFSC'NIE representatives concurred with the Chief Examiner's recommendations and a

RECOMMENDATIONS
DUTIES AND RESPONSIBILMES. The class specification developed for this positio
is attached.
FACTORING ANALYSIS. The standard factoring system developed by the U.S. Civil
Service Commission, using twelve categories of criteria for measuring internal
allocation, was applied to this position. Pay Range 14.5 is indicated for the position.
SIMILAR CITY CLASSIFICATIONS The position of Utilities Locator will be unique
within the City of Yakima The position has most in common with the Sewer
Maintenance Specialist II (pay range 15.0) and the Water Distribution Crew Leader
(pay range 14 5) Both of these positions function under limited supervision, work
independently, exercise independent judgment, and carryout detailed assignments
generated through the AIMMS work order and cost accounting system The Utility
Locator will exercise similar responsibilities in a similar work setting In addition to
numerous other duties the Sewer Maintenance Specialist and the Water Distribution
Crete leader may be responsible for locating and marking various types of distribution
main lines, transmission main lines, service connections, reading various water,
wastewater and irrigation system maps to determine location of pipes, valves,
drainage covers, and services and other systems component locations. It is expected
that these two positions would continue to perform these duties in the absence of the
Utilities Locator or when the work load is excessive
AV.AILABILITY
The aN ailability of skilled individuals to fill this position is not an issue The applicant
pool for Utilities Locator may come as a lateral transfer or promotion from within the
Water and Wastewater divisions, or "new hire" from other cities throughout the region.
PREVAILING RATES (Local). Utility Locators are not commonly employed by private
businesses either locally or state wide Instead, Utilities such as Electric, Telephone,
and Natural Gas Comparues contract utility locate services with private companies We
requested salary information from a private Locating Company Their salaries appear
to be considerably lower (30 -40 %) than the proposed Yakima salary therefore, it was
not included for comparison purposes This may be due to Company overhead
requirements including extensive insurance amounts which they must carry to cover
damage claims The proposed Utility Locator class specifications also require skills
and performance of duties beyond those found in the private sector comparison. A
service bid was requested from that company based upon the 4,000 locate requests
which Yakima received in 1995 Based on those utility locate amounts, the company
would need approximately 1.5 persons to perform the locates at a cost of $20,00 per
locate or 580,000 annualized cost. That bid is enclosed for your review as Attachment
"A

comparisons were contacted. Those agencies include Walla Walla, Wenatchee, Everett,
Richland, Vancouver, Olympia, Bellingham, Kennewick, Bremerton, Renton, Kirkland,
Kent, Redmond, Auburn, Longview, and Edmonds Because many communities
contract dig locate services with a private company, most of the jurisdictions contacted
did not have positions that were close matches to the Utility Locator position. The
jurisdictions that did have positions similar in scope and responsibility to the Utility
Locator are listed below

FINANCIAL POLICY AND ECONOMIC CONSIDERATIONS
This is the final consideration made in recommending the compensation level for the
Utilities Locator The most recent comprehensive classification review was completed
in 1979, therefore considerable emphasis should be placed on the factoring analysis
and comparison with other City positions This position was established in the 1996
budget and funds have been allocated for the recommended level of pay
The foregoing establishes the background data necessary to recommend a level of
compensation for the Utilities Locator position. It is my recommendation that the
Utilities Locator position be allocated to pay range 14 5 ($2,320 89 - $2775 01 per
month)

DEFINITION: Working under the Water/Irrigation Manager with limited supervision, is
responsible for locating various City utilities including water distribution and transmission
mains, valves, service connections, wastewater /sewer transmission and collection lines, irrigation
mains and service lines, storm and drainage transmission and collection lines, other City utility
system appurtenances, inspects and performs related work as assigned.

lines, service connections accurately and within an acceptable timeframe using available
information Responsible for reading various water, wastewater and irrigation system maps to
determine location of water, wastewater, irrigation and drainage pipes, valves, drainage covers,
and services and other systems component locations Ability to read maps and field locate
underground utilities from physical ground features Assists in the updating and creation of City
utility maps
Accurately operates V arious pipe locating equipment and is responsible for the operation and
maintenance of the V arious types of locating devices, maps and equipment Skill in basic
draw ing and mapping to record field changes Assists other City divisions in mapping system

mud, dust, noise at work sites, as well as exposure to large equipment at construction sites, hard
hat areas and street traffic The position also works in an office to receive and prioritize locate
requests
LICENSES, REGISTRATION AND CERTIFICATE: Must possess and maintain a valid
Washington State Driver's License A Flagging and Basic First Aid Certificate is required within
six (6) months of employment.
NIININ UM CLASS. REQUIREMENTS_ Any combination of education and experience
equivalent to completion of high school and one year experience in the field of utilities location
and identification using electronic locators or similar equipment.
