. A N ORDINANCE relating to City personnel, adopting a classification and compensation plan for City
employees to be effective June 9, 1996, amending Subsections 2.20 100 A, 2.20 100 C,
2.20 110 A, and 2.20 110 F, all of the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section 1 Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended to read as
follows
"2.20 100 Classification Plan.
A Plan Adopted. A classification plan for city employees is hereby adopted to be
effective June 9, 1996, which plan shall consist of the various following subsections of this section."
Section 2. Subsection 2.20 100 C of the City of Yakima Municipal Code is hereby amended to read as
follows

Section 3. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to read as
follows.
"2 20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting
IDSubsection B through M of this section, for the classes allocated to these pay ranges shall be in full force and
effect as of June 9, 1996 The pay rates shall constitute full compensation for those employees with a work week
of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall
be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty
hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall
be computed according to the provisions of Section 2.22.030 of this code.
The performance of employees in the senes designated Subsection B through E shall be evaluated annually
in accordance with a management performance evaluation plan. The result of the performance evaluations shall be
the determination by the City Manager of the actual salary of each employee in the designated positions, and the
determination by the City Council of the actual salary of the City Manager, which actual salaries shall be no less
than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according
to the schedules constituting the various following subsection of this section."

SUBJECT- Calltaker /Department Assistant
Classification and Allocation Recommendation
The following report summarizes a historical perspective of the proposed new
Calltaker /Department Assistant classification that is before the Commission and provides
for a summation of duties and responsibilities as well as a comparison of wage proposals
involving the potential lateral transfer of SUNCOM 911 Calltakers to City employment as
Calltaker / Department Assistants
HISTORY. In the Fall of 1994, after the resignation of David Atherton, the City of
Yakima stepped in to provide interim management and supervision of this Countywide
911 calltaking service During that time frame, preliminary discussions with Staff and City
Council were begmmng to focus on consolidation of Police Sr Fire Dispatching in the new
Law & Justice Center Part of the ensuing discussions centered around not only
consolidation of dispatching, but an inclusion of offering 911 services from within the
new facility That focus was explored and a plan was submitted to Council in March of
1995, essentially requesting their support to proceed with continued management and
supervision of 911 operations and to put together a consolidated plan that would include
911
The following list is reflective of important dates and accomplishments of this project
over the course of the last twelve months.
A The City Council asks for a formal Plan for consohdatron in February of 1995
B In March of 1995 the City of Yakima contractually assumed the management
& supervision of 911, current SUNCOM employees work in the City's Fire
Station #1 and are supervised by Fire Department employees. The City was
charged with (1) Developing a long range five year budget, (2) Providing 911
enhancements throughout the Valley, and (3) to revise the State 911 Plan.
C. In June of 1995 the City Council adopted the Consolidated Plan and directed
�. Staff to proceed with implementation.

D In August of 1995 the 911 Operations Board approved the State Plan. The
Administrative Board was then provided the opportunity to approve the
Plan.
E. In Mid- August the City Council approved the expansion of the new Law &
Justice Center in order to accommodate the 911 personnel.
F In September of 1995 Funding was approved for Console Equipment for
Dispatch. 911 equipment was put on hold until the revised State Plan was
approved by the Administrative Board.
G. In January of 1996, the existing 911 Contract was extended until a Long Range
Contract was approved.
H In March of 1996 the Admirustrative Board approved both the Long Range
Contract with the City (5 years) and a Revised Interlocal 911 Agreement.
I. Later in March, City Council approved the Contract, Interlocal Agreement,
Vision Statement, and Organization Chart. The Contract is contingent on
resolving the labor issues in regards to existing 911 employees.
J In Apnl of 1996 the County Commissioners tabled the Contract until the
labor issues were resolved
Attached to this report is a copy of the Organizational Chart, the Vision Statement, the
Proposed 5 year Contract and the new Interlocal Agreement that was approved by
Council
Obviously, one of the most critical elements in this transition are the people The
planning and negotiations have centered on trying to accomplish two major goals
including (1) Keeping the CaMakers "Whole" in regards to Wages & Benefits and to try
and ensure continued employment, and (2) To maintain an ongoing 24 hour emergency
service without "Down" time for training or hinng new employees.
CLASSIFICATION ANTD COMPENSATION
The following provides background information to establish this classification and its'
compensation.
•DUTIES AND RESPONSIBILITIES. The Calltaker /Department Assistant
classification is responsible for receiving, prioritizing, transmitting and relaying
emergency and non emergency calls from the public and for transferring, relaying calls to
the appropnate response jurisdiction. In addition, this classification is also responsible for
performing data entry duties inputting crime reports, accident reports, citations and other
reports Please see the attached class specification for additional information regardin,
specific duties and responsibilities

•SIMILAR CITY CLASSIFICATIONS. This classification was designed to Include
0 Police Department Assistant II responsibilities in addition to the 911 calltaking functions
The primary responsibility for the Calltaker /Department Assistant class is to respond to
incoming 911 calls Ho\■ ever, it is intended that as time allows, Calltakers /Department
Assistants will assist in providing clerical assistance to the Pohce Department. Fprther, it
was intended to create this classification in such so that current Police Department
Assistant II's, who also are responsible for emergency calltaking, would be able to laterally
transfer to this classification to pursue a different career path and conversely, provide a
different career path for the Calltaker /Department Assistants to transfer into a Police
Department Assistant II classification Both classifications work under general
supervision, perform responsible clencal functions, and exercise independent judgment.
Consequently,° it is recommended that the Calltaker /Department Assistant classification be
allocated at Pay Range 6 5 ($1,620 64- $1,939.56 per month), the same range as a Police
Department Assistant II.
•AVAILABILITY. The 10 Calltaker /Department Assistants positions are anticipated
to be filled by the lateral transfer of the current 911 employees. Any subsequent vacancies
after the initial transition of Calltakers to City employment will be filled by competition.
•FPNANCIAL POLICY AND ECONOMIC CONSIDERATIONS. Funding for these
positions N'Qll be from the 911 Budget. It is the recommendation of the Chief Examiner to
allocate this classification to Pay Range 6.5 ($1,620 64- $1,939.56 per month)

SUBJECT Creation of the Project Engineer Classification and Allocation
Recommendation
The following report summarizes the classification study for the Project Engineer
position The creation of this position was introduced and approved by the City
Manager as part of the reallocation of the Engineering Division into the
Department of Community and Economic Development after the retirement of
the Director of Engineering and Utilities and the subsequent elimination of his
position
The creation of this new position is a modification to the existing Engineering
Associate class specification to more accurately reflect the job duties, tasks,
responsibilities and increased project work load The modified class specification
will increase the minimum qualifications, project responsibilities and
involvement of the Project Engineer It is recommended the Engineering
Associate class specification be retained to provide a training level position for the
prospective Project Engineer position.
This study has included an on -site audit; interviews with the supervisor, Fred
/French, City Engineer; comparisons to comparable positions in other jurisdictions
and other positions in the City of Yakima's classification structure, as well as
conducting a factoring analysis An allocation to pay range 22.5 ($3,334 87 to
$4,000 46 /mo) 15 recommended based on the data discussed in this report.

The Municipal Code, Section 2.20 030 and the Civil Service Rules, both require
certain actions to be taken when allocating a position to a certain pay range.
Included in those actions are the consideration of pay rates of similar or related
classes, the availability of personnel to do the job; prevailing wage rates, both
locally and in similar jurisdictions, and finally, City financial policy and economic
circumstances. The recommendation for allocation of Project Engineer to pay
range 22.5 is based upon these requirements and discussed henceforth.
Duties and Responsibilities. , Current duties and responsibilities are specifically
outlined on the attached proposed class specification.
Factoring Analysis The standard factoring system developed by the U.S. Civil
Service Commission was utilized using the 12 categories of criteria. Pay range 22.5
is indicated
Similar City Classifications. Comparisons to other positions within the City Civil
Service classes were made The Supervising Sanitary Engineer and Senior
Engineer allocated at pay range 385, ($3,697 13 to $4,423.38), Supervising Traffic
Engineer, allocated at pay range 381, ($3,222 20 to $3,868 73), and the
Water /Irrigation Engineer allocated at pay range 24 0, ($3,568 86 to $4,269 12)
respectiN ely are comparable to the Project Engineer All are responsible for a wide
scope of projects in their respective fields requiring a significant body of
knot, ledge All function under limited supervision, work independently, exercise
independent judgment, continually resolve complex problems, make non - routine
decisions, administer and review projects, carry out detailed assignments, assigns
and re\ yews the work of other technical staff members, trains employees, perform
research analysis and prepare reports, and provide budgetary input.
Availability. The availability of skilled individuals is quite limited due to the
extensive experience required in civil and traffic engineering, plus a background in
supervision and exceptional communication and interpersonal skills To obtain
skilled applicants, we could possibly draw from our own Division, statewide, or
from the West Coast, where applicants would have the necessary knowledge, skills
and experience to perform the duties of the position.
Prevailing Rates (Local). There were no local businesses that had similar positions

Prevailing Rates (Similar Turisdictions): Municipalities and agencies that the City 0
uses for standard comparisons were contacted. The fifteen agencies responding to
our survey for Project Engineer included Cities of Auburn, Bellingham,
Bremerton, Edmonds, Kennewick, Kent, Longview, Olympia, Pasco, Redmond,
Renton, Richland, Vancouver, Walla Walla and Yakima County. The data
supplied was compared against the 1995 AWC Salary Survey The information
regarding the salaries of comparable positions for 1996 is as follows.

Financial Policy and Economic Conditions. This is the final consideration made in
recommending the compensation level for the Project Engineer Considerable
emphasis is placed on the factoring analysis and comparisons with other
jurisdictions listed.
The foregoing establishes the background data necessary to recommend a level of
compensation for Project Engineer It is my recommendation that the Project
Engineer be allocated to a pay range 22.5 ($3,334.87 to $4,000 46 per month) The
funds necessary to accommodate this proposed salary are presently available in the
adopted 1996 Engineering Budget.

This Ordinance amends the Classification and Compensation Plan by allocating the new
classifications of 9 -1 -1 Calltaker to Pay Range 6.5 ($1,621 -1,940 per month) and Project
Engineer to Pay Range 22.5 ($3,335- $4,000 per month) as approved by the Charter Civil
Service Commission at their May 1, 1996 meeting Additionally, AFSCM1E representatives
do concurred with the Chief Examiner's recommendations and a copy of the Examiner's
reports and recommendations are attached for information purposes The Project
