AN ORDINANCE amending the 1996 budget for the City of Yakima, and making
an appropriation of $28,637 in the General Fund for
expenditure during 1996 for unanticipated Election Expenses
WHEREAS, the amount of $28,637 must be appropriated within the General
Fund in order to provide funding for unanticipated Election Expenses, and
WHEREAS, at the time of the adoption of the 1996 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance
would be required, and the City Council finds that an emergency exists of the type
contemplated by RCW 35 33 091 and that it is in the best interests of the City to make
the appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $28,637 is hereby appropriated from the
Unappropriated Fund Balance in the General Fund to account number 000- 4 -014-
625- 0000 -514 30 -49E as a 1996 appropriation
Section 2. This ordinance is one making an appropriation and shall take
4. effect immediately upon its passage, approval and publication as provided by law and
by the City Charter

SUMMARY EXPLANATION
The County has billed the City $94,486 93 for election costs for the 1995 General
Election, which will be paid from the 1996 budget The cost per registered voter was
approximately $3 45 each $65,850 was budgeted in the 1996 budget for 1995 election
costs, this is a shortfall of $28,636 96 Listed below is a breakdown of those costs
and a comparison with the 1993 and 1994 costs

An explanation from the Council Election Office to explain the increased costs yielded
the following information
• In 1995 there was one additional candidate on the ballot
• Printing costs from the State for the Voters' Pamphlet increased dramatically; from
$14,300 in 1993 to $35,000
• In mid -1993 the County initiated a job cost computer program which enables them to
identify costs better for the various tasks performed
• In 1995 signature digitization equipment was purchased because the existing card
system at that time failed This equipment was purchased through the County's
equipment rental /replacement program, with a seven year replacement schedule This
increased costs by $2,000 in 1995
• The new signature digitization equipment necessitated the voter registration cards
be scanned to be entered into the new system This was done by temporary help and
was one reason the salary line item in 1995 increased by $38,000 Also, additional
professional service costs is associated with the new equipment
• Materials and supply costs increased; postage increased and the motor vehicle
registration also had an impact on costs
