AN ORDINANCE relating to funds and accounts, creating a Public
Safety Communications Fund, designating the
sources of revenue and permissible expenditures
from such fund, and enacting Chapter 3 115 "Public
Safety Communications Fund" and Sections
3 115 010, 3 115 020 and 3 115 030 as new chapter
and sections of the City of Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section L Chapter 3 115 "Public Safety Communications Fund"
and Sections 3 115 010, 3 115 020 and 3 115 030 thereof are hereby
' enacted as a new chapter and sections of the City of Yakima Municipal
Code as follows

3 115 010 Fund created - Purposes
3 115 020 Source of funds
3 115 030 Expenditures
3.115.010 Fund created -- Purposes There is created a fund to
be known as the "Public Safety Communications Fund " Money in
this fund shall be expended to pay costs of public safety
communications and 9 -1 -1 calltaking
3 115 020 Source of funds From time to time, the City Council
shall budget, appropriate or otherwise authorize the transfer of
money from any available source into such fund These may
include charges to Yakima County for 9 -1 -1 Services, and other
resources as deemed appropriate by Council.
3.115 030 Expenditures Expenditures from such fund shall be
only for the purposes mentioned in Section 3 115 010 No
expenditures shall be made from such fund unless the City
Council approves such expenditures by passing an ordinance
appropriating money within the fund for the purpose for which the
expenditure is to be made, or by including an appropriation for
such purpose in the budget.

Section 2. This ordinance shall be in full force and effect thirty 0
(30) days after its passage, approval and publication as provided by law
and by City Charter

SUMMARY EXPLANATION
Council approved a Resolution authorizing the Yakima County Intergovernmental
9 -1 -1- Agreement, and 9 -1 -1 Support Services Agreement at the March 19, 1996
meeting In order to accomplish the City's Financial /Budget portion of the
Agreement, it is necessary to create a new fund, titled "Public Safety
Communications Fund ", and to establish a budget for this fund
0 The first Ordinance establishes the Public Safety Communications Fund The
second Ordinance establishes the 1996 Budget assuming operations will begin
July 1, 1996 Therefore, only 50% of the budget presented in the March
Resolution and report is included in this Appropriation Ordinance Additionally,
some of the budget line items may vary slightly with more detailed calculations

WATER AND SEWER REVENUE REFUNDING BONDS, 1996
AN ORDIN ANCE of the City of Yakima, Washington, providing for the
refundingt of certain outstanding water and sewer revenue bonds of the
Cit\ , authorizing the issuance and sale of water and sewer revenue
refunding bonds of the City in the principal amount of not to exceed
S4,000,000, to pay the cost of such refunding, fixing the date, form,
terms, maturities and covenants of such bonds, and providing the
covenants and terms under which the City may issue future water and
