AN ORDINANCE amending the 1996 budget for the City of Yakima, and
making an appropriation of $750,000 in the
Wastewater Facility Project Fund for expenditure
during 1996 for Sprayfield Flood Damage Repair
WHEREAS, the amount of $750,000 must be appropriated within
Wastewater Facility Project Fund in order to provide funding for Sprayfield
Flood Damage Repair; and
WHEREAS, at the time of the adoption of the 1996 budget it could not
reasonably have been foreseen that the appropriation provided for by this
ordinance would be required, and the City Council finds that an emergency
exists of the type contemplated by RCW 35.33 091 and that it is in the best
interests of the City to make the appropriation herein provided, now, therefore
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $750,000 is hereby appropriated from the
Unappropriated Fund Balance in the Wastewater Facility Project Fund to account
• numbers as shown in Schedule I as a 1996 appropriation.
Section 2. This ordinance is one making an appropriation and shall take
effect immediately upon its passage, approval and publication as provided by
law and by the City Charter //TV

SUMMARY EXPLANATION
Industrial Waste Sprayfield Rehabilitation
Staff respectfully requests City Council passage of this first reading of an appropriation
ordinance amending the 1996 Wastewater Facility Construction Fund (478) to accommodate
the cash flow requirements of the rehabilitation work to the Industrial Waste Sprayfield which
was damaged in the flood of February 1996 DKR Excavation was awarded the project
through an expedited ad and award process as was described in the 4/2/96 Council Agenda
Item number 17 and authorized by the approved Resolution R -96 -44 The project is currently
on an acceptable completion schedule However, more suitable fill is required for the
remediation than anticipated in the initial bid schedule This will lead to an increase, through
• change order, of the original contract amount of $513,648 70 At this time, we estimate the
contract cost with DKR Excavation may approach $750,000 The original estimate discussed
with FEMA of delivered soil required was nearly 120,000 cubic yards. FEMA reduced this
quantity to 80,000 cubic yards over the expressed concern of the City FEMA is aware that
the quantity over -run will be included in the ultimate reimbursement request The
reimbursement schedule to the City is 75% FEMA and 12 5% State The remaining 12 5% is
local share

Water and Wastewater Facilities Dike Repair Update
The U S Army Corp of Engineers has provided the City contract packages for repair of the
dike structures at both the Water and Wastewater treatment sites. The boiler plate contra - .
required minor changes to the signatory pages recognizing the City's administrativ, 3
structure Certificate of Title is being prepared for both dike repair projects as a requiremen
of Corp participation The contract packages for both the dike works at the Water and
Wastewater facilities will be brought before City Council on the June 4, 1996 Council
meeting The City must remove the Greenway asphalt in the affected areas as well as
provide any dike core material to bring the dike up to nominal proper height The Corp will
armor the dike structure with large rip rap material The City's participation in the Corp
project at the wastewater treatment facility is approximately $16,000 Water's contribution is
Tess than $9,000 Asphalt removal and fill material will be at City expense in addition to the
Corp project participation cost City staff have submitted to Department of Ecology
applications for grant assistance to help cover local share of the dike repair projects
