• ORDINANCE NO. 96- 66
AN ORDINANCE: relating to city and employee contributions toward the city health
care plan, requiring the chief, deputy chief, and battalion chiefs of
the fire department to contribute towards dependent health care
coverage; and amending subsections B, C, and D of Section
2.04.030 of the City of Yakuna Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1 Subsections B, C, and D of Section 2.04 030 of the City of Yakima
Municipal Code are hereby amended to read as follows.
"2.04.030 City Contributions
B Hospital and Medical Insurance Plan. Effective January 1,
1979, the city shall contribute, towards the payment of the premium for
the group hospital and medical insurance plan adopted by Section
2.04.010 of this chapter, the following amounts for the following positions
or group of employees, respectively
1 For all fire department employees and their dependents,
• except the chief, deputy chief, and battalion chiefs, the city shall pay the
full premium, unless otherwise provided in the applicable collective
bargaining agreement.
2. For police department patrolmen and sergeants, the city
shall pay the amount of fifty -two dollars three cents per month for those
employees with two or more dependents covered by the plan, or the
amount of thirty dollars ninety -seven cents per month for employees with
one dependent covered by the plan, provided, commencing July 1, 1979,
the city shall pay the full premium for police department patrolmen and
sergeants, unless otherwise provided in the applicable collective
bargaining agreement.
3 For all employees in the exempt classification, as specified by
Section 2.20100 of the city code, and their dependents, and for the chief,
deputy chief and battalion chiefs, in the fire department and for the chief,
captains and lieutenants in the police department and their dependents,
the city shall pay the full premium, except as otherwise provided in
Section 2.04.030(D)(5) and (6) of this chapter
4. For each other employee enrolled in the plan, the city shall
pay the full premium, provided, effective January 1, 1980, the city shall
pay the full premium for each such other employee and the employee's
spouse and /or dependents enrolled in the plan, unless otherwise
provided m the applicable collective bargautulg agreement.

• C. Dental Plan. {1) Effective January 1, 1978, the city shall
contribute, towards payment of the premium for the group dental plan
adopted by Section 2.04.010 of this chapter, the following amounts for the
- following positions or group of employees, respectively
a:1 For all fire department employees and their dependents,
except the chief, deputy chief, and battalion chiefs, the city shall pay the
entire premium, unless otherwise provided in the applicable collective
bargaining agreement.
13:2. For police department personnel and their dependents,
except the chief, captains and lieutenants, the city shall pay the amount of
nineteen dollars and fifty -seven cents per month, provided, commencing
July 1, 1979, the city shall pay the full premium, unless otherwise
provided in the applicable collective bargaining agreement.
F3 For all employees in the exempt classification, as specified by
Section 2.20100 of the city code, and their dependents, and for the chief,
the deputy chief, and battalion chiefs in the fire department and for the
chief, captains and lieutenants in the police department and their
dependents, the city shall pay the full premium, except as otherwise
provided in Section 2.04.030(D)(5) and (6) of this chapter
4. Effective January 1, 1978, and unless otherwise provided in
the applicable collective bargaining agreement, the city shall pay the full
premium for city employees within the bargaining unit of the American
S Federation of State, County and Municipal Employees for Dental Plan III,
Washington State Council of County and City Employees Heath and
Welfare Trust.
D Management Plan Created -- Contributors. A city of Yakima
health care plan is adopted for management employees. The plan shall
consist of hospital, medical, dental and vision coverage for all
management employees and members of the city council. Such plan shall
be on file in the office of the personnel division.
1 "Costs of Coverage" means the average monthly cost of
coverage for the plan as determined from time to time by the city's health
care administrator or the city manager Such determination shall be final
and binding.
2. Effective February 1, 1991, the city shall contribute up to a
maximum of two hundred and fifty dollars per month towards the plan
cost of coverage for a management employee and his or her dependents.
3 "Management employee" means any non - temporary
employee in the management series, executive support series, public
safety management series, executive series as defined by Section 2.20100
of the city of Yakima Municipal Code and any other non - temporary
employee who is not a member of any collective bargaining unit
recognized by the city

4. "Member of the city council" means any person holding the
• office of city of Yakima council member, who elects to pay the entire cost
of coverage of the city of Yakima health care plan.
4:55 Except for the chief, deputy chief, and battalion chiefs in the
fire departments, Any cost of coverage for a management employee and
dependents in excess of two hundred and fifty dollars per month shall be
paid by the management employee through a monthly payroll deduction,
provided, however, that in the event the cost of coverage, as calculated
herein, exceeds three hundred dollars per month, the city and each
management employee shall equally share the excess above three hundred
dollars per month.
6. The City shall pay the cost of coverage under the health care
plan for the chief, deputy chief, and battalion chiefs of the fire department
provided, however, that any cost of medical coverage for the dependents
of the chief, deputy chief, and battalion chiefs of the fire department shall
be paid by the City and the employee through a monthly payroll
deduction as follows:
a. From January 1, 1997 through December 31, 1997, the
employee shall pay 16.66% of the dependent unit cost and the City shall
pay the balance of the dependent unit cost.
b. From January 1, 1998 through December 31, 1998, the
employee shall pay 33.32% of the dependent unit cost and the City shall
pay the balance of the dependent unit cost.
® c. From January 1, 1999 on, the employee shall pay 50.00% of
the dependent unit cost and the City shall pay the balance of the
dependent unit cost."
Section 2. This ordinance shall be in full force and effect 30 days after its
passage, approval, and publication as provided by law and by the City Charter
PASSED BY THE CITY COUNCIL, signed and approved this l st day of

ITEM TITLE. Consideration of Ordinance Amending the City Municipal
Code for Medical Dependent Coverage for Fire Department

SUMMARY EXPLANATION
Dunng the course of the last couple of years the City has attempted to bring all City employees
under a single formula for computing dependent medical coverage (50 %/50% split for
employer /employee). Presently, the LEOFF I personnel in the Fire Department Management
have medical dependent coverage paid at 100% by the City
The attached Ordinance and Letter of Understanding reflects Fire Management's position that all
employees should be treated on an equal basis for medical dependent coverage costs. It is
410 proposed that the financial impact of achieving the City's goal be phased into place as follows.
A. From January 1, 1997 through December 31, 1997, each member of the
LEOFF Fire Management Group shall pay 16 66% of the total dependent
premium.
B From January 1, 1998 through December 31, 1998, each member of the
LEOFF Fire Management Group shall pay 33 32% of the total dependent
medical premium.
C From January 1, 1999 on, each member of the LEOFF Fire Management
Group shall pay 50% of the total dependent medical prenuum.

Re Letter of Understanding Re Dependent Medical Coverage Premiums
Dear Mr Zais.
This letter of Understanding is intended to address payment of dependent medical
coverage premiums by the undersigned members of the LEOFF Fire Management
Group
• Specifically, the LEOFF Fire Management Group agrees with the position of the
City that contributing toward dependent medical coverage premiums should be on
an equal basis for all participating members In order to achieve that goal, the
LEOFF Fire Management Group agrees to pay the following amounts towards
dependent medical coverage
a. From January 1, 1997 through December 31, 1997, each
member of the LEOFF Fire Management Group shall pay
16 66% of the total dependent premium.
b From January 1, 1998 through December 31, 1998, each
member of the LEOFF Fire Management Group shall pay
33 32% of the total dependent medical premium.
c From January 1, 1999 on, each member of the LEOFF Fire
Management Group shall pay 50% of the total dependent
medical premium.
It is the understanding of the LEOFF Fire Management Group that on September
17, 1996, the City Council will consider legislation amending the relevant Yakima
Municipal Code sections to reflect the above changes
