AN ORDINANCE amending the 1982 budget for the City of Yakima and
appropriating money within 125- Cable TV Communica-
tions Fund for expenditure during 1982.

WHEREAS, money is availablq in 125- Cable TV Communications
Fund for appropriation as provided by this Ordinance, and
WHEREAS, money must be appropriated within 125- Cable TV Com-
munications Fund as provided herein in order to provide funds to
purchase equipment to establish a community television program
during the current year, and
WHEREAS, at the time of the adoption of the 1982 budget it
could not reasonably have been foreseen that the appropriation would
be required; and the City Council finds that an emergency exists of
the type contemplated by RCW 35.33.091 and that it is in the best
interests of the City to make the appropriation herein provided,
now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $70,967.00 is hereby appropriated from
unappropriated money in 125- Cable TV Communications Fund to account
number 125.125.434.0000.573.90.642 as a 1982 appropriation for 125-
Cable TV Communications Fund.
Section 2.. This Ordinance is one making an appropriation and
shall take effect immediately upon its passage, approval and publi-
cation as provided by law and by the City Charter.

Services during the month of June included filing of appeal
III amendment and motion to address additional case precedent raised
since filing of Yakima appeal and to respond to new issues raised
by SVID; filing of documents at FERC; correspondence to FERC
officials concerning same; research and analysis of possible
III legislative options; meetings with FERC officials concerning
overall status; preparation of strategy memoranda concerning
legislation and additional materials; routine conferences and
status reports to client.

evaluation of orders by the Director of Hydropower Licensing
issuing preliminary permits to SVID in both dockets; preparation
of strategy and advice to client; research and drafting of appeal
documents; preparation included additional legal research;
refinement of procedural arguments; review of related state and
Federal issues; extensive preparation of draft documents and
revised brief; legal research of possible alternative appeal
procedures; legal research of declaratory judgment procedures;
monitoring of related matters; preparation of questions for
meetings with Commission staff; review of strategy alternatives
including legislation, declaratory judgment and other matters;
constant monitoring of developments at FERC, Forest Service,
etc.; intraoffice conferences, intraoffice memoranda; status
reports and telephone conferences with Mr. Wright.

preparation of appeal to FERC from director's order issuing
permits to SVID; preparation included additional legal research,
