AN ORDINANCE relating to City personnel; adopting a classification and
compensation plan for City employees to be effective April 16,
1983; amending Sections 2.20.100 and 2.20.110 of the City of
Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 2.20.100 of the City of Yakima Municipal Code is
hereby amended to read as follows:
"2.20.100 Classification Plan. The following classification plan
shall be in full force and effect as of April 16, 1983.

Section 2. Section 2.20.110 of the City of Yakima Municipal Code is
hereby amended to read as follows:
"2.20.110 Compensation Plan. The following pay ranges and pay steps for
the classes allocated to these pay ranges shall be in full force and effect
as of April 16, 1983. The following pay rates shall constitute full
compensation for those employees with a work week of forty hours as set out
in other sections of this code. Employees whose work week is less than
forty hours shall be paid at the rate which is in the same proportion to
the rates set out herein that their work week bears to forty hours. The
hourly rate for those employees of the Fire Department whose work week
. exceeds forty hours shall be computed according to the provisions of
Section 2.22.030 of this code.
The performance of employees, except the City Manager, in the following
series designated (a) through (d) shall be evaluated annually in accordance with
a management performance evaluation plan to be administered under the direction
• of the City Manager, as such plan may be approved or modified from time to time
by the City Council. The result of the performance evaluations shall be the
determination by the City Manager of the actual salary of each employee in the
designated positions, which actual salary shall be no less than the minimum nor
no greater than the maximum set out in the pay range applicable to the position,
according to the following schedule:

Revision of Class Specification

Attadhed is a revised class specification .for Marketing Specialist for
your consideration. It has been requested by the Transit Division
Manager, Mr. Bill Schultz, to make some minor revisions to the existing
class specification. The intent is to clarify the duties of the
• position and to change the title the position to Customer Relations
Coordinator. The new title more accurately describes the primary
function of the position, which is the promotion of transit programs and
activities in the local cammunity.
The changes to the Duties portion of the class specification involves
several minor revisions. Those changes have been underscored. First,
reference to meeting state, federal and local regulations by monitoring
• • marketing portions of the transit system for compliance and advising the
Transit Manager of non-campliance has been deleted. The new duties
Which replace those functions include the development, implementation
and maintenance of revenue producing sales programs such as darter
• service and advertising space sales. This function accounts for
approximately 10% of time worked.
Second, language was added to the section dealing with media relations.
The additions are to further clarify the duties of the position. An
adjustment from 10% of time worked to 15% of time worked was made to
more accurately reflect time spent in this function.
Because the revisions are for clarification purposes and not for
substantial changes in the duties of the position, no salary adjustments
are recommended.

CODE: 2242 TITLE: CUSTOMER RELATIONS COORDINATOR
DEFINITION: Under supervision from the Transit Manager, develops and implements mar-
keting plan for the City's Transit Division; assists in compiling data
for the preparation of reporting systems; performs other duties as assigned.

RANK TIME DUTIES
1 50 Develops and implements transit marketing programs, projects and activi-
ties with emphasis on increased ridership and service. Precipitated&
community input regarding pass programs, special ridership needs, timAll,
tables, routes, and other transit services. Works with a variety oil
transit advisory committees, businesses, public and private agencies
community groups, and marketing committees to identify attitudes and
opinions of the community. Designs and implements advertising and cus-
tomer service materials.
2 20 Develops and implements survey techniques to reflect the needs of the
community through participation with business and community groups and
committees. Analyzes marketing data and advises Transit Manager with re-
gard to public needs for additional or changed routes, schedules, time-
tables, or other programs.
3 15 Maintains relationship with news and information media to assure adequate
dissemination of transit information to the public. Writes and distrib-
utes news releases and expedites their coverage. Acts as liaison wit
the business community to promote transit activites. Schedules appea
ances and interviews of senior staff, prepares interview materials;
participates in public speaking engagements regarding transit activities.
4 10 Develops, implements and maintains revenue producing sales programs such
as vehicle charter service and advertising space sales.
5 5 May assist in preparation of annual budget. Assumes further responsi-
bility in absence of Transit Manager. Assists in resolving customer com-
plaints and resolving program difficulties.
MAJOR WORKER CHARACTERISTICS: Knowledge of marketing programs, ability to establish
effective working relationships with business persons
and the public; ability to make presentations to large groups including governmental
officials, and present ideas and recommendations effectively orally and in writing.
Ability to gather, correlate, analyze data and prepare recommendations. Ability to work
independently. Graphic communication skills desirable.
UNUSUAL WORKING CONDITIONS:

MINIMUM CLASS REQUIREMENTS: Three years experience in public relations, marketing,
advertising, sales management, or related field. Educa-
tion in business administration, marketing, psychology or related discipline may be
jsubstituted for up to 12 months for the required specialized experience.
