111 AN ORDINANCE relating to local government administration; creating
a Park and Recreation Commission; specifying its
members and terms of office; providing for its organ-
410 ization; specifying its functions and duties; and
amending Sections 1.35.010 and 1.35.020, and enacting
new Sections 1.35.030 and 1.35.040, all of the City
of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 1.35.010 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"1.35.010 Created--Members. There is hereby created a
Park and Recreation Commission to consist of seven members
who shall be appointed by the City Council and who shall
serve without compensation. The Director of Public Works
shall be an ex officio member of and secretary of ;
such commission, but shall not be entitled to vote on any
matter voted on by the commission."
Section 2. Section 1.35.020 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"1.35.020 Terms of Office.
A. Appointments made to membership on the commission
for terms of office pursuant to Section 1.35.020 of the
City of Yakima Municipal Code prior to its amendment by
this section shall remain in full force and effect according
to the teiffis of office for which such appointments were
. made.
B. Upon the expiration of respective terms of office
for respective members referred to in Sub Section A of this
section, successors shall be appointed for six year terms,
or until such times after the expiration of six year terms
as successors are appointed by the City Council. Upon the
• resignation of any member, the City Council shall appoint
a new member to serve the unexpired six year term. Any
member absent from three consecutive regular commission
meetings whose absence is not excused by vote of a majority
of the other members shall thereby be disqualified to con-
tinue as a member of the commission, and the City Council
shall appoint a new member to serve for the balance of the
teiui of such disqualified member."
Section 3. Section 1.35.030 is hereby enacted as a new
section of the City of Yakima Municipal Code to read as ToirowS:

"1.35.030 Organization--Meetings. DuringJanuary of-
each year, • the Commission shall elect from its Mefibership,
AM& a chairman, vice-chairman and such other officers a§
Ir commission members deem necessary to organize and, carry out
the functions and duties of the commission. The-commission
shall adopt a time for holding regular monthly meetinzs
and regular monthly meetings shall be held unless canceled
by notice from the secretary of the commission. Special
• meetings may be called by the chairman to be held at any
time pursuant to notice of such meeting given as required
by law."
Section 4. Section 1.35.040 of the City of Yakima Municipal
is hereby enacted as a new section to read as follows:

"1.35.040 Functions And Duties.
A. The commission generally shall serve in an advisory 4
capacity to the City Council, City Manager and Director of
Public Works concerning formulation of policy and plans for
development, management and operation of the City parks and
recreation program.
B. In addition to the general duties specified in
Sub Section A of this section, the commission shall advise
and assist the City Council, City Manager and Director of
Public Works in specific areas including, but not limited
to, the following:
1. Reviewing of parks and recreation budgets;
2. Promoting park and recreation programs to the
community;
3. Setting standards for park maintenance;
4. Setting goals for short-term and long-term future
of the city park system;
5. Serving as citizens' input concerning parks and
recreation, generally;
6. Monitoring and evaluating the park system.
Such duties shall be coordinated to assist the city in carrying
out a program of recreation for the general welfare of the
people of the city, and to assist the division of parks and
. recreation in performing its duties as required by law or by
the City Manager."
Section 5. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as provided
by law and by the City Charter.
