1. Roll Call
Mayor Coffey called the meeting to order at 5:46 p.m.
Council: Mayor Kathy Coffey, presiding,Assistant Mayor Dulce Gutierrez, Council members
Holly Cousens, Kay Funk, Brad Hill, Carmen Mendez and Jason White
Staff: Interim City Manager Cynthia Martinez, City Attorney Jeff Cutter and City Clerk Sonya

2. Pledge of Allegiance
Mayor Coffey led the Pledge of Allegiance.
3. Interpreter Services
Mayor Coffey introduced Jorge Villasenor who announced interpreter services are available.
4. Open Discussion for the Good of the Order
A. Proclamations
YWCA Domestic Violence Awareness Month Proclamation
Assisant Mayor Gutierrez proclaimed the month of October as Domestic Violence Awareness
Month and Cheri Kilty accepted the proclamation.
B. Presentations I Recognitions I Introductions
Presentation by City of Yakima Bike and Pedestrian Advisory Committee
on Potential Pedestrian Master Plan
Bike and Pedestrian Advisory Committee Chair Neil McClure advocated for a Pedestrian
Master Plan. He reported the Committee is seeking Council approval for a funding package for
this plan, which is projected at$40,000 to$70,000. Council Member Mendez suggested using
REET funds.Assistant Mayor Gutierrez suggested staff could assist in seeking grants.After
Council discussion,
MOTION: White moved and Cousens seconded to add the potential Pedestrian Master
Plan to the 2020 budgeting sessions. The motion carried by unanimous vote.
ii. Presentation by City of Yakima Community Integration Committee re:

Council Meeting Equity and Community Integration Plan
Chad Stover, Community Integration Committee member, reported on the Committee's
recommendation regarding a Council meeting equity and community integration plan.After
Council discussion,
MOTION: Hill moved and Mendez seconded to schedule a study session with the
Community Integration Committee regarding these recommendations in 2020. The
motion carried by unanimous vote.
5. Council Reports
A. Council Healthy Communities and Neighborhood Building Committee report
Chair Hill stated he had nothing to report.
B. Council Economic Development Committee report
Chair White reported on the recent Council Economic Development Committee meeting.
C. Council Public Safety Committee report
Chair Gutierrez reported on the recent Council Public Safety Committee meeting. She
commended the Yakima Police Department for its increase in communication efforts and social
media presence.
6. Consent Agenda
Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. Item 8 (now 6F) and item 9
(now 6G)were added to the consent agenda. The City Clerk read the Consent Agenda items,
including resolutions and ordinances, by title. (Items on the Consent Agenda are handled
under one motion without further discussion—see motion directly below.)
MOTION: Cousens moved and Mendez seconded to approve the consent agenda. The
motion carried by unanimous vote.
A. Hadong Sister City dinner reimbursement
B. Approval of the minutes from the September 17, 2019 City Council regular meeting
and September 24, 2019 City Council special meeting
C. Accept Council Committee minutes
D. Set date of November 5, 2019, for a closed record public hearing to consider the
Hearing Examiner's recommendation regarding the preliminary plat of Anderson
Park located in the vicinity of S 64th Ave & Occidental Rd
E. Resolution authorizing a Construction Services Agreement Amendment No. 2 with
JUB Engineering, Inc., for Construction Services to rehabilitate the Yakima Air
Terminal-McAllister Field West General Aviation Apron

F. Ordinance amending the City of Yakima Municipal Code Chapter 8.20 Right-of-Way
Use Permits
ORDINANCE NO. 2019-032,AN ORDINANCE amending the City of Yakima Municipal
Code Chapter 8.20 Right-Of-Way Use Permits
G. Ordinance amending Chapter 9.25 YMC concerning cruising events
ORDINANCE NO. 2019-033,AN ORDINANCE amending City of Yakima Municipal Code
Chapter 9.25 Cruising Control to provide specific dates and times when cruising prohibitions
will not be enforced.
7. Public Comment
Tony Courcy, City resident, spoke on several issues.
Tony Sandoval, City resident, believes it is a waste of tax payer dollars to hire an
Interim City Manager and shared his support of Interim City Manager Martinez.
Dave Hanson, City resident, shared his concern about the contract with Sunrise Outreach for
Camp Hope and suggested the lease be amended to have the relocation period changed to
April and September.
DEPARTMENT ITEMS

CITY MANAGER UPDATE
10. Consideration of appropriation of funds to address the no camping ordinance
Jeffrey Schaap, Assistant City Attorney, briefed Council on the issue.
Tony Courcy, City resident, spoke on several issues. Rhonda Hauff, Chief Operating Officer of
Yakima Neighborhood Health Services (YNHS), shared statistics on homelessness and the
services they provide.After Council discussion,
MOTION: White moved and Cousens seconded to adopt proposal C. The motion
carried by a 6-1 vote, Gutierrez voting no.
11. Other Business
MOTION: Cousens moved and Gutierrez seconded to add to the next agenda a review
of the temporary ordinance for Camp Hope. The motion carried by unanimous vote.
A. Discussion about, and possible modifications, of the current committee structure
utilized by the City Council
Council Member Hill stated he would like to eliminate the Council Committees, with the
exception of an Appointment Committee needed to make recommendations to the full Council

regarding appointments to City advisory committees and could meet only when needed.
After Council discussion,
MOTION: Hill moved and Cousens seconded to abolish the Council Committees
of Economic Development, Public Safety, Healthy Communities & Neighborhood
Building and Partnership and stand up an appointment committee. The motion carried
by a 4-3 vote, Gutierrez, Funk and Mendez voting no.
12. Adjournment
MOTION: Gutierrez moved and Mendez seconded to adjourn to a City Council study
session on October 3, 2019, at 10 a.m. at City Hall. The motion carried by unanimous vote.
The meeting adjourned at 7:35 p.m.
