OiY9 AN ORDINANCE relating to .city funds and accounts; applying Equip- . ment Rental and Replacement Fund provisions to cer- tain city vehicles; providing for a financial reporting system; amending Subsection 3.15.030 A and Section 3.15.050, and repealing Section 3.15.060, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1, Subsection 3.15.030 A of the City of Yakima Muni- cipal Code is hereby amended to read as follows: "3.15.030 Ownership of Vehicles--Equipment Rental Rates--Formula. A. (1). Except as excluded in subsection A (2) of this section, all motor vehicles of the City of Yakima shall be owned by the Equipment Rental and Replacement Fund; and the use of such vehicles, and the payment of rental and replacement fees therefor, shall be as provided by this Chapter. A. (2). Vehicles operated by the Airport Division and Office of Neighborhood Conservation, both of the Department of Community Development, are excluded from the provisions of this Chapter. Small engine vehicles operated by the Department of Parks and Recreation are excluded from provisions of this Chapter only insbfar as they relate to Account A. Retroactive to July:1,— 1980, vehicles operated by the Fire Department are ex- cluded from the provisions of this Chapter. Section 2. Section 3.15.050 of the City of Yakima Municipal Code is hereby amended to read as follows: "3.15.050 Financial reporting system. There shall be such books, accounts and records as are neces- sary to control and report the financial operations of the Equipment Rental Fund. The financial report- ing system shall divide the accounts thereof into two separately designated accounts as follows: 1. 'Account A', which shall be the current operat- ing'account into which shall be placed those portions of the charges made to the departments of the City of Yakima in accordance with the provisions of Section 3.15.030 of this Chapter which are specifically billed said departments to provide sufficient Monies to provide the salaries and wages, materials, overhead and other costs necessary to operate and maintain all motor vehicle equipment rented thereto. There shall also be placed into Account A monies which may from time to time be made specifically available thereto by action of the City Council. 2. 'Account B' which shall be the sinking fund depreciation account for capital recovery into which shall be placed charges made to the depart- ments of the City of Yakima from time to time as funds are available and authorized by the City Council to purchase new equipment and replace used equipment as required to carry out the pur- poses of the equipment rental fund. There shall also be placed in Account B monies which are 411 derived from the direct sales of any equipment or other capital assets of the fund, interest proceeds from invested funds and any monies which may from time to time be made specifically avail- able thereto by action of the City Co uncil." Section 3. Section 3.15.060 of the City of Yakima Municipal 411 Code is hereby repealed. Section 4. This ordinance shall be in full force and effect thirty days after its passage, approval and publication as pro- vided by law and by the City Charter.
