Roll Call Council: Mayor Kathy Coffey, presiding, Assistant Mayor Dulce Gutierrez, Council Members Kay Funk, Carmen Mendez, Holly Cousens, Jason White and Brad Hill Staff: Interim City Manager Cynthia Martinez, City Attorney Jeff Cutter and City Clerk Sonya Claar Tee 2. Agenda preview for October 1 and 15, 2019 draft agendas Interim City Manager Martinez reviewed the October 1 and 15, 2019 draft agendas.After Council discussion, Council Member Funk reported she plans to make a motion at the next Council meeting to add the Community Integration's recommendations to the parliamentary training agenda scheduled in December. 3. City Manager update Interim City Manager Martinez reviewed the budget study session schedule for October. Council Members Mendez and Hill reported they will be out of town during several study sessions. Steve Groom, Director of Finance and Budget, distributed and reviewed the 2018 Comprehensive Annual Financial Report (CAFR)with Council.After Council discussion, Assistant Mayor Gutierrez stated she would like to see some proposed budget reductions. Council Member Mendez noted the Council has made several staffing cuts and staff is still required to provide the same services. Interim Assistant City Manager Schafer provided an update on the LED Light Project and estimates the project will be complete in approximately six months. Mr. Schafer also reported the cost estimates for the Henry Beauchamp Community Center and Washington Fruit Community Center Master Plans are more than double the amount budgeted. He noted there may be REET funds available, and he will bring this issue to Council for review at the October 15 meeting. Interim City Manager Martinez reported the parliamentary procedure training is scheduled on December 16 from 9 a.m. to 4 p.m. and there are no updates to report on the Strategic Plan. 4. Interim City Manager selection process Interim City Manager Martinez asked Council for direction on the Interim City Manager selection process. MOTION: Coffey moved and Hill seconded to have staff contact applicants 2, 3 and 4 from Page 1 of 2 82 group A to schedule SKYPE interviews on October 1. The motion carried by a 6-1 vote, Gutierrez voting no. 5. Council Committee update Council Member Cousens reported on the Sister City visit with Hadong County South Korea. She added that there was not time to prepare any fundraising for the dinner and paid for it herself and asked about reimbursement. It was Council consensus to add this issue to an upcoming agenda. Council Member Funk stated she feels scolded by the Chair for asking questions and believes parliamentary procedure is not being followed.After further discussion, Council Member Funk called a Point of Order stating Mayor Coffey doesn't seem to be able to recognize she again violated a parliamentary rule by not clarifying the agenda order. Mayor Coffey ruled the Point of Order was not well taken. Council Member Funk appealed the ruling, which failed by a 5-2 vote, Coffey, Cousens, Hill, Mendez and White voting against the appeal and in favor of the Mayor's ruling. 6. Adjournment MOTION: Gutierrez moved to adjourn to a City Council study session on October 1, 2019, at 10 a.m. at City Hall. The motion carried by unanimous vote.
