1981-2520 FIRE PROTECTION SERVICES
II/ ORDINANCE NO. AN ORDINANCE relating to public services and utilities; regulating the installation of fire protection services; and 4IP amending Section 7.68.275 of the City of Yakima Municipal Code; and declaring an emergency. WHEREAS, construction is currently underway in the City which would be affected by the change in specifications for fire service installations provided for by this ordinance; and the immediate effectiveness of this ordinance will result in a savings in construction costs of that current construction by authorizing the installation of less expensive, but nevertheless more reliable, fire service installations than under current requirements; and the City Council hereby finds and declares an emergency to exist so as to authorize the immediate effectiveness of this ordinance, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 7.68.275 of the City of Yakima Municipal Code is hereby amended to read as follows: "7.68.275 Fire services. All fire service connec- tions between water mains and property lines shall be installed and maintained by the water department at the expense of the owner or occupant of the premises served, and shall be the property of the City of Yakima. At the time of making application for such services 410 the applicant shall file with the water department detailed plans showing all piping installed or to .be installed for fire protections, all fire gates, automatic sprinklers and all other outlets, gates or appurtenances. An alarm system shall be installed in accordance with Chapter 10.03, "Pri- vate Fire Alarm System Connection and Monitoring", of the City of Yakima Municipal Code, in conjunction with each single source fire protection system, and each fire service connection shall have a gate valve with an adequate valve box and check valve with appurtenances designed to pre- vent backflow into the municipal water system of a type approved by the Water Superintendent, which approval shall consist of the filing with the Yakima City Clerk of written specifications for, or other written detailed description of, check valves and appurtenances approved by the Water 410 Superintendent as meeting the requirements of this section, and which shall further comply with requirements of WAC Chapter 248.54. All mutiple source fire protection systems shall have a main check valve with a standard five-eighths inch by three-fourths inch bypass meter housed in a vault. 411 Upon receipt of such application, the superintendent of the water department shall fix the charge to be made for the installation of such service taking into consideration length and size of pipe, condition of street and sidewalk, all relative to character of service, and such charge shall be paid by applicant before such installation shall be made. Fire service connections shall not be used for com- bined fire protection and commercial purposes where sep- arate service connections can be installed. In no case shall any tap be made upon, or any tank be connected with, any pipe used for fire protection unless a meter shall be installed thereon. The use of water through a fire ser- vice connection for any purpose other than the extinguishing 11, of a fire on the premises is prohibited unless a meter is installed to measure all water so used." Section 2. This ordinance is one to provide for the immediate preservation of the public peace, property, health, safety and welfare of the people of the City of Yakima and an emergency is hereby declared to exist and this ordinance shall be in full force and effect immediately upon its passage, approval and publication as provided by law and by the City Charter. The water purveyor should consult the device manufacturer to determine the headloss and flow characteristics for any particular combination of double check valve assemblies used to make a detector double check assembly.
