Roll Call Council: Mayor Kathy Coffey, presiding,Assistant Mayor Dulce Gutierrez, Councilmembers Holly Cousens, Kay Funk, Brad Hill, Carmen Mendez and Jason White Staff: Interim City Manager Cynthia Martinez, City Attorney Jeff Cutter, Interim Assistant City Manager Scott Schafer, Communication & Public Affairs Manager Randy Beehler and City Clerk Sonya Claar Tee 2. Clean City Program Interim Assistant City Manager Schafer, Senior Assistant City Attorney Sara Watkins and Solid Waste & Recycling Manager Loretta Zammarchi presented a PowerPoint on the Clean City project proposal. Ms. Watkins not ed the funding could be obtained by increasing the Yakima Waste Refuse Utility Tax from 16% to 20%, which is similar to the tax imposed by other lower valley cities. Solid Waste & Recycling Manager Loretta Zammarchi reviewed the current structure of the Commercial Waste Collection, which is collected by a private hauler in Yakima County and regulated by the Washington Utilities & Transportation Commission. Ms. Zammarchi also reviewed problematic recycling issues, 2020 rate study, planning for the closure of the Terrace Height Landfill in 2027 and the impact on collection rates. 1 Safe Routes to Schools Interim Assistant City Manager Schafer reviewed the Safe Routes to Elementary Schools information, including the citywide LED lighting upgrade project, evaluation of 20 traffic- calming requests, Yakima Transit Sidewalk policy and Complete Streets policy.Acting Chief Engineer Desgrosellier explained the grant application process for Safe Routes to Schools funding. 4. Public comment(allow 15 minutes) None. 5. Adjournment MOTION: Gutierrez moved and Mendez seconded to adjourn to the next City Council regular meeting on September 3, 2019, at 5:30 p.m. at City Hall. The motion 68 carried by unanimous vote.
