Section 1. Section 2.20.100 of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.100 Classification Plan. The following classification plan shall be in full force and effect as of November 7, 1981. Section 2.20.110 of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.110 Compensation Plan. The following pay ranges and pay steps for the classes allocated to these pay ranges shall be in full force and effect as of November 7, 1981. The following pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code. PERSV C5 -5- The performance of employees, except the City Manager, in the following series designated (a) through (d) shall be evaluated annually in accordance with a management performance evaluation plan to be administered under the direction of the City Manager, as such plan may be approved or modified from time to time by the City Council. III ' • • . . . . , - . . . . • • . . , MEMO Na" To: City of Yakima Civil Service Commission 410From: Monica Mersinger Chief Examiner Subject: Reclassification I have audited Clara Sanders' position with the possibility of reclassification and have concluded that Ms. Sanders' position should be reclassified to a new position of Grant Coordinator with a pay range of 14.5. Since the 1978 reclassification of Clara's position there have been significant changes in her work. - Before 1978 Clara's responsibilities included Claim Fund transfers, Water/Sewer Accounting payments of claims, adjustments to taxes in Water/Sewer payments and other related duties. These tasks accounted for approximately 707 of her time. In addition, she was responsible for the Water/Sewer grant including reconciliation of claims against the grant, request for reimbursement from the grant and maintainance of source documentation for expenditures against the grant. This task composed approximately 30% of her time. Shortly after the Reclassification study in 1978, the State Auditor recom- mended the City centralize all,grant accounting. The City decided they would follow the State's recommendation by forming a Grant Committee and assign Clara to follow the Committee's direction. All grants would clear through the Committee before being presented to the Council for authorization. This Committee was to study the accounting procedures necessary for each grant and the sources of matching funds. Accounting for each type of grant usually involves different procedures, forms, agree- ments, terms, etc. Then she was to follow the Committee's authorized accounting procedures and keep track of expenditures and bill for grant reimbursement. The Committee never came into being and the work was assigned to Clara. At this time Clara spends approximately 85% of her time on grant record- keeping, encompassing grants from a dozen different Federal Agencies and State Agencies each with its' own general requirements for maintaining the grant's financial records. She determines which method of displaying fiscal data will best meet the requirements of the grant and document the activity. She performs audits of third party contractors as part of her work. She is also required to rework grant records already closed as far back as 1972 to prepare for audits or to acquire necessary documentation so disallowed claims against those grants can be submitted. She also 41 0occasionally must develop record keeping methods on her own volition. For example during the Mt. St. Helens eruption she designed a method to designate contractors equipment and employees' time based on activity before F E M A guidelines were established and she also designed a form to account for penalities assessed against a contractor by the City in the sewer plant expansion pending the outcome of litigation. Ilk Page 2 Additionally Clara is responsible for explaining the reason for any claim made against a grant based on her records to grant agency auditors410 Clara's documentation is frequently referenced in the auditors' reports. The remaining 15% of Clara's time is spent doing special assignments at the request of the Accounting Manager or the Finance Director. These duties can also encompass some of her former position's duties and re- Alh sponsibilities. 10. The Grant Coordinator must deal with Federal and State Officials, City Supervisors, contractors and employees. She works with limited super- vision, organizing her own work for accomplishment. A salary survey was conducted however there was not a similar position in other public jurisdictions. In comparison to City positions I feel this position is somewhat similar to the Financial Coordinator who must interpert a variety of State and Federal general guidelines to payroll situations, deal with a variety of public officals, employees and the public and operates with limited supervision. The main differences are in 1) Supervision where the Financial Coordinator performs a functional level of supervision and the Grant Coordinator does not and: 2) Assets which deals with the opportunity for achieving economies and preventing losses. The minimum requirements of t e proposed Grant .Coordinator position and the Financial Coordinator are similar. In addition to Accounting Technicians, the City also employs professional Accountants who must possess a four year college degree as a minimum requirement for the position. While the college requirement is recognized as a bonafide occupational requirement for Accountant by the State Human Rights Commission and the professional accounting community, there is still a delay in fully uti- lizing a professional Accountant. Even after filling an Accountant level position, the orientation to government accounting methods and specifically the BARS system of Washington State has restricted the professionals' effec- tiveness for the first three months of their employment. The establishment of the Grant Coordinator position would provide a career ladder to a professional level position by allowing a person with less formalized education to become familar with the State's Accounting system and qualify for the education reimbursement program. By obtaining furthe ''- education, the Grant Coordinator could qualify promotionally for AccountAlp. The City would then acquire a professional already oriented to government' accounting. I recommed the establishment of this position and the reclassification of Clara Sanders from an Accounting Technician (12.5) to a Grant Coordinator (14.5).
