AN ORDINANCE relating to City government personnel; spedifying
the salaries and fringe benefits for the Mayor and
other City Council members; enacting Section 2.20.
094 as a new Section, and repealing Sections 2.20.
411 093 and 2.20.095, all of the City of Yakima Municipal
Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 2.20.094 is hereby enacted as a new
section of the City of Yakima Municipal Code to read as follows:
"2.20.094 Salary of Mayor and Councilmembers -- Fringe
Benefits.
A. Salary of Mayor. The Mayor shall be paid a salary
computed on a monthly basis, but paid quarterly. The salary
of the Mayor for the two year term commencing January 1, 1982
410 and for the two successive terms, shall be as follows:
Term Commencing Salary per Month
January, 1982 $500.00
January, 1984 $570.00
January, 1986 $650.00
B. Salaries of Councilmembers. Councilmembers shall
be paid salaries computed on a monthly basis, but paid
quarterly. The salaries for Councilmembers elected to take
office for the terms commencing January 1, 1982, 1984 and
1986 shall be as follows:
Term Commencing Salary per Month
January, 1982 $250.00
January, 1984 $285.00
'January, 1986 $325.00
C. Fringe Benefits. Commencing January 1, 1982, members
of the City Council, including the Mayor, shall receive no
compensation for serving as Mayor or Councilmember other than
the salary provided by Sub Section A and B of this Section,
and the following additional benefits, which are hereby auth-
orized:
1. Reimbursement for expenditures as provided by
Section 2.20.086 of this Chapter;
2. Protection of a $5,000 life insurance policy,
with the premium fully paid'by the City;
3. Protection of Workmen's Compensation Insurance
coverage under the State Industrial Insurance system;
411 4. Protection by a policy of insurance known
variously as professional liability insurance or errors
and omission insurance, covering Council members acting
in their official capacity, with coverage in the same
amount as obtained from time to time for the protection
of other City officers and employees, with the premium
fully paid by the City;
5. Payment by the City of its portion of Social
Security payroll tax on earnings of Council members; and
any other benefits expressly required by applicable laws."
Section 2. Sections 2.20.093 and 2.20.095 of the City of
Yakima Municipal Code are hereby repealed, effective January 1,
1982; provided, the provisions of Section 2.20.095 of the City
of Yakima Municipal Code applicable to incumbent Council members
who are precluded by law from a salary increase or decrease

during their term of office shall remain in effect as to those
Council members for such time as required by law, until provi-
sions of Section 2.20.094 of the City of Yakima Municipal Code,
enacted by this ordinance, are applicable.
Section 3. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as pro-
vided by law and by the City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this
day of October, 1981.

General Observations:

ayor within the Council structure and would like to make the following
observations:

d. The CRC is concerned that a precedent may have been set by the slow
expansion of the mayor's job. We are concerned that in the future,
know one may have the desire or time to devote to the job of mayor
as it is being presently expended. Because of.this, we would like to
encourage that the mayor's job responsibilities he voluntarily reduced
i n scope.
e. Present and past Council Members(for one reason or another) have
seemed to have forced more and more work on the mayor. Council Members
must assume their share of the work and responsibilities in the city.
f. The.CRC is also concerned with the confusion exibited by citizens
at times regarding the role of Mayor and City Because of the
expansion of the role of the mayor, at times it appears to the public
that the mayor, and not the city manager, runs the city. We would like
the city manager to be looked upon as the overall manager or city
functionS, which should enhance his contact with the public.
g. We are also concerned that the mayor hears the costs for most (ir not
all) of the ceremonial gifts, etc: presented to visitors. Some solution
has to be found to this problem.

Recommendations from the committee to the Council (Can be accepted by general
consensus)
1. That this committee be authorized to discuss with the Visitors & Con-
vention Bureau the possibilities of setting-up an annual promotion fund
(using City monies) to help finance the costs (previously paid by the
mayor) for ceremonial gifts For visi tors and other special celebrations.

city /community events.
