Council: Mayor Kathy Coffey, presiding, Assistant Mayor Dulce Gutierrez, Councilmembers

2. Pledge of Allegiance
Mayor Coffey led the Pledge of Allegiance.
3. Interpreter Services
Mayor Coffey introduced Jorge Villasenor who announced interpreter services are available.
4. Open Discussion for the Good of the Order
A. Presentations / Recognitions / Introductions
Henry Beauchamp Community Center history
Senior Assistant City Attorney Sara Watkins introduced Intern Karla Villanueva,
who provided a report on the Henry Beauchamp Community Center history.
5. Council Reports
A. Council Economic Development Committee report
Councilmember White reported on the recent Council Economic Development Committee
meeting. MOTION: Gutierrez moved and White seconded to appoint Cousens to the
Community Pride Group. The motion carried by unanimous vote.
B. Council Public Safety Committee report
Assistant Mayor Gutierrez provided a report on the Council Public Safety Committee meeting.
MOTION: Gutierrez moved and Cousens seconded to direct staff to invite Yakima
School District Board Chair President Raymond Navarro and Superintendent Trevor
Greene to the study session on Safe Routes to Schools on August 29th. The motion
carried by unanimous vote.
Councilmembers asked about a cleanup on Naches Avenue. City Manager Moore confirmed a
cleanup took place and all items removed were deemed abandoned. Councilmember Hill
thanked staff for their work on this issue.

6. Consent Agenda
Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. Item 10 (now 60) and item 11
(now 6P) were added to the consent agenda, and item 6D (now 9) was removed from the
consent agenda and placed under Department Items, which renumbered the agenda. The City
Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on
the Consent Agenda are handled under one motion without further discussion—see motion
directly below.)
MOTION: Gutierrez moved and Mendez seconded to approve the consent agenda.
The motion carried by unanimous vote.
A. Approval of the minutes from the August 5, 2019 City Council regular meeting

C. Approve payment of disbursements for the period July 1 - 31, 2019.

RESOLUTION NO. R-2019-077, A RESOLUTION ratifying an application for a grant from
the United States Department of Justice, Bureau of Justice Administration, Edward Byrne
Memorial Justice Assistance Grant Program and authorizing an interlocal agreement with
Yakima County
H. Resolution authorizing a professional services contract for inmate health care
services with Kite Med Consultants, LLC
RESOLUTION NO. R-2019-078, A RESOLUTION authorizing a professional services
contract for inmate health care services with Kite Med Consultants, LLC
Resolution authorizing Yakima Police Management Group (Teamsters Local #760)
Collective Bargaining Agreement for 2019-2020
RESOLUTION NO. R-2019-079, A RESOLUTION authorizing the City Manager to execute
a collective bargaining agreement between the City of Yakima and the Yakima Police
Management Group (Teamsters Local 760) for January 1, 2019 - December 31, 2020.
J. Resolution authorizing an agreement with Health Care Authority for the Washington
State Healthy Transitions Project

RESOLUTION NO. R-2019-080, A RESOLUTION authorizing an agreement with Health
Care Authority, in the amount of $299,988 to develop a program to assist individuals suffering
from mental health and other issues.
K. Ordinance amending the City of Yakima Municipal Code Chapter 11.62.040,
Yakima Historic Preservation Commission
ORDINANCE NO. 2019-017, AN ORDINANCE amending the City of Yakima Municipal
Code Section 11.62.040 Yakima historic preservation commission.
L. Ordinance adopting the City Council's decision on a rezone application submitted
by Triumph Treatment Services for property at 2708 Jerome Avenue
ORDINANCE NO. 2019-018, AN ORDINANCE rezoning parcel 181314-34426 from Two -
Family Residential (R-2) to Multi -Family Residential (R-3) and amending the Zoning Map of
the City of Yakima.
M. Ordinance amending a development agreement with Enterprise for Progress in the
Community (EPIC) to increase the maximum building height allowed for the Triumph
Treatment Services campus at 600 Superior Lane from 24 feet to 35 feet
ORDINANCE NO. 2019-019, AN ORDINANCE authorizing an addendum, herein referred to
as "Addendum 1" made and entered into by and between the City of Yakima, a Washington
municipal corporation, herein referred to as "City" and Enterprise for Progress in the
Community, a Washington non-profit corporation, herein referred to as "EPIC" to amend
Section 4 of the 1998 Development Agreement originally approved under Ordinance No. 98-
53.
N. Resolution authorizing an airport use agreement with the United States Air Force, to
lease property located at 2012 S. 16th Avenue to support the 2019 Mobility
Guardian military exercise
RESOLUTION NO. R-2019-081, A RESOLUTION authorizing the City Manager to execute
an airport use agreement with the United States Air Force, to lease property adjacent to 2012
S. 16th Avenue to support the 2019 Mobility Guardian military exercise.
O. Resolution authorizing an agreement with the Washington State Patrol to provide
Automated Biometric Identification System (ABIS) services
RESOLUTION NO. R-2019-082, A RESOLUTION authorizing an Agreement with the
Washington State Patrol to provide the Yakima Police Department with Automated Biometric
Identification System (ABIS) services that read, classify, match and store fingerprints, as well
as maintain information based on fingerprint identification.
P. Resolution authorizing a renewal of the Tourism Promotion Area Administration
Agreement with Yakima Valley Tourism
RESOLUTION NO. R-2019-083, A RESOLUTION authorizing a renewal of the Yakima
Tourism Promotion Area Administration Agreement with the Yakima Valley Visitors and
Convention Bureau.
Public Comment
Jerry Mellen, City resident, shared his concerns about the City's budget and suggested selling
property the city owns to reduce debt and increase the City's credit rating.
Liz Hallock, City resident, encouraged the Police Department to hire a hate crime

coordinator.
PUBLIC HEARINGS
8. Final public input meeting on the 2018 Consolidated Annual Performance Evaluation Report
(CAPER)
Community Development Director Joan Davenport briefed Council on the issue and stated no
action is necessary other than the public hearing. Mayor Coffey opened the public hearing.
City resident Tony Courcy spoke about various issues. Mayor Coffey closed the hearing.
DEPARTMENT ITEMS
Consideration of a letter of support for a Request for Proposal (RFP) process for Ambulance
Services
Councilmember Funk asked questions about the process, which Chief Markham answered.
MOTION: Gutierrez moved and Hill seconded to approve the agenda item. MOTION:
Funk moved to amend the motion to say that we need to have input on the proposed changes
from ER physicians, paramedics and fire department EMT's. The motion to amend died for
lack of a second. After Council discussion, the motion carried by unanimous vote.
10. 2nd Quarter 2019 Capital Improvement Projects Report
Acting Chief Engineer Bob Desgrosellier briefed Council on the 2nd Quarter Capital
Improvement Projects report. MOTION: Gutierrez moved and Cousens seconded to
accept the report. The motion carried by unanimous vote.
11. Review of unauthorized vehicles, Chapter 9.47 of the Yakima Municipal Code
Senior Assistant City Attorney Brooke Goosman briefed Council on the item. After Council
discussion, MOTION: Gutierrez moved and Cousens seconded to direct staff to
create options on further defining "substantial." The motion carried by a 4-3 vote with Hill,
White and Coffey voting no.
City residents Doug Lemon and Reed Pell encouraged Council to develop a more stringent
ordinance.
MOTION: Hill moved and Funk seconded to direct staff to draft an ordinance modeled
after the Coulee City ordinance on unlicensed vehicle parking. The motion carried by
unanimous vote.
12. Ordinance amending City of Yakima Municipal Code Chapter 6.20.280 Barking dogs
Assistant City Attorney Jeffrey Schapp and Code Administration Manager Joe Caruso briefed
Council on the proposed ordinance. The City Clerk read the ordinance by title only.
Geoff Baker, speaking on behalf of Wags to Riches, discussed their no -kill shelter and made
suggestions to the ordinance.
MOTION: Funk moved and White seconded to adopt the ordinance as amended. The
motion failed by a 4-3 vote, Coffey, Hill, Mendez and Cousens voting no.

13. Discussion related to parliamentary training
City Manager Moore discussed scheduling parliamentary procedure training in conjunction
with a similar training through Yakima Valley Conference of Governments. It was Council
consensus for staff to move forward with scheduling.
14. Other Business
Councilmember Hill shared his concerns about the definition of temporary as it relates to the
shelter site near the Wastewater Treatment Plant and would like to add a discussion on this
topic to a future agenda, which was approved by Council consensus.
Councilmember Hill advised he would like to add a discussion item to the next agenda
regarding the Council's committee structure. After discussion, MOTION: Hill moved
and Cousens seconded to have a discussion about the current committee structure
utilized by the Council and possible modifications to that structure be added to the
Council's September 3rd regular meeting agenda. The motion carried by a 4-3 vote with
Gutierrez, Coffey and Funk voting no.
A. Oath of Office for Interim City Manager Cynthia Martinez
Mayor Coffey thanked City Manager Moore for his outstanding leadership over the last three
years. City Manager Moore thanked Mayor Coffey for the kind recognition and stated what an
honor it has been to serve Yakima. Mr. Moore also noted that Cynthia Martinez has recently
received an outstanding service award for the year by the Washington State Association of
Municipal Attorneys and is an excellent choice for the role of Interim City Manager. City Clerk
Sonya Claar Tee administered the oath of office to Interim City Manager Cynthia Martinez.
15. Adjournment
MOTION: Gutierrez moved and Cousens seconded to adjourn to a Council special
meeting on August 27, 2019, at 5:30 p.m. in the Council Chambers at City Hall. The
motion carried by unanimous vote. The meeting adjourned at 7:46 p.m.
