HomeMy WebLinkAbout1979-2291 HUMAN RELATIONS COMMISSION ORDINANCE NO ;2:9i AN ORDINANCE relating to city government administration; abolish- ing the Human Relations Commission and re-creating a Human Relations Commission and specifying the number of members and their terms of office; pro- • viding for the reorganization of the Human Relations Commission and specifying the frequency of meetings; amending Section 1.30.010 and Subsections 1.30.020 A, 1.30.030 A and 1.30.030 B of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 1.30.010 of the City of Yakima Municipal Code is hereby amended to read as follows: "1.30.010 Created--Members. A. Effective June 1, 1979, there is hereby created 0 a Human Relations Commission of the City of Yakima to consist of seven members of various racial, religious and ethnic backgrounds, who shall be representative of, the citizens of Yakima as to age, sex and economic status, and who shall serve without compensation. The Community Relations Officer of the City of Yakima shall be an ex- officio member and administrative assistant to the com- mission, but shall not be entitled to vote 6n any matter voted on by the commission. B. Previous commission abolished. The Human Rela- tions Commission existing prior to June 1, 1979, is hereby abolished; provided, the provisions of various sections and subsections'of this chapter relating to the organization, functions and duties of the Human— Relations Commission and its members shall continue in full force and effect, and shall be applicable to the Human Relations Commission created by Subsection A of this section, except as any of those sections or subsections are amended by provisions to be implemented on or after June 1, 1979." Aft Section 2. Subsection 1.30.020 A of the City of Yakima Muni- cipal Code is hereby amended to read as follows: "1.30.020 Terms of office. A. Initial terms. At the first regular meeting of the commission held after June 1, 1979, the initial terms of membership shall be determined by lot, with the terms of two members to expire each year on the anniversary date of their original appointment, until the expiration of the four year term of the one final member." Section 3. Subsection 1.30.030 A of the City of Yakima Muni- cipal Code is hereby amended to read as follows: "1.30.030 Meetings--Organization. A. Organization. Within thirty days after the initial appointment of commission members made after June 1, 1979, they shall meet, organize and elect a chairman and such other officers as they deem neces- sary to perform the duties and functions of the com- mission. Four members of the commission shall consti- tute a quorum and a majority vote of members present shall be necessary for any official action to be taken by the commission." Section 4. Subsection 1.30.030 B of the City of Yakima Muni- cipal Code is hereby amended to read as follows: "1.30.030 Meetings--Organization. B. Frequency of meetings. Commencing with the calendar year 1980, the commission shall hold at least one meeting during each of any nine months, to be selected by the commission, during every calendar year. During the balance of the calendar year 1979, the commission shall meet as frequently as is deemed necessary and desirable by the commission to organize itself and to perform its functions and duties in accordance with provisions of this chapter." Section 5. This ordinance shall be in full force and effect thirty days after its passage, approval and publication as pro- vided by law and by the City Charter.
