HomeMy WebLinkAbout1979-2298 REGULATING USE OF PUBLIC & PRIVATE SEWERS & DRAINS & THE DISCHARGE OF WATERS & WASTES INTO PUBLIC SEWER SYSTEM 410 ORDINANCE NO. c v ° 2 9 AN ORDINANCE relating to public services and utilities; regulating . the use of public and private sewers and drains and the discharge of waters and wastes into public sewer systems; and amending Subsection 7.62,020 D,_7.62.040 H, 41/ 7.62.050 A, 7,62.050 B, and 7.62.050 C, all of the City • of Yakima Municipal Code, • BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Subsection 7.62,020 D of the City of Yakima Municipal Code is hereby amended to read as follows: • "7,62.020 Use of public sewers required. D, The owners of all houses, buildings, or properties used for human occupancy, employment, recreation, or other purposes, and abutting on any street, alley, or right-of- way in which there is now located or may in the future be located a public sanitary sewer of the City of Yakima, are 111 hereby required at the owners' expense to install suitable toilet facilities therein, and to connect such facilities directly with the proper public sewer in accordance with the provisions of this ordinance, within ninety (90) days after date of official notice to do so, provided that said public sewer is within two hundred (200) feet of the proper- . ty line." Section 2. Subsection 7.62.040 H of the City of Yakima Municipal Code is hereby amended to read as follows: "7.62.040 Building sewers and connections. H. No person shall make connection of roof downspouts, foundation drains, areaway drains, or other sources of surface runoff or groundwater to a building sewer or build- ing drain which in turn is connected directly or indirectly to a public sanitary sewer." Section 3, Subsection 7.62,050 A of the City of Yakima Municipal Code is hereby amended to read as follows: i"7,62.050 Use of public sewers. A. No person shall discharge or cause to be discharged any unpolluted waters such as stormwater, groundwater, • roof runoff, subsurface drainage, or cooling water to any sewer." Section 4. Subsection 7.62,050 B of the City of Yakima Municipal Code is hereby amended to read as follows: 411 "7.62.050 Use of public sewers. B. Stormwater and all other unpolluted drainage shall be discharged to such sewers as are specifically desig- nated as storm sewers or to a natural outlet approved.by the Director of Public Works and other regulatory agencies, 111 Unpolluted industrial cooling water or process waters may be discharged, on approval of the superintendent, •to- a storm sewer or natural outlet." • Section 5, Subsection 7,62,050 C of the City of Yakima Municipli, Code is hereby amended to read as follows: "7,62,050 Use of public sewers, C. (1) No person shall discharge or cause to be discharged any of the following described waters or wastes IP to any public sewers, storm drains or ditches; 1, Any gasoline, benzene, naptha, fuel oil, or other flammable or explosive liquid, solid, or gas, 2, Any waters containing toxic or poisonous solids, liquids, or gases in sufficient quantity, either singly or by interaction with other wastes, to injure or interfere with any waste treatment process, constitute a hazard to humans or animals, create a public nuisance, or create any hazard in the receiving waters of the wastewater treat- ment plant, Any waters or wastes having a pH lower than 5,5 or tigher than 9.0, or having any other cor- rosive property capable of causing damage or hazard to structures, equipment, and personnel of the wastewater works. 4. Solid or Viscous substances in quantities or of such size capable of causing obstruction to the flow in sewers, or other interference with the proper operation of the wastewater facili- ties such as, but not limited to, ashes, bones, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, un- ground garbage, whole blood, paunch manure, hair and fleshings, entrails and paper dishes, cups, milk containers, etc,, either whole or ground by garbage grinders. (2) Septic tank or sewage treatment sludge accidentally spilled shall be contained, pumped into a vehicle and trans- ported to the assigned disposal site; provided, any spilled materials which pose an immediate danger to the public and cannot be handled in some other manner may be discharged to storm or sanitary sewers by the authority of the Director of Public Works, a police officer, a fire marshal, or fire inspector or firefighter, or other government officer or employee engaged in public safety or emergency services, or who otherwise has jurisdiction over the area where the spill occurs." Section 6. This ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided by law and by the City Charter.
