AN ORDINANCE relating to funds and accounts; creating an "Employee
Health Benefit Claim Fund" and an "Employee Health
Benefit Reserve Fund", declaring the purposes there-
of, specifying the source of funds thereto and pro-
111 viding for expenditures therefrom; enacting Chapter
3.09, "Employee Health Benefit Claim Fund", and
Chapter 3.10, "Employee Health Benefit Reserve
Fund", and various sections thereof, as new chapters
and new sections of the City of Yakima Municipal Code.
BE IT ORDAINED. BY THE CITY OF YAKIMA:
Section 1. Chapter 3.09, "Employee Health Benefit Claim Fund",
and Sections 3.09.010, 3.09.020 and 3.09.030 thereof, are hereby
enacted as a new chapter and new sections of the City of Yakima
111 Municipal Code to read as follows:
"Chapter 3.09
EMPLOYEE HEALTH BENEFIT CLAIM FUND
3.09.010 Fund created--Purpose. There is hereby
created a fund to be known as the 'Employee. Health Benefit
Claim Fund', into which fund there shall be placed from
time to time such amounts of money from the 'Employee Health
Benefit Reserve Fund' as the City Treasurer determines
from time to time to be necessary to pay allowable medical
and dental costs incurred by persons covered by the City's
Employee Health Benefit Plan.
3.09.020 Source of funds. The source of funds
for the Employee Health Benefit Claim Fund shall consist
only of money transferred thereto from the Employee Health
Benefit Reserve Fund.
3.09.030 Expenditures. Expenditures may be made

from the Employee Health Benefit Claim Fund by warrants
drawn against such fund by the Great West Life Assurance
Company only for the purposes specified in Section
3.09.010 of this chapter; provided, that the signature
of the City Director of Finance shall be also required
on any single warrant for an amount in excess of $5,000;
provided, further, that if during any calendar month the
total of all warrants drawn against the fund exceeds the
sum of $30,000, then the signature of the City Director
of Finance shall be also required on all warrants for
expenditures made during that month in excess of that
cumulative monthly amount."
Section 2. Chapter 3.10 "Employee Health Benefit Reserve Fund",
and Sections 3.10.010, 3.10.020 and 3.10.030 thereof, are hereby
41V enacted as a new chapter and new sections of the City of Yakima
Municipal Code to read as follows:

"Chapter 3.10
EMPLOYEE HEALTH BENEFIT RESERVE FUND
3.10.010 Fund created--Purpose. There is here-
by created a fund to be known as the Employee Health
Benefit Reserve Fund. The purpose of such fund shall
be for the transfer of money from that fund to the
Employee Health Benefit Claim Fund in order to pay
medical and dental costs incurred by persons covered
by the Employee Health Benefit Plan of the City, and
to pay expenses incurred in connection with administer-
ing that plan.
3.10.020 Source of funds.
A. All money to be refunded to the City by the
Great West Life Assurance Company on account of the
termination of insurance policies existing on the
effective date of this chapter with that company shall
be deposited in the Employee Health Benefit Reserve
Fund.
B. All money to be applied to pay for the bene-
fits to employees covered by the Employee Health Benefit
Plan, and to otherwise finance the administration of
that plan, whether that money be paid directly by the
City or deducted from employees' salaries or wages,
shall be deposited in the Employee Health Benefit
Reserve Fund.
C. Money designated by the City Council from any
other available source for the purpose of paying for
benefits under, or financing the administration of,
the Employee Health Benefit Plan also shall be deposited
in the Employee Health Benefit Reserve Fund.
3.10.030 Expenditures. No expenditure shall be
made from the Employee Health Benefit Reserve Fund unless
the City Council shall approve such expenditure by enact-
ing an ordinance appropriating money within that fund
for the purpose for which the expenditure is to be made,
or by including an appropriation for such purpose in
the budget."
Section 3. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as provided
by law and by the City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this .24 day
