1. Roll Call
Council: Mayor Kathy Coffey, presiding, Assistant Mayor Dulce Gutierrez, Councilmembers
Holly Cousens, Kay Funk, Brad Hill, Carmen Mendez and Jason White
Staff: City Manager Cliff Moore, City Attorney Jeff Cutter and City Clerk Sonya Claar Tee
2. Pledge of Allegiance
Mayor Coffey led the Pledge of Allegiance.
3. Interpreter Services
Mayor Coffey introduced Jorge Villasenor who announced interpreter services are available.
4. Open Discussion for the Good of the Order
A. Proclamations
i. National Health Center Week proclamation
Mayor Coffey proclaimed the week of August 4-10, 2019 as National Health Center Week
and Anita Monoian, CEO of Yakima Neighborhood Health Services, accepted it.
B. Presentations/ Recognitions/ Introductions
i. Gang Reduction Intervention Task Force (GRIT) update
Senior Assistant City Attorney Sara Watkins provided an update and PowerPoint on the Gang
Reduction Intervention Task Force's final report, which was set up and funded by the
Governor's Gang Proviso money. She reported currently there is no funding to continue this
program; however, there are two pending grant funding requests and hopes the Steering
Committee will be on the lookout for other grant opportunities.
Earl Lee, City resident, talked about his gang related programs and feels the best way to deal
with gangs is through communication. William Chichenoff, City resident, shared his concerns
with gang activity.
C. Appointments to Boards, Commissions and Council Committees
i. Appointments to Boards & Committees
MOTION: Mendez moved and Cousens seconded to appoint Dawn Noel King to the

Historic Preservation Commission. The motion carried by unanimous vote.
5. Council Reports
A. Ad Hoc Homeless Facility Review Committee Summary Report
Senior Assistant City Attorney Sara Watkins and Mayor Coffey provided a report from the Ad
Hoc Homeless Facility Review Committee and thanked all the contributors. K4a. Watkins stated
the Committee recommends the following ho the City Council:
1. The subject site has limitations, but the City should proceed with o process todetermine
interest from the housing provider community in a housing project for this location.
2. Once the land use appeal has been resolved, the City may begin the procurement
process within 80 days from the |8vvSuit settlement.
3. The potential facility may be more than @ low barrier shelter and should include some
transitional housing and some support services with outreach or case management. The
program specifics would b8 vetted in public process.
4. When selecting a future partner, the City Council is encouraged to give priority to an
agency/business that has a proven track record Df maintaining and operating facility
plans.
After Council discussion,
MOTION: Coffey moved and Gutierrez seconded to have amtmdy session in regards
to the homeless facility. The motion carried bv unanimous vote.
B. Council Partnership Committee report
COunCi|n|ennber Mendez reported on the Partnership Committee meeting uf July 19. 301S.
C. Council Healthy Communities and Neighborhood Building Committee report
Councilmember Hill reported on the Healthy Communities and Neighborhood Building
Comnnittee meting OfJuly 18, 2018.
0. Consent Agenda
Mayor Coffey referred to the items placed onthe Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(items nO the Consent Agenda are handled under one motion without further discussion—see
motion directly be|ow.)
MOTION: Gutierrez moved and Cousmns seconded to approve the consent agenda.
The motion carried by unanimous vote.
A. Approval of the minutes from the July 16, 2019 City Council regular meeting, July
23, 2019 City Council special meeting and July 30, 2019 City Council study session
B. Accept Council Committee minutes
C. 2O192nd Quarter Accounts Receivable Status Report
D. Set September 3, 2019, as the public hearing date to consider the Yakima Planning

Commission's recommendations on five (5) Comprehensive Plan map amendments
and concurrent Rezone applications
E. Resolution authorizing Professional Services Contract for property and casualty
insurance broker and risk management services with PayneWest Insurance, Inc.
RESOLUTION NO. R-2019-073,A RESOLUTION authorizing a Professional Services
Contract for property and casualty insurance broker and risk management services with
PayneWest Insurance, Inc.
F. Resolution authorizing a sole source purchase for goods and services from e3
Solutions Inc. to upgrade the Yakima Air Terminal-McAllister Field's Honeywell
access control system to the City's standard access control platform including future
upgrades and additions for the Yakima Air Terminal-McAllister Field and other
departments
RESOLUTION NO. R-2019-074,A RESOLUTION authorizing a sole source purchase for

G. Resolution approving an interlocal agreement with the U.S. Department of the Army

the U.S. Department of the Army for a one-year license to use the Yakima Training Center
Military Reservation for training purposes
H. Ordinance amending the Water Division Bulk Water Use Yakima Municipal Code
Section 7.68.251
ORDINANCE NO. 2019-016,AN ORDINANCE amending Yakima Municipal Code section
7.68.251: Bulk Rate.
7. Public Comment
Matt Lunstrum, City resident, shared his concerns about the Yakima School District Board.
PUBLIC HEARINGS
8. First public input meeting on the 2018 Consolidated Annual Performance Evaluation Report
(CAPER)
ONDS Manager Archie Matthews briefed Council on the 2018 Consolidated Annual
Performance Evaluation Report and stated it will be brought back for a second public input
meeting at the August 20 Council meeting.
Mayor Coffey opened the public hearing and, with no one coming forward to speak, closed the
hearing.
9. Closed record public meeting to consider the Hearing Examiner's recommendation regarding a
rezone application submitted by Triumph Treatment Services for property at 2708 Jerome
Avenue

Associate Planner Eric Crowell briefed Council on the item. Mayor Coffey opened the public
hearing and, with no one coming forward to speak, closed the hearing.
MOTION: Gutierrez moved and Mendez seconded to approve the rezone. The motion
carried by unanimous vote. Mayor Coffey announced this will be brought back as an ordinance
at the next Council meeting.
DEPARTMENT ITEMS
10. 2019 2nd Quarter Financial Report
Finance & Budget Director Steve Groom briefed Council on the 2nd Quarter Financial Report.
11. Ordinance repealing City of Yakima Municipal Code Chapter 9.25 Cruising Control
Senior Assistant City Attorney Bronson Faul introduced the item. After Council discussion,
MOTION: Cousens moved and White seconded to table this item until the first
meeting in September. The motion carried by unanimous vote.
Rhonda Cook, City resident, shared her support for repealing the cruising ordinance.
12. Resolution expressing the City Council's intent to adopt legislation authorizing the imposition of
the maximum capacity available from the City's annual taxable retail sales and use tax, as
provided for in Substitute House Bill 1406 effective July 28, 2019, to be used for the provision
of affordable housing opportunities within the City
City Attorney Jeff Cutter briefed Council on the resolution. The City Clerk read the resolution
by title only.
MOTION: Funk moved and Cousens seconded to adopt the resolution. The motion
carried by unanimous vote.
RESOLUTION NO. R-2019-076,A RESOLUTION expressing the City Council's intent to
adopt legislation authorizing the imposition of the maximum capacity available from the City's

13. Other Business
Councilmember Hill stated they received a request from Russ Mazzola for a resolution asking
all members of our community to recognize Veterans Day at the 11th hour of the 11th day of the
11th month by a cessation of speech and movement for one minute at 11 a.m. After Council
discussion, it was Council consensus to bring this back as a proclamation at
the November 5, 2019 Council regular meeting agenda.
Councilmember Hill stated the Council previously agreed to have parliamentary training after
the new councilmember election results were certified. MOTION: Hill moved and Mendez
seconded to add a discussion of the proposal for parliamentary procedure training to
the August 20 agenda. The motion carried by unanimous vote.
Councilmember White reported on an art project at North 6th Street and Lincoln.
Councilmember Cousens reported a delegation from our Sister City, Hadong County, will be in
Yakima for the Sunfair Parade.

14. Adjournment
MOTION: Gutierrez moved and Mendez seconded to adjourn to the next Council
regular meeting on August 20, 2019, at 5:30 p.m. in the Council Chambers at City Hall,
The motion carried by unanimous vote. The meeting adjourned at 7:30 p.m.
