AN ORDINANCE of the City Council of the City of
Yakima, Washington, providing for the submission
to the qualified electors of the city at a spec-
ial election to be held November 6, 1979, of the
proposition of whether or not the city should
issue its general obligation bonds in the
aggregate principal amount of $3,500,000 for
the purpose of providing funds to acquire, con -
struct and improve parks and recreation facili-
ties for the city.
WHEREAS, it is deemed necessary and advisable by the City
Council of the City of Yakima, Washington (the "City"), that the
City make certain capital improvements to the parks and recrea-
tion facilities of the City; and
WHEREAS, in order to provide funds to pay the cost thereof
it is deemed necessary and advisable that the City issue and sell
its general obligation bonds in the aggregate principal amount of
$3,500,000; and
WHEREAS, the Constitution and laws of the State of Washington
provide that the question of whether or not the City may issue
such bonds for such purpose must be submitted to the qualified .
electors of the City for their ratification or rejection;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the
City of Yakima, Washington, as follows:
Section 1. It is hereby found and declared that the welfare
of the inhabitants of the City requires the City to acquire,
construct and improve parks and recreation facilities for the
City as follows:

Construct and install picnic facility /shelter,
tennis lights, sports complex and restroom

Acquire recreation /park complex

3. Gardner Park
Construct and install fencing, area lighting,
automatic irrigation, landscaping, picnic
facility/shelter, parking, multi-purpose court
and wading pool
4. Irrigation Systems
Construct and install automatic irrigation systems
at Elks Park, Fisher Golf Course, Franklin Park,
Gilbert Park and Kiwanis Park

5. Chesterley Park (40th & River Road)
Construct and install ballfields, soccer fields,
irrigation system, parking lots, restrooms and
playground and do necessary grading
6. Randall Park
Construct and install ballfield and soccer field '
complex, landscaping, fencing, lighting, parking,

,playgrounds and irrigation system and well and do
necessary grading
7. Neighborhood Parks
Acquire neighborhood parks in Neighborhoods 7, 9,
11 and 19.
8. • Greenway Park
Acquire park lands along the Yakima River
9. Gailleon Park
Construct and install irrigation, landscaping, play-
ground and picnic area
10. Franklin Park
Construct and install restrooms and wading/spray pool
11. Lions Park
Construct and install pool cover and multi-purpose
Court
2. Milroy Park
Construct and install picnic shelter
13. Miller Park
Construct and install picnic shelter
14. Elks Park
Construct and install picnic shelter and cover irrigation
ditch
15. Landscaping

Install landscaping at Kiwanis Park and Walter Ortman
Parkway

16. Parking Lot Surfacing
111 Surface parking lots at Elks Park, Kiwanis Park and
Randall Park
17. Energy Conservation
Install solar heaters at Miller, Washington, Franklin
0 and Eisenhower Pools and install heat pump at Lions Pool
• Certain of such improvements are more fully set forth in
the. City of Yakima Park and Recreation System Plan now on file
with th e City. The foregoing improvements shall be made with such
changes of the details thereof as the City Council shall approve.
To provide funds to pay the cost thereof, the City shall
• issue and sell its general obligation bonds in the aggregate
0 principal amount of $3,500,000. The balance of the cost of said
• improvements, if any, may be paid out of any moneys which the
City now has or may later have on hand which are legally available
and authorized by the City Council to be expended for such purposes
and out of any State of Washington or federal grants of money
received for such purposes. None of said bond proceeds shall be
used for the replacement of equipment or for any other than a
capital purpose.
In the event the proceeds of the sale of said bonds, plus any
or all of the other moneys above-described, are insufficient to make
all of the capital improvements hereinbefore provided for, the City
411 shall use the available funds for paying the cost of those improve-
ments deemed most necessary and in the best interests of the City by
the City Council.
Section 2. Said bonds shall be sold at such time or times as
deemed necessary and advisable by the City Council and as permitted
y law, shall bear interest at a rate of not to exceed the maximum
rate permitted at the time said bonds are sold, and shall mature
sc4ially within 20 years from date of issue. Both principal of

and interest on said bonds shall be payable by annual levies in
excess of regular property tax levies to be made upon all the
taxable property within the City. The exact date, form, terms
and maturities of said bonds shall be as hereafter fixed by the
City Council.
Section 3. It is hereby found and declared than an emergency
exists requiring the submission to the qualified electors of the
City of the proposition of whether or not the City shall issue
said general obligation bonds for their ratification or rejection
at a special election to be held therein on November 6, 1979.
The Yakima County Auditor is hereby requested to call and
conduct said special election to be held within the City on said
date and to submit to the qualified electors of the City the
proposition hereinafter set forth. The City Clerk is hereby
authorized and directed to certify said proposition to said
Auditor in the following form:

YAKIMA PARK & RECREATION BONDS, $3,500,000
To acquire and develop new, and improve existing,
parks and recreation facilities of the City, including
ball fields, soccer fields, playgrounds, picnic facili-
ties, fencing, lighting, irrigation and other facilities,
shall the City of Yakima, Washington, issue $3,500,000
of general obligation bonds payable, both principal and
interest, out of annual property tax levies in excess
of regular levies, maturing within twenty years from
date of issue?

The City Clerk is hereby authorized and directed to deliver
a certified copy of this ordinance to the Yakima County Auditor.
PASSED by the City Council of the City of Yakima, Washington,
regular meeting thereof held on the // of 1979.
