AN ORDINANCE accepting the recommendation of the Planning Commis-
sion and rezoning property at South 15th Avenue
and Prasch Kvenue from R-2, Two Family Zone, and
R-3, Multiple Family Zone, to Planned Development
Zone.
WHEREAS, pursuant to due and legal notice, the City Council
of the City of Yakima held a hearing on the 25th day of Septem-
ber, 1979, upon the recommendation of the Planning Commission that
real property situate at South 15th Avenue and Prasch Avenue in
the City of Yakima, Washington, the legal description of which
is set out hereinbelow, be rezoned from R-2, Two Family Zone,
and R-3, Multiple Family Zone, to Planned Development Zone, and
WHEREAS, as a result of its hearing, the City Council hereby
makes its following findings and conclusions:
FINDINGS:
1. The planned development site consists of two adjacent
lots which front on Prasch Avenue. The east lot is zoned
R-2 and is occupied by an existing residence. The west
lot is zoned R-3 and is presently vacant.
2. Land use and zoning on adjacent properties are as follows:

EAST R-2 Single Family Residential
WEST R-3 Multi-Family Residential
3. The site falls within two different use classifications
of the General Plan as amended by the Land Use Plan for the
Vicinity of Yakima Valley College. The west half of the site
is designated as Medium Density Residential (12-24 DU/NRA)
and the east half as Low Density Residential (0-6 DU/NRA).
4. South 15th Avenue and Prasch Avenue are classified as
Local Access Streets.
CONCLUSIONS:
1. The proposed 37 DU/NRA density of the request is
substantially higher than the dwelling unit density suggested
by the General Plan, however, the proposal includes provisions
which will ensure the compatibility of the development with
surrounding neighborhood. These provisions include:
a. A high percentage of open space (approximately
70 %).
b. All underground parking.
c. More off - street parking than normally required
• (55 spaces proposed, 48 normally required).
d. A building design which reduces the visual impact
of the structure.
e. Maintenance of pedestrian traffic through the site.
f. A turnaround at the end of 15th Avenue to improve
traffic circulation.
2. The recommendation of the Planning Commission to grant
the rezone subject to the conditions contained hereinbelow
should be affirmed and the rezone should be granted.
Now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The recommendation of the Planning Commission of
the City of Yakima that the following described real property situate
at South 15th Avenue and Prasch Avenue in the City of Yakima, Washing-
ton, and more particularly described as follows, to wit:
The east half of Tract 21 and the west half of Tract 30,
Johnson's Orchard Home Tracts, according to the plat
thereof recorded in Volume "G" of Plats, page 6, records
of Yakima County, Washington,
be rezoned from R -2, Two Family Zone, and R -3, Multiple Family
Zone, to Planned Development Zone be, and the same is hereby,
approved and said real property is hereby rezoned to a Planned
Development Zone, all in accordance with, and to conform to,
the final development plan and program therefor approved by the
• Yakima Planning Commission, a copy of which is attached hereto
and by reference made a part hereof; provided, this rezone is
granted with the following conditions:
1. The relocation of the existing water main through
the site be designed and installed in conformance with
the standards of the City Office of Engineering.
2. That fire hydrants be installed in the quantity and
at locations as specified by the Yakima Fire Department.
3. The "'T" turnaround on 15th Avenue, sidewalks, fire
hydrants and landscaping be completed prior to the issuance
of a Certificate of Occupancy for the structure.

Section 2. The above change in zoning shall be included
and depicted on the next regularly amended Use District Map
prepared by and for the City.
Section 3. The City Clerk is hereby authorized and directed
41 / to file with the Yakima County Auditor a certified copy of this
ordinance.
Section 4. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as
required by law and by the City Charter.
