AN ORDINANCE relating to city government administration; creating
a Downtown Area Redevelopment Committee and designat-
ing its membership, duties and functions; and enact-
ing Chapter 1.37, "Downtown Area Redevelopment Committee",
411 • as a new chapter, to consist of new Sections 1.37.010,
1.37.020, 1.37.030 and 1.37.040, all of the City of
Yakima Municipal Code.
BE. IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Chapter 1.37, "Downtown Area Redevelopment Com-
mittee", and Sections 1.37.010, 1.37.020, 1.37.030 and 1.37.040,
are hereby enacted as a new chapter and new sections of the City
of Yakima Municipal Code to read as follows:
"Chapter 1.37
4111 DOWNTOWN AREA REDEVELOPMENT COMMITTEE
1.37.010 Downtown Area Redevelopment Committee,
created7-Duties. A Downtown Area Redevelopment Committee
is hereby created as an advisory committee to.make recom-
mendations to the City Council concerning policy matters
related to the downtown core area of the city consisting
of the area bounded by 1st Street on the west, Naches
Avenue on the east, B Street on the north and Walnut
Street on the south. The committee shall perform the
following duties:
1. Study, consider and recommend plans for develop-
ment of the downtown core area;
2. Review, on an ongoing basis, current legisla-
tion pertaining to parking enforcement in the
downtown core area and make recommendations
related thereto;
4110 3. Identify issues and problems related to park-
ing and other concerns within the downtown
core area and recommend policies with regard
' thereto; and
4. Perform other related activities as requested
from time to time by the City Council.
1.37.020 Membership. The committee shall consist
of eleven members,to serve without compensation, to be
appointed by a majority vote of a quorum of the City
Council and shall be representative of the downtown core
property owners and business owners according to the
following committee structure:
1. One member who shall own real property in the area
bounded by 1st Street on the west, 3rd Street on the east,
Yakima Avenue on the south and B Street on the north;
and
2.- One member who shall own real property in the area
1110 bounded by 1st Street on the, west, 3rd Street on the east,
Yakima Avenue on the north and Walnut Street on the south;
and
3. One member who shall own real property in the area
bounded by 3rd Street on the west, Naches Avenue on the
east, Yakima Avenue on the south and B Street on the
north; and
4. One member who shall own real property in the area
bounded by 3rd Street on the west, Naches Avenue on the
east, Yakima Avenue on the north and Walnut Street on
the south; and
5. Four members engaged in business, each with a prin-
cipal place of business situate in the four areas des-
cribed above, respectively; and

6. One member who shall be a manager or similar offi-
cer of a bank situate in •the above described downtown
core area; and
7• One member who shall be a manager or similar offi-
cer of a private utility company, the facilities of
which serve the above described downtown core area; and
8. One at large member.
The Director of Finance of the City of Yakima, or
a person designated by the Director of Finance, shall
be an ex-officio member of the committee, but shall have
no power to vote on any matter considered by the commit-
tee and shall not be counted in attendance for the pur-
pose of determining the existence of a quorum at any
meeting.
1.37.030 Term of office. Committee members shall
serve for no specific term, but rather shall serve at the
pleasure of the City Council; and membership of any mem-
ber may be terminated at any time by a two-third majority
vote of the entireCityCouncil without notice or a hear-
ing concerning such termination and without the specifi-
cation of any cause therefor. A member shall not serve
fora period of time longer than three years from the
date of appointment, unless that member is reappointed
as a committee member. Any vacancy in membership on .
the committee shall be filled in the same manner as pro-
vided by Section 1.37.020 of this chapter for the appoint-
ment of committee members.
1.37.040 Organization--Meetings.
A. Organization. The committee members shall
organize the committee by electing one member as chair-
man and one member as vice-chairman, and may elect or
appoint other officers as the majority of the committee
members deem necessary or desirable to perform the duties
of the committee.
B. Meetings. The committee shall hold at least
one regular meeting during every three calendar month
period at a regular time and place to be designated by
vote of a majority of the committee. Special meetings
may be held at any time as called by the chairman, or
vice-chairman in the chairman's absence, or by any five
members who request a special meeting. All committee
meetings shall be open to the public unless the subject
under consideration would be a proper subject for an

executive session under the Open Public Meetings Act
(R.C.W. Chapter 42.30)."
Section 2. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as provided
by law and by the City Charter.
