Chairman Neil McClure called the meeting to order at 10 PM.
1. Approval of Minutes from April 10, 2019.
2. Introduction of Bill Cook from William 0. Douglas Trail.
3. Update and discussion on Cowiche Canyon Trail:
Robert D. presented the trail route in two sections, from Power House Road to just west
of Prospect Way and then three possible routes westward from there to the current trail
head at the end of Cowiche Canyon Road. Robert D. presented detailed maps of the
two sections of trail to clarify for the committee the possible routes. The committee
was concerned about the possible forfeiture of the project funds if design wasn't
finalized in a timely manner. Robert D. assured the committee that funds were not in
jeopardy at this time and thought that the design would be finalized in a timely manner.
Bill Cook urged that progress on the downstream bridge be finalized so that the
permitting "calendar" could be started.
Robert D. stated that a meeting will be held in June with PERTEET Engineering, city
engineering, Cowiche Canyon Conservancy, Yakima County Engineering and the William
O. Douglas Trail to decide on the final route.
Discussion about a maintenance agreement emphasized the real need to formalize that
process to ensure the future viability of the trail.
4. Pedestrian Master Plan discussion:
Neil M. asked for comments/edits of the letter to stakeholders and minor changes were
offered. Joseph C. will send to members the list of possible grant sources that YVCOG
provided. Neil M. will prepare a proposal to request funding from the city council for
the PMP to be reviewed at June 12 meeting.
5. Title 12 updates discussed:
Staff will prepare for June 12 meeting a draft suggesting wording of necessary updates
to Title 12 to add new standard for arterial design that reflects Bicycle Master Plan
design criteria, specifically creating language to address pavement striping and lane
width on Spring Creek Rd and 36th Ave near Sozo Sports center.
Bicycle Boulevard standards were also mentioned for inclusion to Title 12.
