HomeMy WebLinkAbout12-12-18 YBPAC MinutesYakima Bicycle Pedestrian Advisory Committee Minutes December 12, 2018 10:00 - 11:30 AM 2nd Floor Conference Room Committee Members Staff Public Neil McClure, Chair Brett Sheffield, Chief Engineer Phil Mattoon, Vice Chair Joseph Calhoun, Planning Manager Elissa Southward (2 y) Trevor Martin, Associate Planner Shirley Strader, Secretary Sean Davido, Community Relations Paul Cook (3 y) Nikki Sandino, YPD Chairman Neil McClure called the meeting to order at 10:00 AM 1. Approval of Minutes from November 14, 2018. 2. Pedestrian Master Plan: Neil M. lead a discussion on progress of plans for holding a "stake -holders" meeting on January 16, 2019. It was decided to hold the meeting at 5:30 PM in the city council chambers if they are available. Member Ken Jones (not present) provided a possible letter to invite stake -holders to the meeting. After discussion the letter was amended with a couple of further sentences to inform the invitees as to the "goals" other communities had included in plans and to ask invitees to attend with any ideas they might wish included in a plan. Neil M. volunteered to refine the letter with amendments along with an updated list of invited stake -holders contact information by December 14 in order for Joseph C. to begin invitation process. Brett S. will check on the date that council will be reviewing Transportation Benefit District for possible inclusion of funding for a Pedestrian Master Plan. A sign in sheet will be created for the meeting to gather contact information of attendees. 3. Public Service Announcement (PSA) project: Sean D. played audio of several PSA's developed by the YV-Tech Media Production class. He (Sean D.) will make all of the samples available to members. He will pick out 4-5 examples representing varying scenarios that relate to common contributors to vehicle collisions. Sean D. also noted that several of the audio scenes could be converted into video presentations. A suggestion was made to have the city council invite the class from YV-Tech attend a council meeting and be acknowledged. 4. Cowiche Canyon Trail update: Neil M. updated the committee on the progress of the lower Cowiche Canyon Trail project. The project is well underway with planning and funding becoming available in early summer 2019 to connect the existing eastern trail head with an extension to Power House Road near the Painted Rocks. Neil M. also relayed news that the trail may also be connected to the Yakima Greenway via a right -away owned by the city along Washington State Hi -way 12 ending at 40th Ave and Fruitvale Bld. 5.
