Vice Chairman Phil Mattoon called the meeting to order at 10:00 AM
1. Approval of Minutes from October 10th' , 2018
2. Pedestrian Master Plan: Phil M. lead a
discussion on strategies to proceed with the development of a Pedestrian Master Plan. It was decided
to hold a stake holders meeting on Wednesday, January 16th, 2019 at 6 PM in the City Council
Chamber. The "stake holders" would include: the City of Yakima, Yakima Greenway, Yakima School
District, West Valley School District, Yakima Transit, Yakima Police Department, Yakima Parks and
Recreation Department, Down Town Association, Yakima Chamber of Commerce, Hispanic Chamber of
Commerce, Handicapped community (Entrust Community Services, People for People, YVCOG), Civic
organizations (Rotary, Kiwanis, Lions).
It is necessary to obtain contact information and invite these stake holders in December 2018. Paul C.
suggested that the invitation include preliminary goals and explanation of benefits of a pedestrian
master plan. An out line of the goals should be developed prior to the meeting. A primary potential
benefit would be positioning Yakima advantageously, as a grant applicant/recipient.
Jason W. suggested that Phil M. and other members attend a council study session on November 27,
at 6 PM in council chamber, to present the progress of the Pedestrian plan.
3. Title 12 progress update:
Brett S. will provide Jason W. with information to take to the December 4th regular City Council
meeting in order to have the council approve a review and update of the city Title 12 directives.
Joseph C. pointed out that an update of Title 12 should not be done piece meal because of costs and
that contemplated changes should be thorough and comprehensive. Brett S. assured the committee
that the bicycle infrastructure for the Sozo Sports Complex would not be negatively impacted by any
delay caused by delays to Title 12 changes.
4. Bicycle Boulevard standards:
Shirley S. proposed that West Chestnut Avenue be developed as a standard of a bicycle boulevard and
become an example of the benefits to the community that a bicycle boulevard brings. The Bicycle
Master Plan outlines standards for bicycle boulevards and the Barge Chestnut Neighborhood
Association produced a traffic study to promote traffic calming and street safety that could be useful in
developing standards for a bicycle boulevard on Chestnut Ave. The committee asked that, in the
interim, the speed limit on Chestnut Ave. be made a uniform 20 mph, including the section between
48th Ave and 65th Ave.
5. Public Service Announcement project:
Phil M., Shirley S. and Sean D. met with the Media Production class at YVTech on November 13th. The
sub committee was impressed by the students work and samples of the work will be available prior to
the December 12 meeting. Nikki Sandino from the Community Services Department of Yakima Police
Department was introduced and commented about the continuing YPD "Tuesday Tips" video service.
Ms. Sandino has been attending workshops on pedestrian and bicycle street safety and is familiar with
the Bellingham Pedestrian Master Plan.
6. Good of the Order and Deliverables:
A motion was made and approved to request YPD be represented at future committee meetings by
Nikki Sandino or her partner.
No news about any future members of the committee.
Brett S. will: inspect the new sidewalk on 40th Ave for ADA conflicts, provide Jason W. with material on
Title 12 for the City Council study session, convey to traffic department the need to make speed limit
on Chestnut Ave. a uniform 20 mph.
Sean D. will provide the PSA audio clips from the YVTech media class for the Dec. 12 meeting.
All committee members will bring contact information and names of possible stake holders for the
Pedestrian Master Plan.
