HomeMy WebLinkAbout10-10-18 YBPAC MinutesYakima Bicycle Pedestrian Advisory Committee Minutes October 10, 2018 10:00 - 11:30 AM 2nd Floor Conference Room Committee Members Staff Public Neil McClure, Chair Joseph Calhoun, Senior Planner Phil Mattoon, Vice Chair Trevor Martin, Assistant Planner Sue Schoolcraft (3 year) Sean Davido, Community Relations Paul Cook (3 year) Shirley Strader, Secretary (2 y) Chairman Neil McClure called meeting to order at 10 AM 1. Addition to agenda by S. Strader; Need to begin incorporation of Chestnut Ave into a true bicycle boulevard as called for in Bicycle Master Plan. Accepted into agenda. 2. Approval of minutes with corrections. 3. Membership renewals of expiring terms of committee members discussion. Two year member Elisa southward will not be reapplying. Two year member Ken Jones is willing to serve if no other member of public applies. Two year member Shirley Strader is reapplying to serve. P. Mattoon moved that the committee endorse both Jones and Strader for membership and the committee approved. Discussion on need to publicize openings and encouragement of citizenry to apply through Public Service Announcements (PSA). 4. Discussion on Title 12 changes process. Brett Sheffield (Chief Engineer) not in attendance to give update on progress with city legal department. Committee requests that updated site plans for Sozo Sports Center and YMCA Aquatics projects be made available for next meeting. 5. Chestnut Avenue "Bicycle Boulevard discussion. S. Strader pointed out need for engineered traffic calming to slow motorized vehicles, that should include chicanes and small traffic circles at intersections instead of stop signs. P. Mattoon suggested that the speed limit should be uniformly posted at 20 mph along the entire length of Chestnut. J. Calhoun suggested that grant monies may be available to build the infrastructure especially as a continuation of the installation of the crossing at 40th Ave and Chestnut. 6. Discussion on Pedestrian Master Plan. J. Calhoon suggested committee determine priorities for a plan before asking City Council to fund a plan. It was decided that the next meeting would largely focus on those priorities and develop an outline to present to "stake holders" from the community. Members will study and research plan from Bellingham before next meeting and also requested staff provide Barge -Chestnut plan to members at November 14 meeting. 7. Public Service Announcement (PSA) project for pedestrian and bicycle safety. S. Davido offered several options for producing PSA's including involving YVTech class contest. Ryan Broom, YV-Tech instructor, would welcome introducing this project in early 2019 for his video production class. S. Davido will coordinate with Mr. Broom to set up a meeting time for members of committee. S. Davido advised that some limited funds might be available through Community Relation department and that manager Randy Beehler would be the best contact. 8. Discussion on "Soap Box" editorial in Yakima Herald pointing out problems with Yakima bicycle and pedestrian infrastructure. J. Calhoun informed committee that new developments were required to include sidewalks on the frontage of the development if sidewalks exist within 300 feet. There is no requirement to infill missing links not along new development frontage. The committee discussed the need to form partnerships within community members and the city to repair and fill in sidewalk infrastructure. 9. Good of the order. Next meeting agenda to focus on narrowing targets on Pedestrian Master Plan, receive update on Title 12 revision, and determine the status of the ADA (American with Disabilities Act) recommendation. 10.
